Plan started working in Egypt in 1981 and has a presence in 10 of the 27 governorates in which the country; Alexandria, Beheira, Giza, Kalubeya, Sharkia, Damietta & Cairo in Lower Egypt and Asuit, Sohag & Qena in Upper Egypt.

Plan works under the supervision of the Ministry of Social Solidarity together with a range of local and international partners.

Plan Egypt’s Country Strategic Plan 2016-2022 aims to promote and support lasting improvements in the lives of vulnerable Egyptian & refugee children, their families and communities. This goal will be achieved through the implementation of 5 key strategic objectives focused on protection, education, early childhood care and development, youth economic empowerment, disaster risk management and gender base violence.

Purpose:

The purpose of this job is to promote a positive image of Plan Egypt through development and implementation of an effective communications strategy and to lead implementation of the communication strategy to ensure that Plan Egypt has a high level of exposure in the media and society in general through campaigns and publications.

The Communication Manager (CM) will report directly to the Strategic Partnerships and Advocacy Unit Manager and work closely with the Program Advisors and Project Coordinators/Managers. In addition the CM will collaborate with Monitoring and Evaluation Manager, Program Unit Managers and other field staff

Dimensions of Role:

  • The post holder (CM) will report directly to the Strategic Partnerships and Advocacy Unit Manager
  • She/he directly supervises the Communications Coordinator

Typical Responsibilities – Key End Results of Position:

  1. National Communication Strategy:
  • Develop National communication strategy for Plan Egypt to promote Plan’s image and publicity in line with global strategy and Country Strategy.
  • Provide strategic communication directions for all program activities in Plan; Preparation of quality documentaries and offering guidance on production of relevant IEC materials on issues affecting children and local structures in realizing their full potential (documentation).
  • Compile, package and publish program and corporate communications in accordance with Plan’s Global Identity.
  • To assist in identifying visibility and marketing opportunities and ensure appropriate communication interventions.
  1. Support Strategic Partnerships and Advocacy Manager in ensuring Plan Influencing Strategy is adequately implemented:
  • Develop an advocacy communication plan that is in line with Plan’s Influencing strategy.
  • Develop with Program Advisors and project owners, humanitarian and success stories to feature Plan’s impact and support the influencing strategy that would be uploaded on online platforms.
  • Develop with Program Advisors quality external facing content which compels and inspires different external audiences to understand and support our work and our impact.
  • Develop communications to feature strategic partnerships with key constituencies to maximize impact of advocacy liaison to media organizations, national entities, and private sector.
  • Support the Strategic Partnerships and Advocacy Manager in organising efforts of partners, civil society entities, community members in lobbying and advocating for the rights of children, women and youth, through social media platforms and offline media to influence policy makers.
  • Takes the lead in organizing media outreach; arranges all media contacts, press briefings, and interviews; provides talking points and other materials as needed to senior staff; responds to media inquiries quickly and effectively.
  • Support the Strategic Partnerships and Advocacy Manager in representing Plan at national stakeholder forums, networks, coalitions or conferences on communication
  • Support the Strategic Partnerships and Advocacy Manager in networking with other organizations or coalitions to promote partnerships and learning.
  1. Manage Country office online platforms:
  • Coordinates with Technical Advisors production of a diverse range of scalable products (including audio/visual communications), briefing papers and communication reports to benchmark Plan Egypt programs.
  • Develop content and audiovisual material for Plan’s Facebook, Twitter, YouTube, and other social media platforms as relevant, to ensure regular influencing messages are being uploaded and Plan’s online audience are constantly engaged.
  • Respond on timely basis to online queries
  • Ensure quality photographs are constantly produced to enrich Plan’s visual messaging.
  • Preparation of quality influencing documentaries on socio-economic issues affecting children, women and youth, to lobby for the reinforcement of their rights.
  • Provide opportunities and overall coordinate, for strategic partners, children and youth to participate in media and advocacy related interventions.
  • Promote Plan’s children and youth safeguarding & gender mainstreaming communications among staff and strategic partners.
  • Facilitation of organization of international and national events to promote Plan Egypt impact areas.
  1. Lead on national and international campaigns and events
  • Engage all stakeholders in the planning, follow up on the action plan, including developing communications products such as videos, photos, press releases, media outreach, media visits, and providing public and internal information to support Plan’s campaigns such as the Girls Takeover movement, or relevant UN international days.
  • Build the capacities of relevant staff and community members on advocacy-related communications skills to support community-based advocacy activities.
  • Document all influencing events with Minutes of Meetings, photography, and where relevant video filming.
  1. Facilitation of information sharing of Plan Egypt locally and internationally through bulletins, magazines and other forms of media
  2. Support Prepare periodic reports to ensure that management is equipped with necessary information for appropriate decision making

Knowledge, Skills and Behaviours Required to Achieve Role’s Objectives

Knowledge

  • A university degree in Communication, Journalism, Mass Communication or Public Relations
  • Minimum of 3-5 years’ experience in a similar role
  • Good knowledge of gender and global development issues, with particular knowledge in women’s rights, girls’ rights and child rights.
  • Excellent command of written and spoken Arabic and English.
  • Must have close updated knowledge of the communications and media field including journalists, TV editors, radio shows, etc..
  • Hands on excellent experience of web publishing, digital communications and video production
  • Knowledge of up-to-date digital campaigning techniques, and an appreciation of their applicability – and relevant risk factors – in different contexts.
  • Proficiency in MS office tools
