The Legal Advisor will be based in Ivory Coast or Guinea and support the implementation of a regional project, the Mano River Union project, which aims to support the Mano River Union countries (Liberia, Sierra Leone, Guinea, and Ivory Coast) to work more effectively to investigate, prosecute, and adjudicate cases of trafficking in persons. The advisor will also be supporting project work in Guinea. The project will be coordinated from IDLO’s Liberia Country Office.

THE ASSIGNMENT

Under the supervision of the Regional Programme Manager and in close coordination with the Liberia Programme Team, the Legal Advisor will perform the following duties:

  • Conduct legal research, and thematic assessments and produce analytical reports.
  • Provide legal advice on the country context and emerging issues.
  • Build relationships and maintain networks with the law and justice actors in the responsible country especially those working on trafficking in persons.
  • Lead in program implementation including planning, and delivery of all project-related activities.
  • Provide technical support to national interlocutors working on trafficking in persons.
  • Support the development of training content on trafficking in persons including but not limited to the curriculum on trafficking in persons, reference manuals for law enforcement officers, prosecutors, and judicial actors.
  • Contribute to reports, and support monitoring and evaluation of project outputs and activities as needed.
  • Communicate and serve as a liaison between IDLO and national interlocutors working on trafficking in persons.
  • Maintain professional and timely communications.
  • Discuss and consult with IDLO legal experts and external legal experts.

Education and work experience

  • Graduate degree in law from a recognized university. A Master’s Degree in a relevant law field will be an advantage.
  • Minimum of seven years of work experience, ideally within an international organization.
  • Experience working on trafficking-in-persons projects or assignments.
  • Experience developing training content, conducting research, and producing analytical reports.
  • Demonstrated experience working independently under minimal supervision.
  • Previous experience as a legal advisor, or program manager.
  • Professional experience working on projects focused on rule of law and strengthening access to justice for vulnerable groups.
  • Previous experience in data collection, research, and analysis.

Languages

  • Fluent oral and written skills in English and French.

Specific knowledge, skills, and competencies

  • Demonstrated expertise working in Ivory Coast and Guinea and knowledge of the legal and policy framework and legal procedures and processes.
  • Knowledge of the legal and policy framework, legal procedures, and processes of Guinea will be an added advantage.
  • Demonstrated expertise in gender, diversity, and inclusion.
  • Demonstrated awareness of the political, economic, and social operating environment and sensitivities of the area of work.
  • Strong interpersonal and organizational skills.
  • Good knowledge of Microsoft Word, Excel, and PowerPoint. Proficient use of other ICT software and internet software.
  • Proven ability to work with external partners and project beneficiaries.
  • Proven ability to see through tasks set and deliver results.
  • Ability and willingness to travel within the country, if necessary; and
  • Keen sense of ethics, integrity, and commitment to IDLO’s mandate.
