How can you make a difference?
Under the supervision of Nutrition Specialist (Information Management) and under guidance of the Nutrition Manager. The consultant will work closely with the colleagues involved in implementation of the Karamoja Nutrition Programme, including the Moroto Nutrition Specialist to finalize the study and assessment reports and prepare knowledge products under Karamoja Nutrition Programme to inform programming and policies and strengthen the knowledge base related to nutrition in Uganda.
In addition, with guidance from the supervisor, the consultant will extract key messages from the above-mentioned documents (see also table of deliverables) and will develop technical and policy briefs targeting key nutrition stakeholders.
Background:
To address the health and nutrition challenges and to strengthen the health system in Karamoja, UNICEF and the World Food Programme, with funding from DFID, have been supporting the Ministry of Health (MOH) and the Karamoja District Local Governments (DLGs) to implement a comprehensive Karamoja Nutrition Programme (KNP) which will end in May 2020.
The KNP aims to strengthen the resilience of the district health systems with innovative approaches to reduce child and maternal malnutrition and anaemia in Karamoja (UNICEF and WFP, 2018). The focus of the KNP is on strengthening nutrition service delivery within the health sector. However, improving nutrition service delivery requires evidence informed strategies and approaches. Evidence generation is one of the key components of KNP, which is being used to inform policy and programming.
The key health system strengthening activities in the KNP are aligned with the GoU 2016-2021 Strategy for Improving Health Service Delivery, and include improved governance, strengthened health workers capacity, improved supplies management, strengthened service delivery and access, evidence generation through strengthened health information systems and documentation to inform programming and policies.. During the inception and implementation phase of KNP, several studies and assessments (refer to Scope of Work below for list of reports) were carried out under KNP and reports were drafted. These reports are currently in draft and needs to be reviewed, restructured and, if required, an additional information to be included. In order to finalise and disseminate these reports for use and advocacy with government officials, a Knowledge Management Consultant is required to synthesize, structure and finalise the information in the report and finalise.

- Nutrition Situation Analysis Report (Vol I)
- Nutrition Situation Analysis Report (Vol II)
- IYCF Review Report on Nutrition
- CQI/CLA Review Report
Working closely with the Communications Section, copyeditors and designers, finalise the reports ready to be sent for publication and dissemination.
In consultation with UNICEF and partners, develop a list of knowledge products and the distribution or dissemination plan. The consultant will
- Generate content from each report; prepare at least 4 knowledge products (2-6 pager) relevant to policy or programming related to nutrition
- Facilitate the production of knowledge products working closely with the Communications Section, copy-editors and designers for publication
- Support UNICEF in the planning and organization of dissemination events of reports and knowledge products
To qualify asan advocate for every child you will have…
- An advanced degree in social sciences, nutrition, information and knowledge management, communications, public health, health service research or any related subject
- Five years of progressively responsible professional work experience at national and international levels in information and knowledge management, research and/or evaluation. Exposure to and understanding of the nutrition programme and policies in developing countries
- Proven track record of working on documentation of nutrition projects and publication of reports, best achievements and lessons. Familiarity with system strengthening to improve nutrition outcomes.
- Language requirement: Fluency in English required
- Proven report-writing skills, with an ability to convey complex ideas in a clear and simplified style; Excellent computer skills and various office applications; Demonstrated experience of analyzing and integrating diverse and complex quantitative and qualitative data from a wide range of sources; Analytical and conceptual ability
- Able to work effectively in a multi-cultural environment; Sets high standards for quality of work and consistently achieves project goals; Builds rapport with individuals and groups; maintains an effective network of individuals across organizational departments
Application Procedure/Call for Proposals
Interested candidates are required to submit a technical proposal on how they intend to approach the work. The proposal should includea timeline, and methodology, based on the Terms of Reference. The proposal must also include detailed CV of the consultant, as well as a financial proposal, clearly indicating daily rate for professional fees. The financial proposal must be all-inclusive of all costs (consultancy fees and where applicable air fares, airport transfers, daily living expenses). This is an international level consultancy and competitive market rates should apply.
Evaluation of Candidate:
The consultant will be competitively selected from a list of applicants based on their past experience of doing similar work (extensive experience in writing donor reports, in compiling and editing annual reports for various UNICEF offices).
