Methodology:

The incumbent will be asked to support the unit by providing practical knowledge on participatory budgeting and transparency, with focus on citizens engagement in Egypt, public spending and public finance for children. The incumbent’s knowledge and expertise should be used to support the unit to achieve concrete results in engaging the citizens and ensure their effective participation in providing efficient opinions/decisions related to public spending and public spending for children. This may be carried out through supporting the development of, indicatively but not exhaustively:

  • Analytical reports for citizens’ responses;
  • Community Engagement and participation strategies;
  • Audience targeting tools;
  • Knowledge Products;
  • Event communication materials.

Tasks to be accomplished:

Under the direct supervision of the head of the citizen engagement and fiscal transparency unit, the incumbent will undertake the following tasks to support the unit to enhance the engagement of the citizens and raise their awareness towards the budget and public spending. The incumbent will timely and accurately submit all corporate content to head of unit for approval and clearance and to the UNICEF Chief of section every month with an attendance sheet signed by the Fiscal Transparency and Citizen Engagement Unit at MoF. The consultant will work closely with all other sectors and units in the MoF.

Specific Tasks include:

  • Support the Citizen Engagement and Fiscal Transparency Unit in creating attractive and simple graphics for their publications, reports and knowledge products.
  • Support with the layout and design of the content of all the unit publications under the umbrella of the Citizens Budget and of the joint UNICEF-MoF publications;
  • Propose and elaborate further graphic products as needed to the ministry’s official website and other online platforms such as: Facebook, Twitter and LinkedIn;
  • Any additional tasks as discussed and agreed upon with the MoF supervisor as well as the UNICEF Chief of Section.
  • Support the design organization and Lay out of the http://budget.gov.eg/ and http://mofdigitalgate.gov.eg/ Websites. This may include indicatively but not exhaustively the following tasks:
  • Develop customized, graphic designs, for reports, publications, Knowledge products and relative announcement and advertisement in the both websites;
  • Support the design of maps, visual charts and infographics to deliver the information in simple ways to citizens and encourage their engagement through the websites
  • Promote linkages between the websites and social media and other relevant platforms;
  • Support the elaboration of graphic and communication material connected with events and high-level meetings of the unit or the ministry related to the citizen engagement and transparency activities. This may include indicatively but not exhaustively the following tasks:
  • Support the design, production, and dissemination of timely and accurate materials related to the Transparency Unit events (agendas, banners, leaflet, invitations etc). Material should be produced in both English and Arabic;
  • Support in the design, production, and dissemination of materials related to the Transparency Unit and UNICEF/MoF joint events (agendas, banners, leaflet, invitations etc) and products both in English and Arabic;

QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES

Education

  • BA in Communication or any other relevant field.

Experience

  • From 3-5 years of experience in using Adobe Photoshop/ Illustrator/ InDesign is required.
  • Strong graphic design portfolio (to be uploaded along with the application) demonstrating breadth, creativity, and craftsmanship;
  • Proven experience in Web site design.

Competency

CONDITIONS OF WORK

The consultant will be seconded to the MoF, where the incumbent will carry out the above-mentioned tasks in direct collaboration with the Citizen Engagement and Transparency Unit. The assignment will require continuous presence at the ministry premises, with an average of 17 days per month (or differently based on agreements with the head of the unit). The consultant will be paid monthly upon submission of a monthly report and relevant deliverables.
