METHODOLOGY

The methodologies to be used carry out the tasks detailed above and comply with the objective of this assignment are the following:

1.Technical Reports: UNDG approved Poverty Risk tool to measure poverty dynamics overtime. Agreed methodology to measure child poverty. Regional analyses of regional poverty. The final presentation of the new analytical tool results through power point and the facilitation of three round table discussions: one on poverty, on child poverty one on regional poverty dynamics.

2.Policy Advisory Component: The Policy advisory component will capitalize on the results of the analytical components to draft an advisory note with policy recommendations. It will involve the drafting of a short note, the preparation of a short presentation and finally the facilitation of a round table discussion around it.

3.Capacity building component: Based on the discussions around the policy note the consultant will be responsible to produce a capacity building note for the involved government stakeholders to implement similar analysis in the future.

TASKS TO BE ACCOMPLISHED

The tasks the incumbent will carry out to achieve the above objectives consist in the elaboration of, respectively: 2 technical reports, 1 policy advisory note and 1 capacity development note as per the following:

  • Elaborating a Technical Report on the Analytical Study on Poverty Dynamics and Determinants on Poverty “exits” and “entries” (15-page document) with the most recent HIECS data (2017);
  • Elaborating a Technical Report on child poverty dynamics that includes the 2012, 2015 and 2017 HIECS data (15 pages);
  • Elaborating a Technical Report on regional poverty disparities that includes the 2012, 2015 and 2017 HIECS data (15 pages);
  • Elaborating a Policy Advisory note aimed at providing policy options based on the review of evidence and the results of the poverty, child poverty and rural disparity in poverty dynamics studies. This will include a Policy Advisory Note, to feed into the MoPMAR, on prioritizing areas to leave no one behind and accelerate the achievement of SDGs (10-page document);
  • Elaborating a Capacity Building Component will provide guidance concerning how to implement policy recommendations. This will include a Capacity Building Note(10 pages) and training session on the Analytical technical reports (1 and 2 above), if requested by MoPMAR, to be delivered to a technical committee composed by relevant stakeholders.

QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES

Education

  • Master’s degree in economics, statistics, social sciences or international affairs and development, Ph.D. will be an asset.

Experience

  • At least 20 years of relevant experience in quantitative data analysis. Proven knowledge or experience in poverty analysis is desirable.
  • At least 15 years of experience in research and policy analysis methodologies.
  • Relevant publication records

CONDITIONS OF WORK

The Assignment will be an external output-based Consultancy. The incumbent should carry out in direct collaboration with UNICEF Country Office and with the Government of Egypt. The assignment will not require continuous presence in the UNICEF Country Office Premises but will entail continuous contact with the direct supervisors and the SPME team. The consultant will use her/his own instruments and will not be given a work station within UNICEF Office.
