This takes a value chain development approach, with special focus on improving access to sustainable markets for smallholder farmers and by developing business-to-business relations and improving business development services.

The Project and about Jobs Creation Commission

The Jobs Creation Commission is a newly-established institution under the Prime Minister’s Office in Ethiopia, with a mandate to govern, monitor and coordinate all governmental and non-governmental efforts in creating jobs.

The Jobs Creation Commission is organized around five main teams, serving the following objectives:

  1. To provide a clear institutional framework for employment management and promotion;
  2. To promote the attainment of productive and freely chosen employment for all job seekers;
  3. To support the development of a globally competitive, skilled and productive workforce;

Problem Statement: 

JCC plans to develop key behavioral insights on the entrepreneurship and working culture among young people/job seekers in order to:

  1. design and implement effective Active Labor Market Programs (skills development, market linkages, employment enablers, etc.
  2. Develop a strategy for behavioral change campaigns
  3. inform policy decisions to improve the labor market for youth

The  assignment:

The JCC would like to commission a behavioral study focused on the youth and their perceptions, aspiration, and expectations towards entrepreneurship and jobs in order to develop actionable insights. The study is expected to be primarily qualitative but relevant quantitative data and analysis is expected where and when possible.

Job Requirements

Team Composition and Experience of the ideal Research Team qualification

–  The research team should be led by a PhD-holder with at least 15 years of experience, 10 of which in Ethiopia, in one or more of the following fields: anthropology, sociology, cultural and or behavioral studies.

– Preferably, the research team should also have at least 2 other technical team members with at least 10 years of experience in qualitative fieldwork in the field.

 – The combined research team should have demonstrated knowledge of the Ethiopian socio-cultural context. In addition, the research team should have a rich portfolio of publications, discussion briefs and nationally and internationally recognized commissioned research in the fields outlined above
