METHODOLOGY

Through this assignment, Field Coordinators (FC) will provide technical support to the MoHP at the facility, district and governorate levels, and will follow up/ monitor the implementation of the component 2 of the MoHP project in the assigned governorates to achieve the expected results. The program field support includes three main domains: management support; technical and quality implementation support; and coordination/documentation support. In addition, the candidate of this position will support CSED section in data collection and report drafting. The Program Field Coordinator (FC) role is seen crucial to the success of the quality program implementation at the field level, and essential liaison with the program partners.

ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE

  • Monitor the implementation of the program activities at primary health care and community levels in his/her assigned governorate to deliver the planned results.
  • Provide technical assistance to local health and nutrition teams to ensure quality implementation of the program in the targeted areas as per the technical protocols and plans.
  • Support local health and nutrition teams at FHUs, district and governorate levels for proper management of the program activities including proper planning, implementation, supervision and reporting.
  • Ensure quality data management and timely results reporting. He/she will support MoHP local teams for proper data collection, validation and analysis, and ensure that timely result- based reports will be issued and communicated to higher MoHP levels and to UNICEF.
  • Be a member of the Programme Governorate Committee, he/she will support the harmonization and the effective coordination between relevant departments of local MoHP authorities.
  • Support evidence generation and effective data management in coordination with the Child Survival and Development section (CSD), and MoHP teams including data collection, analysis and compilation. The incumbent will support efforts to ensure quality data is provided from the field, and will be responsible for the development of quality validation tools including reporting templates and other relevant tools and will help in compilation and analysis of collected data from different governorates and sources. He/she will support drafting program activity reports to be reviewed and finalized by the section technical staff in line with the results framework of UNICEF.
  • Support community mobilization activities including but not limited to liaisons with local NGOs, community volunteers and community and religious leaders.
  • Monitor and support -in coordination with local MOHP staff – different trainings led by UNICEF to ensure quality delivery and to report on the number and category of participants.
  • Support documentation- whenever relevant- different events, success stories and case studies.

  • Number of pregnant women visiting FHUs for ANC.
  • Visits conducted by the consultant to FHUs and support given to improve quality of services.
  • Brief on Technical support provided to district teams.
  • Follow up for community mobilization activities including volunteers activities and partnership with local NGOs.
  • Brief on quarterly Directorate meeting when conducted.
  • Update on progress made in respective districts.
  • Any other added activities.

QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES

At least 5 years work experience in health programs (governmental and /or non-governmental); field experience in health and nutrition programme/project management, with professional knowledge of maternal, neonatal, child health and nutrition.Past experience in working with international organizations or donor supported programs is desirable. Professional experience in health system strengthening, capacity development, quality service delivery, and data management. Excellent communication and negotiation skills. Good writing skills; good reporting and data management skills, and good analytical skills are required. Candidate must be competent in both Arabic and English languages.

CONDITIONS OF WORK

This is a full-time field-based assignment; the FC is expected to operate in his/her assigned governorates for full working hours. Programme meetings outside the assigned governorates (e.g. in Cairo) might be called for when required.
