Mercy Corps Niger is seeking a Conflict Mitigation & Social Cohesion Program Coordinator to lead our conflict mitigation and management and social cohesion program, composed of three separate donor-funded projects that are planned for Tillabery region in Niger. Specific interventions include 1) capacity building of community structures & institutions for good governance, 2) Social cohesion & peacebuilding programming, and 3) action research on Countering Violent Extremism (CVE).

General Position Summary

The Conflict Mitigation & Social Cohesion Program Coordinator will manage the social cohesion, countering violent extremism (CVE), and peacebuilding program portfolio at Mercy Corps Niger. As such, he/she will supervise the respective program managers, project teams, work closely with the Deputy Country Director (DCD), and Country Program Coordinator (PC) to ensure effective coordination and implementation, monitoring and evaluation, and quality assurance. The Conflict Mitigation & Social Cohesion Program Coordinator is also responsible for leading and supervising all of the technical components of the CVE and social cohesion programs, ensuring that all aspect of conflict are adequately assessed, appropriate strategies – particularly those preventing individuals and communities vulnerable to violent extremist organizations, community-led youth economic and natural resource projects – are designed and implemented, and peace messaging to raise awareness of the economic and other costs of conflict are developed and disseminated. The position is responsible for developing the overall approaches on CVE, peacebuilding and social cohesion programs as per Objective 4 of the three-year country strategy. He/she is responsible to ensure that these programmatic themes complement and build on one another and that they feed into Mercy Corps global programming on these subjects.

Essential Job Responsibilities

Strategy & Vision

  • Develop peacebuilding/social cohesion approaches that are country-wide and ties together all programs concentrated on social cohesion, peacebuilding and CVE work.
  • Responsible for implementing large parts of Objective 4 on conflict management, social cohesion, peacebuilding and governance of the Mercy Corps country strategy.
  • Provide technical leadership, guidance and development of good practices that integrate dialogue, youth, CVE and economic collaboration as tools for conflict mitigation in complex environments.
  • Ensure the financial sustainability of the portfolio with a global budget drawn, clearly defined Human Resource organizational chart and a global Monitoring and Evaluation plan for the portfolio.
  • Identify, document and communicate the ideas, trends and emerging capacities in Niger that fall in the intersection between economic development and peacebuilding, including cross-border initiatives, as appropriate.
  • Lead or actively participate in the development of new programs related to social cohesion, CVE, peacebuilding, etc.

Program Management & IMPLEMENTATION

  • Supervise the Program Managers for all programs/projects related to social cohesion, CVE, peacebuilding in the development and execution of program activities, monitoring and evaluation and reporting requirements; collaborate with DCD, PC and global/regional technical support unit team members supporting Niger.
  • Provide technical input into the program implementation to ensure coherence with global strategies and best practices. This includes working on the development and adaptation of conflict mitigation/ negotiations skills, CVE and peacebuilding tools/materials for assessments, implementation and evaluation, as well as mass media messaging around the technical area.
  • Design and deliver to the social cohesion programs team substantive trainings on the intersection between conflict mitigation, protection, CVE, youth, economic collaboration and peacebuilding.
  • Assist Program Managers identify and develop relevant local technical expertise in the areas of CVE, conflict mitigation and peacebuilding.
  • Assist Program Managers in community-led conflict mapping, design, planning and implementation of CVE, social cohesion, conflict mitigation and peacebuilding activities, including support and monitoring processes to ensure implementing/local partners have a high level of quality in all aspects of the program cycle.
  • Oversee program start-up and ongoing program management and administration of the field teams.
  • Ensure all program implementation is on time, target and budget, using effective M&E systems, post-distribution monitoring to reach desired impacts, and according to Mercy Corps and donor rules & regulations.
  • Create and maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with donor and Mercy Corps policies and procedures.

Team Management & MENTORING

  • Recruit, orient and supervise new team members as necessary.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
  • Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.
  • Provide team members with information, tools and other resources to improve performance and reach objectives.
  • Contribute to country team-building efforts, help team members identify problem-solving options and ensure the integration of all team members into relevant decision-making processes.
  • Provide technical assistance and mentoring of Niamey and field-based program teams on best practice principles, disciplines, and methodologies related to CVE, conflict mitigation, peacebuilding, Social Cohesion and economic collaboration.
  • Assist with development of training materials and deliver training to teams during field visits.
  • Provide guidance and training to Program Managers and partners to ensure high quality technical programming that includes up-to-date global and regional best practices

Influence & Representation

  • Collaboratively identify and nurture collaborative partnerships with appropriate local leaders, program partners, and other stakeholders.
  • Participate in relevant fora/cluster/working group meetings in Niger related to CVE, peacebuilding, social cohesion (and where it is related, youth and economic development).
  • Leadership in identifying the need and developing, where appropriate local/regional or national-level working groups on CVE/social cohesion/peacebuilding.
  • Document and disseminate lessons learned and best practices from MC Niger’s CVE, conflict and peacebuilding portfolio to internal and external stakeholders, including at international conferences and similar forums.
  • Alongside the Deputy Country Director, Program Coordinator and the Country Director maintain relationship with relevant social cohesion/CVE/peacebuilding donors.

Security

  • Ensure compliance with security procedures and policies as determined by country leadership.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.

Organizational Learning

  • Works Directly With: Mercy Corps CVE/peacebuilding/Social Cohesion Programs staff, M&E manager and teams, operations, finance and program departments, field offices; relevant Mercy Corps headquarters units as necessary, including Mercy Corps’ relevant Technical Support Unit teams, and various administrative/financial units.

Knowledge & Experience

  • MA/S or equivalent in social science, management, business, peace/conflict or international development, humanitarian response.
  • Formal training in conflict management/mitigation and/or social cohesion, CVE, peacebuilding.
  • 3 to 5 years’ experience conflict and/or social cohesion programming in a development and/or humanitarian setting.
  • Experience in highly volatile security situations and a commitment to team safety.
  • Commitment to the principles of participatory team management and participatory, community-oriented development.
  • Effective verbal and written communication, multi-tasking, organizational skills in English and French.
  • Fluency in written and spoken French and English required.
  • Experience with integrated youth, economic development and peacebuilding interventions preferred.
  • Experience/understanding of CVE issues, drivers of violence, conflict related to agriculture/land/pastoralists, and the context of CVE and Islam in the Sahel is a plus.
  • Familiarity with the Niger, Sahel, the Liptako/tri-border area (Mali, Niger, Burkina Faso) context valued.
  • Demonstrated ability to work respectfully and constructively with local partners and stakeholders to help build capacity and ensure quality programming.

The successful Program Coordinator will have demonstrated ability to implement a program ensuring its proper project cycle management and to multi-task, meet deadlines and process with strong interpersonal and intellectual skills. Living Conditions / Environmental Conditions

The Program Coordinator will be based in Niamey, Niger with regular field travel. The location is accompanied and secure. Individual housing is available with freedom of movement beyond the house and office. There are international schools in Niger. Staff have good access to essential services, such as medical care, electricity, water, etc. This position requires up to 30% of travel by road to field locations in relatively secure environments but climatically harsh conditions. This position is not eligible for hardship benefits but is an R&R post.

Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.
