Scope of Work
The main objective of the assignment is to provide technical M&E assistance to the program sections with the challenging and ongoing agenda within and outside the country office. The specific focus for his / her main contributions will be these key areas: a) provide technical support to the Country Office program sections in contributing to the gradual implementation of the convergent / integrated approach assumed by the new CP (2020-2022), which will include further development and operationalization of the Angola integrated monitoring strategy for the CP 2020-22, including an operational plan for the results and M&E frameworks;
- b) support the cross-sectoral, programmatic adaptation process developed by the country office (CO) due to the pandemic, providing technical support for using COVID-19 indicators, adjusting management tools according to the new programmatic priorities, and networking with governmental and non-governmental counterparts to implement UNICEF initiatives around effects of the pandemic;
- c) manage and support the cycle of up and down stream planned and emergent evaluations according to UNICEF and UN Evaluation Group (UNEG) principles and international standards, starting with the conceptualization of evaluation ToRs & finalizing formulation of realistic evaluation management responses, and adapting implementation with new technical guidance due to the current context;
Current evaluations include the summative evaluation of the UNICEF contribution to the education sector in the previous CP (2015-2019); formative evaluation of the TUPPI (tudos unidos pela primeira infancia) initiative in the context of COVID-19; municipal social action (MAS) pilot process evaluation (Social Policy); CLTS community-led evaluation (WASH) and ad hoc evaluation activities.
- d) coordinate and implement common UN initiatives aligned to governmental priorities, proposing and leading the execution of strategic courses of actions, participating in different UN-government platforms and contributing with technical advice and support; as well as to participate in and support to UN – government working groups aligned to current priorities such as: a) Angolan SDG Platform, b) Voluntary National Review (VNR) and c) Model iSDG
Performance Conditions:
- Support integrated monitoring strategy, progress of the regular program activities Integrated M&E strategy; monthly progress reports on regular program activities. On monthly basis for the 6-months
- Support tracking of progress made in the emergency-related activities. Contributions to COVID-19 and other Situation Reports, quarterly tracking of situation of children and other progress reports On monthly basis for the 6-months.
- Support the on-going and emergent evaluations for the Angola country program. Progress reports on summative evaluation for education section; formative evaluation on TUPPI; process evaluation for MAS and others . On monthly basis for the 6-months
- Support joint UN activities, including the UNSDCF, the UN-wide COVID-19 response plan, SDG Platform, the VNR, iSDG. Report on the monitoring of the UNSDCF (2020-21) and UN COVID-19 response plan, SDG Platform for Angola, Voluntary National Review and the iSDG On monthly basis for the 6-months
PAYMENTS:
Payment will be against deliverables as identified in the above with monthly status reports. All payments, without exception, will be made upon certification from the supervisor of the contract, of the satisfactory and quality completion of deliverables and upon receipt of the respective and approved invoice(s)

- An advanced university degree (Master’s preferred) in the social sciences, statistics, demography, economics, development or related fields.
- Professional work experience of at least five (5) years in development contexts for monitoring and evaluation (M&E), research or program planning and development, providing technical support to different social actors in planning, program evaluation and impact assessment
- Proven experience in developing program theories of change, results and M&E frameworks; in managing evaluations, using quantitative and qualitative methods.
- Experience in building capacity of technical professionals in program management and M&E; in facilitating and nurturing professional networks with practitioners and policy makers across UN agencies, governments and non-governmental organizations;
- Experience in engaging policy makers on the generation of evidence-based policies.
- Previous work in experience in the field will be considered an asset;
- Fluency in both Portuguese and English (written and verbal) is required.
