Dimensions of the Role

The post holder will report to the Program Area Manager. He/she has no people under his/her supervision.

The Community Development Facilitator will effectively facilitate the Child-Centred Community Development and building meaningful relationships among the multiple stakeholders in the community development process. He/she will ensure the maintenance and strengthening of linkages, networks and collaborations between Plan International and the community interests, groups, local governments and other NGOs within their area.

Key sponsorship related

  • Organize sponsored children, their families and communities to effectively participate in the planning, management and monitoring of projects through meetings and trainings.
  • Ensure that sponsored children, their families and communities benefit from programme interventions.
  • Effectively facilitate Sponsored Families and their community towards the successful management of their projects as outlined in the Country Strategy in line with Plan Domains and Program Principles.
  • Review with the Sponsorship Communications Coordinator and update the Sponsored Children (SCs) files
  • Train community volunteers, Sponsored Children and Families in Sponsorship requirements and train PA Staff in sponsorship requirement

Empowerment and sustainability

  • Ensure the Sponsorship Community Volunteers (CVs), children, their families and community members are properly trained to take care of 100% of sponsorship activities
  • Monitor and evaluate the performance of  and conduct fresh training in areas identified with gaps
  • Actively participate in local RM as a Member of Resource Mobilization Team (develop concept notes, proposals)

   Community mobilization and facilitation

  • Facilitate project design, planning, implementation, monitoring and evaluation in the assigned area of operation
  • Facilitate effective participation of children, families, communities and stakeholders  in program activities
  • Facilitate the integration of program and CCCD  activities in the field

 Coordination and Networking

  • Establish good working relations with children, families, community leadership, community based organizations (CBOs), government extension staff and other stakeholders at ward and village levels
  • Participate in stakeholder meetings and networks at ward and village levels
  • Production of Quality Sponsorship Communication in line with CCCD
  • Ensure communication production is participatory and reflects the children’ voice
  • Ensure that sponsorship items (of high quality are positive, engaging and real, with no backlogs,
  • Participate in the generation of Annual Report and Annual Plan
  • Ensure that all sponsorship products and services meet quality standards, are accurate, timely and complete as specified in the Sponsorship Manual and To Do List.

Building relationship activities

  • Promote integration of building relations and program processes at field level
  • Facilitate production of quality Sponsorship Communications to meet set deadlines
  • Use of 3 months To Do List.

Child Protection

  • Promote child rights based programming at field level
  • Report all incidents and concerns on child abuse
  • Ensure all partners and other relevant stakeholders, including children and communities are trained and  have access to the child protection policy

Management of partnerships

Ensure that:

  • Effectively portray a positive image of Plan International Rwanda
  • Build good working relationships with CVs.
  • Visiting uncooperative SCs and educating them about Plan policies and procedures.

Key relationships

Working contacts inside and outside the organization; include the purpose and level (high, medium, low).

 

Internal

The post holder will be required to extend regular contacts / relations with the PAM, Sponsorship team, PA M&E, Child Rights Manager, Communications and Advocacy Manager and Business Development Manager.

External

The post holder will be required to build strong relations with stakeholders such as children, families, community volunteers, CBOs, FBOs, school leaders, local leaders and District level officers.

He/she will be required to communicate in a style that inspires confidence and professionalism and builds credibility with line management. Be flexible and committed to strong team working skill and external relations.

Technical expertise, skills and knowledge

Essential

  • Degree in Development Studies, Social Sciences, Administration Sciences, Education, Agriculture
  • Minimum of 2 years extensive experience in development work at grassroots level.
  • Experience in emergence/relief programs will be an added advantage.
  • Computer literacy in Excel and Word.
  • Must hold a valid motorcycle license.

Plan International is an international organisation or development which works in 51 countries across Africa, the Americas, and Asia to promote the safeguarding of children.It is a nonprofit organisation and is one of the world's largest organisations based on children, it works in 58,000 communities with the help of volunteers to improve how 56 million children live. The charity also has 21 national organisations who have been given the responsibility to oversee the raising of funds and awareness in their individual countries.

When they witnessed the conflict change the lives of children, they founded ‘Foster Parents Plan for Children in Spain’, which would later change its name to Plan International. Set up in 1937, the organisation provided food, shelter and clothing to children whose lives had been destroyed by the war.
