1. Introduction

Norwegian Refugee Council (NRC) has been present in Somalia since early 2004. Over these years, NRC has demonstrated a regional competence and expertise in working with displaced and host community populations. NRC has mainly focused on people who are displaced by conflict and more recently by the drought and famine as well as their host communities in Somalia. NRC Somalia has good community acceptance at different levels and among different stakeholders including, but not limited to, local communities, government, humanitarian actors/agencies. This strengthens the organization’s ability to operate safely and deliver assistance and protection in Somalia, including hard to reach areas. Norwegian Refugee Council (NRC) Somalia has extensive presence in key locations in Somalia and robust operational capacity. This enables NRC reach a larger number of beneficiaries, and strategically be able to respond quickly and efficiently. Norwegian Refugee Council (NRC) is implementing a multiyear skill training programme funded by EUTF in Jubbaland under Jubbaland Solution Consortium (JSC). The training targets male and female youth in Kismayo town with the objective being to improve their skills and diversify their income and employability locally. Lack of structured curriculum and appropriate modules for the skills at the vocational skills centers is one of the major challenges that the vocational skills training programs are currently facing in Somalia and particularly in Kismayo.

2. Purpose

The purpose of the consultancy is to develop skills modules that will be used by skills instructors at Kismayo Youth Education Pack (YEP) Centre. The modules will be used as a guiding documents in Kismayo vocational skill Centre and will be adopted by other vocational skills centers upon approval by the Ministry of Education (MoE).

Specific tasks:

Develop quality Skills Modules for different skills including electrical installation, advanced tailoring, cookery, auto mechanic, mobile repair, hair dressing and beauty therapy.

3. Methodology

The consultant will apply desk review and key informant interview with TVET teachers and MoE. The consultant shall be required to develop the modules both in English and Somali language to enable the skills instructors and learners to easily understand and put into practices.

a) Documents Review: Desk study review of all relevant documentation, including but not limited to:

  • The project document (proposal)
  • Labor Market Survey report
  • TVET Policy Documents

b) Key Informant Interviews: This method is important to capture the views and professional opinions of people who know about the YEP program and TVET policy in Jubbaland State.

4. Expected outputs

The primary output of this consultancy is to develop the following modules:

1) Electrical installation module

2) Advanced tailoring module

3) Cookery module

4) Auto mechanic module

5) Mobile repair module

6) Hair dressing and Beauty therapy module

Deliverables:

  • The consultant will develop 6 modules for the aforementioned 6 skills.
  • The consultant will share with NRC 12 copies (one hardcopy of English version and one hardcopy of Somali version for each module) and softcopy modules (both Somali and English Version for each module)
  • The modules should not be voluminous and should contain all the relevant topics covered quality skill training presented in simple language and terms with not exceeding 70 pages for each module

5. Required skills and competencies

Organization/individual consultant must have experience and track record in developing modules for skills including electrical installation, advanced tailoring, cookery, auto mechanic, mobile repair, hair dressing and beauty therapy. The consultant should have excellent analytical, technical knowledge, writing and communication skills with full computer literacy and fluency in English.

6. Duration

The work is expected to be completed in 45 working days.
