BACKGROUND
Parents and families play a significant role in the fulfilment and protection of a child’s right to health, care, education, recreation, and provision of a safe and supportive environment. Nowadays children face a plethora of challenges which are a result of social change in society. Overall, illiteracy, unemployment, and household poverty are key factors that contribute to insufficient care and protection of children in Botswana. However, the family structure in Botswana has changed considerably since independence; traditional nuclear and/or extended family structures have been gradually replaced, to a significant extent, by single parent families, in particular, female-headed households. In Botswana, like in other countries, there are many children who are growing up without a father figure in the home which places a burden on most mothers. They raise children alone with meagre resources, and having to parent them alone. This presents challenges to the developmental outcomes of children and adolescents.
Through this consultancy, the consultant will identify a positive parenting model/programme that can be adopted or adapted and implemented in Botswana. The scope of the assignment will include, in addition to the literature review on evidence based parenting programmes, a mapping and an analysis of positive parenting models/programmes in Botswana, South Africa, Sub-Saharan African and other countries. The analysis together with desk review and consultations with key stakeholders, will facilitate recommendations for a parenting model/programme that can be adopted or adapted and implemented to help prevent and respond to sexual, physical and emotional abuse of children in Botswana. The recommended positive parenting model/programme will ultimately be tested in two districts with a view to demonstrating the possibility for scale-up at community level in other districts across the country.
SCOPE OF WORK
- Goal and Objectives:
Working under the supervision of the Child Protection Specialist in UNICEF Botswana Country Office and in close consultation with the Department of Social Protection in the Ministry of Local Government and Rural Development, the consultant will identify, analyze and recommend a parenting model that could be implemented to prevent sexual, physical and emotional abuse of children in Botswana. The overall objective is to create a safe and supportive environment for the overall protection of children from sexual, physical and emotional abuse.
- Relevance of the assignment:
This consultancy is linked to the UNICEF Botswana country office output 2.3 on improved capacity of institutions, communities and families to support and protect children from sexual exploitation and abuse (SEA). The technical assistance and support is part of cross-regional learning/dissemination of sexual exploitation and abuse (SEA) prevention and response activities which is recommended by the Regional Office.
- Activities and Tasks:
The consultancy is expected to take 40 working days:
- Develop inception report and a detailed work plan in consultation with the Technical Working Group which will be established;
- Conduct literature review on evidence based parenting programmes that prevent and respond to sexual, physical and emotional abuse of children;
- Conduct interviews and focus group discussions with key informants from the Department of Social Protection in the Ministry of Local Government and Rural Development; Department of Basic Education in the Ministry of Basic Education; Department of Gender Affairs in the Ministry of Nationality, Immigration and Gender Affairs; Department of Public Health and Department of HIV/AIDS and Support Services in the Ministry of Health and Wellness; Ministry of Finance; civil society actors and UNICEF programme staff;
- Analyze the data and generate preliminary findings of the parenting models including but not limited to positive parenting models that engage both men and women as caring parents and caregivers;
- Draft and submit the first draft report on the mapping and analysis of positive parenting models that Âprevent and respond to sexual, physical and emotional abuse with recommendations on a model that can be adopted and implemented in Botswana.
- Submit the final draft report on the mapping and analysis of positive parenting models that prevent and respond to sexual, physical and emotional abuse with recommendations on a model that can be adopted or adapted and implemented in Botswana taking into account comments received on first draft.
- Consolidate the comments and input from the Technical Working Group into the final report on the mapping and analysis of positive parenting models that prevent and respond to sexual, physical and emotional abuse with recommendations on a model that can be adopted or adapted and implemented in Botswana.
Overall, the consultant will be expected to deliver a report on the mapping and analysis of positive parenting models that prevent and respond to sexual, physical and emotional abuse with recommendations on a model that can be adopted and implemented in Botswana.
- Work relationships:
The consultant will report to the Child Protection Specialist in the Botswana Country office in collaboration with the Department of Social Protection (in particular Family Welfare Division). A Technical Working Group will be established to provide technical oversight on the execution of the assignment by the consultant to ensure that there is compliance with the contractual agreement.

Payment Schedule
The level of payment will be determined by the profile of the candidates, in accordance with the UNICEF rules and procedures. Payments will be made upon submission and acceptance of the specified deliverables and submission of invoices. Payments will be made through two tranches, with amount and percentage of consultancy fee indicated below.
Payment modalities are established as follows:
- First payment: 30% upon delivery of the approved inception report and detailed work plan;
- Final payment: 70% after completion of approved final Report on the mapping and analysis of positive parenting models on prevention and response to sexual, physical and emotional abuse with recommendations on a model that can be adopted and implemented in Botswana. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, or if work/outputs are incomplete, not delivered or for failure to meet deadlines.
To qualify as an advocate for every child, you will have;
- At least a Masters Degree in Psychology, Social Work, Social Sciences or any other related field.
- At least 8 years experience of work relating to child protection with knowledge of sexual exploitation and abuse of children;
- Fluency in written and spoken English;
- Excellent English report writing skills.
Administrative issues
- The consultant will use his/her own equipment to produce deliverables. Office space will be provided at UNICEF as available and necessary.
- The consultant is expected to travel and work in-country and remotely based on an agreed upon schedule. Timing for visits and planning will be jointly agreed with UNICEF Botswana Country Office. The consultant is required to indicate an all-inclusive fee for this assignment, considering travel to Botswana and in-country travel as applicable. Airfares and in-country living expenses based on existing UN rates will therefore be part of the all-inclusive fee. Skype calls with country partners to be scheduled based on need.
- As per UNICEF DFAM policy, payment is made against approved deliverables. No advanced payment is allowed unless exceptions against bank guarantees, subject to a maximum of 30 percent of the total contract value, in cases where advance purchases, for example for supplies or travel maybe necessary.
- The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.
