The USAID Conservation through Economic Empowerment in the Republic of Congo (CEERC) Activity implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for a Communications and Knowledge Management Lead. This position will be located in the main office in Brazzaville.

Position Description/Summary:

The purpose of the CEERC Activity is to reduce threats to biodiversity, carbon-rich forests and peatlands in the Republic of Congo (ROC) using a market-systems approach to promote conservation-friendly development and strengthen green value chains. Focusing on areas of high biological diversity where economic activities can support conservation and reduce threats to wildlife, CEERC works with private sector entities, natural resource management authorities, international NGOs, communities, the government and other stakeholders to build private sector partnerships and alliances, identify opportunities to improve business-enabling conditions, and strengthen the capacity of community enterprises.

The Communications and Knowledge Management Lead will lead CEERC’s efforts to foster collaboration, learning and adaptation among stakeholders and activity interventions. This position oversees the project’s Monitoring, Evaluation and Learning (MEL) activities; leads the CEERC communications strategy and outreach plan; coordinates project reporting including surveys, learning studies, evaluations, special studies, and activity reports; leads efforts to document and share good practices and lessons learned; and supports stakeholder engagement with government, civil society, communities, and other donor projects. The Communication and Knowledge Management Lead will oversee the knowledge management, learning, data management, and communication aspects of CEERC, including supervising the Monitoring and Evaluation (M&E) Specialist. The successful candidate will be based in Brazzaville and will report directly to the Chief of Party (COP).

Responsibilities:

* Work with the CEERC technical team, grantees, partners, and other donor-funded programs to identify and promote best practices and approaches that demonstrate how strengthening green market systems and green businesses can achieve sustainable economic, conservation, and social outcomes;

* Lead the development of project information materials, communications and learning deliverables, and related activities and products. Provide training and capacity building to CEERC grantees to develop their own communications materials;

* Assist the COP and technical team with written contributions, editing, and managing the overall schedule of project reporting deliverables;

* Oversee the implementation of a communications strategy and outreach plan and design knowledge management systems that gather, generate, and share lessons learned from field-based activities and grants;

* Ensure compliance with the CEERC marking and branding plan;

* Lead participatory workshops and events (such as pause-and reflect sessions, seminars, and workshops) in coordination with the COP and technical team;

* Liaise with the media and ensure that project activities are covered and reported on accurately;

* Coordinate knowledge capturing, sharing, and strategic learning among CEERC team and grantees to share lessons learned and innovations with CEERC partners and ROC stakeholders;

* Provide quality control oversight of MEL system management and communication deliverables;

* Supervise updates to the MEL Plan to track CEERC’s progress against targets, including developing learning questions to strengthen understanding of project impacts;

* Incorporate MEL data into communications materials for awareness of CEERC activities among target stakeholders and to foster collaborative learning; and

* Supervise the M&E Specialist and communication consultants as assigned.

Qualifications:

* A minimum of five (5) years of experience with communications and knowledge management systems and approaches in the African (ideally Central African) context required;

* At least a Bachelor’s degree, ideally in communications, public relations, journalism, with basic training in data management field and additional training and certification/s in strategic communications preferred;

* Experience in the fields of biodiversity, climate change, and/or sustainable businesses development is preferred;

* Prior experience working on USAID, other US government, or other international donor-funded programs with a communications, learning and/or M&E role is preferred;

* Written and spoken proficiency in French and English required; and

* Congo (Brazzaville) nationals are strongly encouraged to apply.

Tetra Tech is helping to improve the capacity of non-governmental organizations (NGOs) and civil society organizations (CSOs) to increase the practical knowledge of vulnerable Iraqis of their rights, responsibilities, and remedies under the law. The program aims to increase the competence and availability of legal professionals assisting vulnerable populations, and to improve government processes to facilitate access to government services and legal remedies. The program has a particular emphasis on improving access to justice for women and youth.

We are managing an $8.25 million grants program that provides funds to Iraqi NGOs, law schools, and bar associations operating in 13 of the 18 Iraqi provinces. The program has disseminated more than 60,000 public awareness materials, supported 4,842 legal cases on behalf of vulnerable Iraqis, established 30 grassroots legal clinics, and provided more than 32,000 person-days of education to vulnerable Iraqis on their legal rights; more than 75 percent of participants have been women.

In addition, five universities have launched legal clinic practicum courses and have established law school legal clinics providing legal services to vulnerable Iraqis.
