Context:

Under the overall supervision of the Deputy Chief of Mission, direct supervision of the Programme Manager (MRRM), and in close coordination with the Public Information Officer, the successful candidate will act as Community Engagement Officer coordinating the visibility and contributing to the development and implementation of the information and awareness campaign under the Migration Resource and Response Mechanism (MRRM) project within the IOM Libya Emergency Response portfolio.

Communicating with migrant communities on the move and host communities calls for a comprehensive community engagement process that treats the provision of timely, comprehensible and reliable information as a pillar of IOM’s humanitarian activities.

Within the framework of the Voluntary Humanitarian Return (VHR) Programme and the Migrant Resource and Response Mechanism (MRRM) in Libya, IOM seeks to enhance the protection of vulnerable migrants in transit by increasing awareness of migration threats and hazards as well as providing critical information about access and referral to a wide variety of targeted humanitarian services including assisted voluntary return services available. To facilitate this objective, a targeted two-way communications campaign will be developed in Libya using culturally and linguistically relevant print and multimedia communications tools with embedded feedback mechanisms to help migrants make informed decisions and facilitate return to their countries of origin where requested.

By providing unbiased reliable information about the extreme dangers they face at the hands of smugglers (slave markets, sexual exploitation, extortion, abuse etc.) especially during their intended journeys across the Mediterranean, this campaign is aimed at dispelling rumours and challenging the false promises of smugglers transmitted orally and via media channels and informing about alternatives. To effectively reach migrants, the information campaign will focus on places where they congregate and disembark, popular social media channels as well as detention centres.

S/he will be based in Tunis with frequent travel to Tripoli and will assist with designing and managing the information campaign developed within the framework of VHR and MRRM projects in various targeted locations in Libya.

Core Functions / Responsibilities:

  1. Research and contribute technical inputs to the development of the Community Engagement and Two-Way Communications strategy, in close coordination with the Media and Communications Division (MCD) at Headquarters (HQs), Public Information Unit, MRRM and other units as relevant, to facilitate the development of the information campaign in targeted locations to inform migrants, refugees, internally displaced persons (IDPs) and host communities on the dangers of irregular migration and on available alternatives including VHR as well as referral to other existing services through the following activities.
  2. Participate in mapping exercises of IOM and other actors’ ongoing projects along the Central Mediterranean route related to awareness raising on the risks of irregular migration, but also related to alternatives; efforts should facilitate creation of synergies with the information campaign.
  3. Draft and recommend the content of information campaigns in Libya as required in collaboration with MCD’s Communication Campaigns Specialist to raise awareness on risks and dangers of irregular migration as well as health promotion and diseases prevention and control.
  4. Draft a workplan to identify relevant target audiences and the best means to reach them to maximize the campaign’s impact.
  5. Participate in the design and development of multimedia, multilingual awareness raising materials for migrants in transit in Libya using various formats as appropriate, such as text, graphics, imageries, infographics, audio, video, printed materials, etc.; review and field test the awareness raising products developed, recommending the selection of key messages and materials according to the specific migratory context in Libya.
  6. Support the Public Information (PI) Officer by providing technical inputs to Media and Communication Department colleagues to assist in the development of a customized mobile application to collect migrants’ stories and an online platform to visualize campaign feedback.
  7. Coordinate with the colleagues in the field and guide them to ensure collection of informed consent via Community Response mobile application, take better pictures and to collect testimonies/stories of migrants in Libya, by developing clear technical guidelines including training of field staff where feasible.
  8. In collaboration with Public Information Unit, incorporate vetted stories to support IOM’s awareness materials for migrants in transit in Libya.
  9. Work to harmonize messaging and tools utilized for the implementation of the info and health awareness campaigns to build on and complement IOM’s ongoing “Migrants as Messengers” and previous “Aware Migrants” info campaign to assist in strengthening the output of the planned campaign and achieve the desired impact.
  10. Coordinate with the selected agencies and designers the technical work and check that IOM and the donors’ visibility is respected according to their guidelines.
  11. Coordinate and facilitate the effective implementation and monitoring of relevant dissemination activities in target communities, building upon a network of local and International Non-Governmental Organisation (NGOs), and community leaders.
  12. Monitor and evaluate the information campaigns according to IOM impact evaluation guidelines and targets of the project.
  13. Draft internal regular updates, specific briefings covering the project’s activities and elaborate the corresponding reports on activities conducted, achievements and lessons learnt as required.
  14. Draft an efficient dissemination plan and liaise between IOM Libya, IOM in countries of origin, Regional Offices, Headquarters and Manila, as well as the governmental and nongovernmental stakeholders in Libya, to facilitate the dissemination of the info campaign message.
  15. Check that the planned outreach activities are gender and social-sensitive and in line with IOM’s media and visibility guidelines.
  16. Undertake duty travels, in line with prevailing security restrictions, relating to project assessments, liaison with counterparts, and project implementation, as required.
  17. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Relations, Communications, Media, Journalism or Business Administration, Management or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• International experience in developing and implementing communications strategies, action plans and performance monitoring frameworks, preferably in the field of migration;

• Experience in training or capacity enhancement activities;

• Experience in the field of migration, including operational and field experience, is an advantage;

• Previous working experience with INGOs or international organizations desirable.

Skills

• Strong understanding of digital technology and emerging communications channels including social media platforms, interactive voice response (IVR) and messaging apps. Good level of computer literacy, including database applications;

• Knowledge of the Libya context and/or migration-affected regional countries an asset.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic and/or French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
