CONSULTANCY – PROTECTION

Location: Kibondo, Tanzania **

Background

Oxfam in Tanzania envisions empowered citizens with reduced poverty, reduced inequality and injustice with especially women and young people having access to resources and a good quality of life. We want to see evidence of citizens being more aware of and demanding their rights to resources and essential services. We also want to see less policy incoherence and positive changes at national level (policy) and community level (practices, perceptions, ideas and beliefs).

Oxfam has been implementing a humanitarian programme in the Burundi refugee camps in Kasulu and Kibondo Districts since 2015, with WASH and EFSVL projects currently running in Nduta refugee camp and up to 10 host community villages, including Rusohoko and Kigendeka villages in Kibondo District. Protection activities are integrated into the response with a view to contributing to Programme Quality and addressing or referring protection issues identified by targeted women, men, girls and boys.

UNHCR and other organisations within the Protection Working Group have set up referral pathways in the refugee camps, and Oxfam staff and volunteers are trained on these to effectively refer those in need of services to the appropriate service providers. The equivalent system in the host community, or mechanisms by which services are mapped and information disseminated to the population is not well developed[1]. The District Community Development Department has agreed that there is a need to gather information on available services and to harmonise ways of working according to government policy and guidelines.

The Role

Oxfam Tanzania is looking for a Protection Consultant to conduct comparative study on the application of Protection Referral Pathways and Standard Operational Plans in Nduta Camp and Host community villages of Rusohoko and Kigendeka, in Kibondo District, Tanzania

The Person

The selected candidate will have:

· Proven experience in referrals and Gender Based Violence work in Tanzania, Burundi or a similar context;

· Understanding of and experience in protection and community risk management;

· A solid academic background;

· Demonstrated knowledge of the context of the Tanzania refugee response and familiarity with ongoing discourses and debates on referrals and SOPs;

· Demonstrated experience in community and stakeholder engagement;

· Professional oral and written fluency in English; spoken Kiswahili an asset;

· Excellent writing skills and capacity to produce reports of high-quality;

· Excellent oral communication and interpersonal skills are essential as well as the capacity to facilitate workshops and group discussions;

· Previous experience working for donor-funded programs in a non-profit or development organization, including budgeting and financial compliance is preferred;
