Purpose:  How does this post support Plan’s strategy and mission?    The Community Mobilization Assistant’s responsibilities will mainly be to support community mobilization actions of Plan International and the entire Humanitarian community in the Far-North of Cameroon, through sensitizations, for the social and economic growth of the Nigerian refugees in the Minawao settlement, internally Displaced Persons and the people of the host communities.

Dimensions of Role:
Participate in the conception and implementation of the community mobilization actions for the sensitization of target populations under the Plan International and SIDA Child Protection project, to adopt positive behaviors in child protection related issues. To work with project staff, media clubs and other groups in the project, in: producing radio sensitization messages, animating sensitization activities and other activities and events of the Program Unit office. Also support the communication actions of the Program Unit when need be.

Core Responsibilities

1.    Awareness raising
•    Follow up the activities of the media clubs to ensure their proper functioning and productivity.
•    Work with project staff and media clubs to identify key sensitization themes and coach the media clubs in the creation of key sensitization messages and performances.
•    Supervise media clubs to carryout mass sensitization, through the performance of key messages during public activities and events in their various communities.
•    Organize recording sessions with the media clubs in the refugees’ camp and host communities, to produce sensitization messages and performances, in to quality radio messages and programs.
•    Share Audio messages with local radio stations or media for broadcast, as assigned, and follow up their effective broadcast.
•    Work with the project staff to implement planned mass sensitization campaigns in the project.
•    Assist the sensitization activities of other projects as the need arise.

2.    Animation of sensitization campaigns and public activities.

•    Check, transport, set up, operate and control sound equipment during mass sensitizations campaigns, in the refugee’s camp and host communities.
•    Set up and operate the sound equipment during public events, workshops, conferences, and related activities of the project and for the Program Unit as a whole.
•    Work with project staff to select appropriate music, to be used during the respective sensitizations.
•    Record sensitization and public events and conferences upon request, and produce master audio copies.

3.    Assisting the communication department and Program Unit (PU) Office.

•    Assist in coverage of events, field visits, PU project activities and taking pictures and short videos of the activities when need be.
•    Assist when need be, in interviewing beneficiaries and writing articles and other write-up on the impact of Plan International’s activities.
•    Assist the communication department and Program Unit Office in executing other task as the need arise.

4.    Equipment control

•    Supervise the appropriate and save use of all sound equipment, in and out of the office.
•    Monitor the equipment and report any likely or already present problems and ensure its repairs before further use.
•    May perform preventive and minor maintenance of the equipment, using hand tools.
•    Carryout all necessary equipment control actions.

5.    Coaching and training

•    Participate in the training of media clubs and animators on the use of the media for sensitization.
•    Contribute in the training of volunteers and interns on the operation of animation and broadcast equipment.
•    Carryout other trainings as required, to staff and community workers, within the framework of community mobilization, radio broadcasting and communication.

6.    Radio Broadcast

•    Operate broadcast equipment to ensure quality and timely broadcast of radio programs.
•    Operate broadcast equipment during live broadcast to ensure quality broadcast.
•    Program, broadcast and monitor all recorded programs, messages and other radio materials as programed by the Radio programmer.
•    Control audio equipment in order to regulate the volume and sound quality during radio and television broadcasts.
•    Monitor strength, clarity, and reliability of incoming and outgoing signals, and adjust equipment as necessary to maintain quality broadcasts.
•    Monitor volume levels of broadcasters and direct them to ensure that audio levels are good for airing.
•    Connect incoming phone calls during live interactive programs and ensure its quality transmission.
•    Substitute programs in cases of technical problems or signals failure.
•    Perform all such duties related to radio broadcasting.
•    Work with media clubs and radio staff to ensure quality live broadcast of special events as well as the quality recording of radio messages.
•    Record, edit and master recorded programs and messages and all broadcast material, using computers and audio editing software and save for rebroadcast.

7.    Accountability

•    Record and backup all broadcasted materials (programs, messages, information, music, etc.) for accountability when need be.
•    Produce hardcopies of broadcasted materials as required.
•    Carryout all such duties that will promote the transparency and integrity of the Radio Station.

•    Knowledge and skills: knowledge of PLAN’s policies and procedures, Sphere and the Red Cross/ NGO Code of Conduct. Requires general finance, administration, information management and telecommunication skills and proficiency in information technology/ computer skills.
•    At least 2 year of experience as a radio technician or broadcaster.
•    Multiple language skills desirable.

Technical Competencies required for this position

•    At least a National Diploma in Broadcasting or other related fields: Communications, Information and Communication Technology (ICT), Telecommunications or equivalent experience.
•    At least 2 year of working experience, with at least 1 year working in awareness raising and community mobilization activities, and at least 1 year working as sound engineer or related fields.
•    Strong skill in operating sound and broadcasting equipment.
•    Good audio recording and editing skills.
•    Good photo and video taking skills.
•    Fluent written and spoken English or French. Preference will be given to candidates who speak more than one working language. Also, knowledge of any of the local languages of the work zone (Fulfulde or Hausa) will be an added advantage.
•    Prior experience working with a Community Radio is an added advantage.
•    Prior experience working with an International NGO is an added advantage.
•    Prior experience travelling to, or working in an emergency environment will be an asset.
•    Ability to work independently and as a team player.
•    Works with trustworthiness and integrity and has a clear commitment to Plan International’s values and principles.
•    Ability to operate effectively in stressful situations, including working overtime.
