GENDER ANALYSIS STUDY

Enhancing the Accountability for Gender Based Violence/Gender Equality with Nutrition Organizations

1. BACKGROUND

The BPRM project on Enhancing the Accountability for Gender based Violence / Gender Equality with Nutrition Organizations will be implemented in Aweil East County and Gogrial West County; in collaboration with local partners. This program will leverage on existing projects and relationships to ensure more benefits for women, men, girls and boys.

The Programme aims to Continue our wide roll-out of Action Against Hunger’s Gender Minimum Standards and gender analysis methodologies, enhancing the overall accountability for gender based violence and gender equality through capacity building trainings to encourage staff to mainstream GBV, achieving the gender minimum standards as an institution, Work across departments to adapt key technical and institutional tools and methodologies to ensure GBV and gender considerations are mainstreamed ,Build the capacity of Action Against Hunger and national partner organization staff to ensure methodologies and tools are correctly used and implemented, We will pilot the use of adapted tools and share results and best practices internally and externally through humanitarian coordination mechanisms

The programme objectives

Objective 1 aims to improve the accountability of Action Against Hunger and our partners towards GBV and Gender Equality.

Objective 2 aims to improve the accountability towards GBV and Gender Equality within the global Nutrition cluster/ national nutrition coordination mechanisms.

2. CONSULTANCY SERVICE DESCRIPTION

The consultancy will be hired for 2 separate roles: Gender Analysis and the Safety Audit.

Objectives

Lot 1: Gender Analysis

(1) To undertake review, survey and verification of gender analysis to establish the basis for programme intervention design and help the Action Against Hunger programme team to understand the differential gender roles and responsibilities, powers and privileges, and rights in relation to gender mainstreaming.

Lot 2: Safety Audit

(2) To ensure that effective program elements are in place for identifying, eliminating, or reducing possible risks that could adversely impact our programs. This will help reduce potential vulnerabilities of women/men and girls and boys hence mitigating possible threats.

Scope of work

Lot 1 Gender Analysis

The assignment will further assess if the existing information is adequate for Action Against Hunger to understand how our Nutrition, Wash, Food security and livelihood program objectives are affected by gender differences/ inequalities amongst the communities in Aweil East and Gogrial West; this verification gender analysis is intended to establish:

  1. a) Differences in women and men’s access to assests and Action Against Hunger services of Nutrition, Wash Food security and livelihood and its consequences
  2. b) Differences and inequities in women and men’s use of time between paid, unpaid, and volunteer labor and care-taking responsibilities in the household and community
  3. c) Differences and inequalities in leadership roles, decision-making, and legal status
  4. d) Experiences of GBV and violence
  5. e) The activity profiles of the different gender groups and the socio-cultural norms that underpin these.
  6. f) Identification of specific gaps in knowledge or understanding of how gender dynamics impact men and women’s nutrition in Malualkon and Alek areas.
  7. g) The power and privileges of gender groups in relation to access control of resources or assets at community level

Lot 2 Safety Audit

To carry out a risk assessment and safety audits.

  1. a) To carry out risk Assessment, safety audits considering the physical lay-out of the community where Action Against hunger provides services focusing on the OTP site locations and available social services water, sanitation resources, presence of community actors as well as the distance
  2. b) Action Against Hunger Nutrition sites in compliance/accordance with internal processes and work policies
  3. c) The report shall give recommendations necessary steps to undertake in each area of non compliance to enable Action Against Hunger to implement to be compliant
  4. d) The report to indicate the required benchmarks at various points for Action Against Hungers continuous improvement.
  5. e) The audits will cover the entire Action Against Hunger office as well as its interrelationship with its neighbouring communities etc.
  6. f) To determine the level of Risk, Safety awareness amongst staff and give recommendations
  7. g) Review Action Against Hungers Safety Policy vis a vis the regulatory requirements
  8. h) Submission of the report to the Action Against Hunger

Methodology

The methodology will be developed and specified by the consultants and will cover the following:

  1. a) Reviewing of the secondary data – desk review
  2. b) Field survey/assessment in the selected counties / areas
  3. c) Data analysis: the data collected from desk review, stakeholder consultation and field survey will be analyzed as per scope
  4. d) Report: based on the data collected and analyzed, recommend the key gaps for intervention.
  5. e) Debriefing with Action Against Hunger team
  6. f) Sharing of Reports: with stakeholders and, target groups

3. ASSIGNMENT DURATION, LOCATION AND TENTATIVE WORK PLAN

The consultancy assignment is expected to take an estimated 67 working days for both studies (47.5 days for Gender Analysis and 19.5 for Safety Audit).

This includes travel to the project areas, but excludes days off in between field visits (days off in country of assignment are not considered paid working days and are optional).

The consultant is expected to work in Juba, Malualkon (Aweil East, former Northern Bahr el Ghazal state) and Alek (Gogrial West, former Warrap state).

4. DELIVERABLES

Lot 1 Gender analysis

  1. a) Research proposal: Methodology, tools, literature materials proposed for the consultancy based on initial briefings, consultations and experience for approval by Action Against Hunger.
  2. b) Literature review report
  3. c) A comprehensive gender analysis report (in soft copy) addressing the scope highlighted above.
  4. d) At least 2 PowerPoint presentations: one for use in debriefing meeting(s) and for use during advocacy events

Lot 2 Safety Audit

  1. a) Audit report and recommendations

5. QUALIFICATIONS, SKILLS AND EXPERIENCE REQUIRED

  • Excellent knowledge and internationally recognized expertise in gender, gender based violence in emergency and development context
  • Written and oral skills in English
  • A post graduate degree in gender, development studies or social sciences and demonstrating capacity to conduct reviews, interviews, consultations, and to produce quality documents
  • Extensive experience in research and analytical work in gender equality and women’s economic empowerment
  • Familiarity with the South Sudan context
  • Experience in undertaking similar work under pressure in volatile environments, strictly following the organizational security rules
  • Strong analytical and presentation skills
  • Proven track record and ability to liaise with different groups at different levels including policy makers, grass-root women’s organizations, field workers and technical experts amongst others
  • Knowledge of participatory approaches and tools
  • Must possess communication and written presentation skills and auditing skills.

6. LOGISTICS, SECURITY AND FACILITATION

In line with Action Against Hunger policy, only the consultant’s daily honorarium and total amount based on the number of days, plus the cost of flight from country of residence to South Sudan shall be included in the financial proposal.

All in country activity costs (e.g. workshops, meetings) and travel/transport/DSA costs will be provided and/or paid directly by Action Against Hunger in country and should not be included in the financial proposal. The DSA rate will be calculated based on Action Against Hunger policy in country.

All days spent in the mission are counted as paid working days, apart from the days of rest the consultant is allowed to take between field visits. Travel days to and from South Sudan will not be considered as paid work days.

The consultant will also maintain a time-sheet for the duration of assignment, so that payment can be done based on the exact number of days worked.

When in the field consultant will always reside in the Action Against Hunger base guest house, provided by the field office. This residence includes accommodation and 3 meals per day. While in Juba, the consultant will stay in the Action Against hunger Guest House and also receive full board.

Action Against Hunger will support the consultant with the South Sudan visa request and application process (invitation letter, immigration processing, temporary ID card).

Working space will be provided by Action Against hunger, as well as support to identify appropriate locations for events within the capacity of the organization.

The consultant is expected to cover him/herself all costs of travel and medical insurance, which includes the option for medical evacuation coverage. This will be assessed by Action Against Hunger prior to deployment to South Sudan.

While in the mission, the consultant will be taken through security briefing by the operations coordinator to be familiar with the security context of South Sudan.

Prior to field visits, a pre-departure security profile will be prepared and validated by the operations coordinator and Country Director to ensure all areas selected are cleared for security purposes.

The consultant must at all times respect and abide by the security plan, rules and regulations of Action Against Hunger mission in South Sudan.

7. LEGAL AND ETHICAL MATTERS, INTELLECTUAL PROPERTY RIGHTS

The ownership of the draft and final documentation belongs to the agency and the funding donor exclusively. The document, or publication related to it, will not be shared with anybody except Action Against Hunger, who will deliver the final document to the donor.

Action Against Hunger is the main addressee of the study and can share the results of the evaluation with the following groups:

  • Donors
  • NGOs partners
  • Relevant co-ordination bodies

It is important that the consultant does not have any links to project management, or any other conflict of interest that would interfere with the independence of his/her work.

All documentation related to the consultancy (and notably its deliverables) shall remain the sole and exclusive property of Action Against Hunger.
