EU Support to SLMP

The Sustainable Land Management Program (SLMP) is one of the Flagship programs of the Ministry of Agriculture and Natural Resources of the Ethiopian government. It has been designed under the long-term (2009-2023) Ethiopia Strategic Investment Framework for Sustainable Land Management (ESIF) and the Agricultural Sector Policy and Investment Framework (PIF). Both are designed to strengthen domestic and foreign support as well as planning of investments that contribute to Ethiopia’s agricultural growth and development agenda for addressing issues related to the existing challenges related to land and water resources.

The European Union (EU) support to the Sustainable Land Management Project/EU support to SLMP (2016 – 2020) is an area-oriented landscape management project dedicated to increasing the productivity of land through implementing climate resilient sustainable land management technologies thereby improving the livelihood of targeted community contributing to the development and environmental goals of the flagship program, SLMP of Ethiopia. The project follows a new approach that operates concentrating on geographically distinct priority areas known as ecoregions specifically the Bale Mountains National Park (BMNP) and Yayu coffee-forest Biosphere Reserve (YCFBR) areas named as Bale ecoregion (BER) and Yayu ecoregion (YER) respectively. In both ecoregions, even the core zones are insufficiently protected from human activities and livestock movements while economic activities are allowed within defined limits in buffer and transitional zones. Because these buffer and transitional zones are somehow densely populated, significant pressure is being exerted on the protected reserve areas. The EU support to SLMP is working towards conserving the two ecoregions that has a benefit beyond the stated goal of the program in that both ecoregions have a global image and implication.

The project is funded by European Union and to acknowledge the funding and for the best management of the project knowledge for visibility along the endline, the EU support to SLMP project needs to recruit proficient advisor/personnel with specific expertise as stipulated here under.

Responsibilities:

The CV & PR Advisor will be responsible for the following duties:

  • Define and implement a knowledge management approach for GIZ-EU aimed at enhancing knowledge sharing and transfer internally and externally.
  • Assure quality in design and lay-out EU visibility items and knowledge products developed for the EU support to SLMP by GIZ- EU and woredas as well.
  • Maintain structured documentation on materials relevant for capacity development (such as Policy briefs, technical manuals, field guides, brochures, factsheets, images etc.).
  • Ensure and coordinate the production of information materials as per the GIZ standard
  • Facilitate and advise on realization of EU communication and visibility measures, designing and publishing of promotional items,
  • Advise and support on producing project knowledge products,
  • Advise the project manager on planning and deploying national and international short-term experts for Knowledge Management (KM) related needs’,
  • Liaison and share experience and knowledge products in the program particularly developed for knowledge management & conceptualize the lessons in EU support to SLMP team,
  • Foster organizational learning within and with the GIZ-SURED program and facilitate systematic distribution of the knowledge products for up-scaling internally and externally.
  • Contribute to the management of the EU support to SLMP knowledge base (website).

Tasks

The CV & PR Advisor performs the following tasks:

  • Development and production of a publication 8 -12 pages on lessons from the EU Support to SLMP project
  • Review and compile the summary of project background, achievements and impacts, case stories/testimonials from beneficiaries and government counterparts, major learnings, recommendations complimented with expressive images and infographics).
  • distribute electronically by GIZ and the EU office on their different platforms internally and externally and printed copies to participants on events.
  • Developing content for GIZ internal and external communication platforms using GIZ templates and guidelines and liaising with the county office’s Communication and PR unit for review and dissemination/upload
  • 2 – 3 news articles for the IDA country page to promote the project.
  • Content for the social media campaign with the German Embassy – Develop brief text for post and select strong images (1 – 2 per post)
  • Update the project webpage and factsheet
  • Revise content, follow up on design and duplication/printing for factsheet, including liaising with graphic designers and printers
  • Revise contents for webpage, particularly the impacts/achievements section and ensure it is uploaded
  • Organize the photo-pool and develop a slideshow for display at any events coming up until the end of the project.
  • Filter at least 100 best images from available pictures, label selected once and organized in a folder to be shared with partners and funding agency with complete description, (the photographer, dates, location…).
  • Develop 8 impact stories with 2 -3 photos
  • Organize written stories from interviews with farmers, the best ones to be selected and polished to be shared with partners and funding agency possibly published on public medias and could feed into various communication materials, e.g. the lessons document, factsheets, the project webpage on the official GIZ.
  • Support EU support to SLMP woredas in establishing knowledge management centers and knowledge management processes including networking activities with SLMP Development Partners and organizations.
  • Standardize internal documents management.
  • Perform other related duties and tasks at the request of management.

Communication and Public Relation

  • Refers on the portal/ GIZ’s corporate P+R to all available CV and PR information, update the information with other staff in the ecoregions,
  • Comply with the Program’s/project’s internal Standard Operating Procedures (SOPs) and ensure the staff to comply,
  • Cooperate with Partners and other relevant stakeholders to ensure collaborative working atmosphere and render smooth technical cooperation (TC) services,
  • Produce and share experience and knowledge products in the project and communicate with partners

Other duties/additional tasks

  • Facilitate and organize EU Visibility and knowledge materials as required for workshops, trainings and other EU support to SLMP events,
  • Follow-up on proper implementation and use of EU visibility measures throughout the project execution as per the EU standards,
  • Perform any other related duties as required

Job Requirements

Qualifications

  • University degree (MA) in development related studies, graphic designing, communication, data management or similar.
  • Excellent knowledge of English, written and spoken.
  • Excellent knowledge of EU communication and visibility standards
  • Excellent computer skills especially MS Office publisher and other graphic designing applications and very good knowledge of audio-visual productions management in general.
  • Substantial understanding of knowledge management theory, practice and tools.
  • Proven writing skills and knowledge (international standard) on document design, formatting and editing.
  • Ability to think strategically in identifying knowledge management structures and processes
  • Good knowledge of SLMP terminology, program goals, structure and guiding documents.
  • Ability to work independently, unsupervised and as part of a multicultural and international team.

Professional experience

  • Minimum of 7 years professional experience, ideally with international organizations, in communication and knowledge management or similar
  • Ability to collect, process and channel information into a wide-ranging stakeholder landscape, including the production of high-quality practical knowledge products
  • Excellent capabilities as designer including publications management.
  • Proven experience in events management, ideally at national and international level, and documentation.
  • Thorough knowledge and understanding of SLMP/RLLP/ PforR guiding documents (ESIF, PIM, CBPWD, Exit / Sustainability Strategy, Operational Manual, etc.).
  • Knowledge of EU C&V standards is highly credited,

The following further knowledge and competencies have good credit for selection

  • Excellent knowledge of the GIZ rules and regulations
  • Good understanding and knowledge of other development partners (such as KfW and MoA,
  • Capacity to work in teams and conflict management skills.
  • Ability to communicate and translate in local language (Affan Oromo)
