1.0. INTRODUCTION

Micro-Enterprises Support Programme Trust (MESPT) has since the year 2002 developed a niche in supporting the growth of micro, small and medium enterprises by providing integrated business solutions for sustainable development. The Trust is a multi-donor entity jointly founded by the Government of Kenya and the European Union who later relinquished their position to the Royal Danish Embassy in Kenya, Ministry of Foreign Affairs of Denmark (DANIDA). Through its vision of being the leading and preferred provider of resources for the development of enterprises, MESPT is anchored on three (3) pillars namely:

  1. Green Growth Development

Promotion of Resource Efficient, Clean and Climate Sensitive Technologies & Solutions

  1. Enterprise Development

Market Development for MSMEs through a value chain approach to enhance effectiveness.

  1. Value Chain Development

All-inclusive and holistic View of the Micro-Enterprise as they engage with upstream and downstream stakeholders.

1.1 About AgriFI Programme

AGRIFI programme is an EU-Danida funded Programme whose objective is to support production initiatives for smallholder farmers that are adaptive to the changing climate and market requirements. The 5-year programme runs from 2018 to 2022 where MESPT is the Implementing two result areas (Result Areas II and III) of the overall programme that has four Results Areas.

The interventions build on the premise that there is a skill-set gap among value chain actors that has affected the competitiveness of agricultural VCs, and lack of coordination and harmony in dissemination of the required skills and knowledge to VC actors has exacerbated the situation. Besides, food safety has not been of priority in the dissemination of skills and knowledge gap. In addition, food safety regulation has been perceived as the sole responsibility of the Competent Authorities, leading to minimal participation by the private sector. That notwithstanding, Agriculture is a devolved function while regulation is a national function hence the need for strong coordination between the two levels of government.

Result Area 2. The area seeks to strengthen the capacities of actors along selected value chains namely Aquaculture, Dairy and Horticulture through the Agricultural, Technical and Vocational Education and Training (ATVET) system approach.

To ensure compliance of Sanitary and Phytosanitary Standards (SPS) measures by the country, the responsible inspectors and certifiers need to be empowered and equipped with the proper knowledge and tools to regulate SPS compliance of horticulture (with special focus on beans, mango and avocado), aquaculture and dairy produce. Activities under the result area inter alia include supporting upgrading, development, and upscaling of agricultural value chain-based training curriculums under the ATVETs.

Result Area 3 that seeks to increase the capacity of private sector and County Governments to implement and enforce standards on animal health, food safety and plant health. Whereas Kenya has high potential for commercial dairy, fruit, aquaculture, and vegetable production for domestic and export market, accessing international markets, Kenyan products must comply with sanitary and phytosanitary standards. Due to the lack of awareness of the social, environmental and economic costs of poor Sanitary and Phytosanitary Standards (SPS) compliance, many producers do not implement good agricultural practices that would mitigate the SPS issues.

Activities under the result area III will include translation of sanitary and phytosanitary regulations for value-chains supported under result area II into user-friendly sector guidelines tools and practices for use by the sector; and training private and public sector on sanitary and phytosanitary regulations (SPS) and food and animal safety requirements and supporting the development of quality management systems.

Implementing county governments will be supported in testing, surveillance and enforcement of SPS regulations. Broadly, the project will strengthen the capacities of value chain actors, bolstering commercial farming and improving food security. It is expected that AgriFI will demonstrate the existing potential in the enhancement of food safety systems and ATVET model in order to trigger investment from both the public (especially the counties) and the private sector.

In numerical terms, the Programme intends to achieve the following results:

i. 4 curricula reviewed and Training and Learning guides developed, addressing food safety, animal, and plant health.

ii. Strengthening the ATVETs centers in the 13 counties through institutional and trainer’s accreditation,

iii. infrastructure development and developing Sustainability/business plans for the centers as part of the exit strategy.

iv. At least 10,000-value chain actors (drawn from 13 counties) trained broadly in selected value chains.

v. 2,500 trained specifically in SPS.

vi. At least 300 ToTs trained in both broad value chain curriculum as well as on SPS.

vii. 13 Counties strengthened with tailored capacity to enable them to establish and operationalize SPS enforcement systems.

Ultimately, the above is expected to increase productivity of the selected Value Chains, improve food safety systems, and increase access to both local and export markets.

2.0. CONSULTANCY PURPOSE

One of the key strategies to Food Safety is to prevent, or at least, to reduce foodborne diseases through the enactment and proper enforcement of food legislation. This has been a key strategic option that the AgriFI programme is currently rolling out to strengthen and support Food Safety policy and legal framework within 13 Counties of focus. This in addition to the fact that establishment of model markets form part of AgriFI plan. Since it is already open knowledge that Foodborne diseases affect human health and cause significant economic loss, the mitigation of future effects of COVID 19 by supporting county governments establish model open/ wet markets would significantly enhance the already ongoing activities through departments of public health in collaboration with other relevant actors to develop bills, strategies and principle that will anchor the Wet Open Market component.

To strengthen the above, the programme has picked four counties to be a model in implementing the wet market concept. The programme will collaboratively work with Kisii, Nyandarua, Nakuru and Kilifi counties in building their capacities to address current issues affecting wet markets which includes:

  1. Market ownership
  2. Policies to address regulations.
  3. Waste management
  4. Support to physical infrastructure

AgriFI therefore seeks a firm which will offer supervisory and technical consultancy service in terms of bill of quantity for the renovations and construction of the selected four (4) markets (one per county) of Kisii, Nyandarua, Nakuru and Kilifi. The firm’s service and onsite presence will ensure that the works satisfy standards of structural integrity, quality of materials and workmanship, timeliness and budget specified.

3.0. SCOPE OF THE ASSIGNMENT:

This exercise will cover a total of four selected markets (one per county) in Nakuru, Nyandarua, Kisii and Kilifi the successful firm will be engaged in.

a) Preparation of bill of quantity with approximation of total cost of the project.

b) Contract management of the project in terms of supervisory role under the regulation of the representatives of MESPT.

4.0. DELIVERABLES

The firm will be expected to achieve the following:

a) Provide a bill of quantity with cost estimation of the renovations in the 4 markets.

b) Provide an analysis of the tenders during the evaluation process

c) Supervise the renovation proposed renovation works.

5.0. PROPOSED TIME-FRAME AND REPORTING:

The firm shall complete BQ within a period of 1 month.

6.0. DESIRED SKILLS AND COMPETENCE

  • Should be registered member of a professional body such as BORAQS & IQSK
  • Should have been in operation for a period of at least 5 years
  • Should demonstrate that it has the capacity, capability and experience required to undertake the assignment.

7.0. INSTITUTIONAL ARRANGEMENT

The firm will work in consultation with the AgriFI team who will be provided with all necessary information and support.

8.0. PROPOSAL CONTENT AND APPLICATION DOCUMENTATION

Proposal /Application Documentation requirements

The firm should prepare a separate technical & financial proposal and below are the expected documentations:

· A covering letter expressing interest and explaining how their experience addresses the requirements of the TOR.

· A proposal detailing the firm’s proposed approach & methodology with a work plan.

· Details of at least 5 referenced similar assignments for the past 5 years.

· Detailed bios of the proposed teams.

· A copy of the CR12, valid KRA Tax compliance Certificate, professional bodies current practicing certificate and certificate of registration/incorporation.

· A financial proposal indicating a breakdown of the costs.

9.0. PAYMENT PLAN

The payment plan to the firm who will be awarded the assignment will be as follows: – **

· 30% upon receiving an acceptable inception report.

· 30% upon submission of acceptable bill of quantities.

· 40% upon handing over of the sites/issuance of completion certificates.**

The desired competencies are:

a) Should be registered member of a professional body such as BORAQS & IQSK.

b) Should have been in operation for a period of at least 5 years.

c) Should demonstrate that it has the capacity, capability and experience required to undertake the assignment.
