Terre des Hommes Netherlands is looking for a professional (individual or team) on consultancy basis to produce photographs and documentary videos of our Eradication of Commercial Sexual Exploitation of Children project in Turkana, Kenya.

1. Background

Terre des Hommes Netherlands (TdH-NL) is an international child rights organisation that works to create a world free from child exploitation. Since 1965 the organisation has protected children from violence, trafficking, sexual exploitation and abuse. The main target group of TdH-NL consists of children at risk and victims of exploitation and abuse. Vulnerable children who are marginalised by various social, cultural, economic, physical and environmental factors are mostly at risk of becoming victims of exploitation and abuse.

Child exploitation involves serious violations of the rights of the child. TdH-NL’s definition covers the worst forms of child labour, child trafficking, sexual exploitation, child abuse and violations of the sexual and reproductive health rights of adolescents. TdH-NL in East Africa works around four themes: prevention of Commercial Sexual Exploitation of Children (CSEC), Worst Forms of Child Labour (WFCL), Child Trafficking and unsafe-Migration (CTM), and Child Abuse (CA)/ Sexual and Reproductive Health Rights, mainly addressing child marriage and Female Genital Mutilation (FGM).

Guided by the UN Convention on the Rights of the Child (UNCRC), TdH-NL uses a multi faceted and holistic 5Ps approach (partnership, promotion, prevention, protection and prosecution) in taking action to expose and address the violation of children’s rights. According to the TdH-NL Theory of Change different actors are involved in the protection of children; these include children, families and communities, the private sector, government, law enforcement agencies and CSOs.

Through collaboration with local civil society organisations (CSOs), TdH-NL implements development, humanitarian/relief and advocacy interventions in various parts of Kenya, Ethiopia, Tanzania and Uganda, supported by own TdH-NL funding, various foundations and the Ministry of Foreign Affairs of the Dutch Government.

Since October 2018, TdH-NL in partnership with St. Peters Community Network (SAPCONE) has been implementing a 3-year project which aims to have a lasting impact​ on the lives of children and their families in Turkana County (Turkana Central – Lodwar and Kalokol and Turkana South – Lokichar) by contributing to the reduction of commercial sexual exploitation of children. TdH-NL’s unique and holistic approach​ includes the active involvement of children, families & communities, civil society, government, law enforcement agencies and the private sector to address the root causes of the phenomenon. The CSEC intervention focuses on identification, recovery, rehabilitation and reintegration of victims of CSEC.

2. Objective of Assignment

The overall objective of the assignment is to produce photographs and a documentary film on the eradication of Commercial Sexual Exploitation of Children (CSEC). This should include the progress of the current interventions by TdH-NL in partnership with SAPCONE in Turkana County.

3. Identified areas/topics for video documentary

  • Community engagement through community barazas and the child rights clubs and the role of community members in addressing CSEC.
  • Legal aid offered through the project, also highlighting the prosecution of CSEC cases in the Turkana county.
  • Advocacy on CSEC issues (radio programmes, road shows, National forums for child participation and policy influence at County and National level.)
  • Rehabilitation of survivors of CSEC with a keen focus on the Turkana Child Transition Shelter.
  • Success stories through testimonials from a few survivors (observing TdH-NL’s Child Safeguarding Policy)

4. Scope of Work

Under the general supervision of the Marketing and Communications Officer and direct supervision by the program officer, the consultant will be required to work closely with project team for accomplishment of following tasks:

  • Hold preparatory discussion with Program team and management about the preparation of videos.
  • Develop the overall concept and narrative, identify locations for filming and as appropriate, draft questions for interviewees.
  • Develop the documentary script and storyboard to be used in the film, attuned to the various target audiences.
  • Visit the field site and shoot general footage and interviews with the Projects’ major beneficiaries and stakeholders. (e.g. DCS, Probation Officer, Police (gender desk) Local administration, MOE – selection in consultation with and under the guidance of TdH-NL) done in both Kiswahili and English.
  • Hold sessions with key project staff (SAPCONE &TdH-NL) about the project.
  • Present draft documentary at the end of the field mission for first review and incorporation of feedback.
  • Develop a short version with Swahili subtitles.
  • Produce an edited Video Recording of the scenes captured, as well as footage of the recorded stories/ raw footage of the entire event.
  • Produce one overall project video documentary (7-10 minutes long) and four short videos (2-3 minutes) on four identified areas of the project (key intervention areas, in consultation with TdH-NL); of all documentaries provide versions with English and with Kiswahili subtittles, in accordance with SAPCONE and TdH-NL branding guidelines.

5. Output /Deliverables

Under supervision of TdH-NL Kenya Country Manager, and or designated delegate (Programme Coordinator) and in close consultation with the TdH-NL MACO the selected institution/firm/consultant should deliver the following:

  1. Inception Report/meeting
    1. Develop the overall concept and narrative, identify locations for filming and as appropriate, draft questions for interviewees.
    2. Develop the documentary script and storyboard to be used in the film, attuned to the various target audiences.
  2. Raw footage captured in project areas and master tapes for all interviews
  3. Provide at-least 50 high quality pictures in soft format of the CSEC activities/beneficiaries with name of subject in picture, brief description of activity, location and the date picture is captured
  4. The Final Documentary:
    1. Submission of final master high quality videos in HD, AVI and MP4 formats, as well as submitting them on DVD.
    2. Submission of all raw footage captured in project areas and master tapes for all interviews.

6. Required Qualifications and Experience of the Consultant (or Consultancy Firm)

For this assignment, Terre des Hommes Netherlands is looking for a consultant or consultancy firm that meets the following requirements:

  • Minimum of 3 years’ experience in the area of film/reportage/documentary writing, producing, directing and editing.
  • Demonstrated extensive experience in producing development-related photographs and videos aimed at reaching the media, government actors, CSOs communities and the private sector.
  • Experience in working with local and international organisations.
  • Excellent technical capacities (access to the highest quality filming, light, sound and editing equipment for High Definition footage) to ensure on time and high quality production.
  • Sample film will be required to demonstrate technical competencies in relation to filming, interviewing, sound recording and all other necessary skills to achieve a professional final film.
  • Experience in development communication will be an added advantage.
  • Local knowledge of Turkana county will be an added advantage.
  • Ability to communicate and conduct interviews in English and Swahili.

7. Child Safeguarding

In line with the UNCRC, Terre des Hommes Netherlands strives to keep children safe in all its undertakings. The successful applicant will be required to read, understand, and commit to abide by TdH-NL Child Safeguarding Policy and guidelines. The institution/firm or individual Consultant will sign the policies to indicate an understanding of, and commitment to follow the policy requirements, including its annexes (Code of Conduct and Principles of Ethical Reporting on Children).

8. Duration of the Assignment

TdH-NL will sign a contract ideally starting 17th of February, inclusive of at least 15 working days. During the contract period, based on the activities in the field, TdH-NL will inform the consultant of when to join SAPCONE/TdH-NL team for visit to field areas or offices in order to film the proposed activities/situations. The assignment is expected to be finished completely (final versions submitted) not later than 30th March 2020.

  • In consultation with SAPCONE and TdH-NL >> 6 days

  • Shoot video footage including interviews with the Projects’ major beneficiaries and stakeholders >> 5 days
  • Post production: editing and correction rounds >> 2 days
  • Present draft documentary at the end of the field mission for first review and correction rounds (incorporation of feedback). Deadline for submitting the first draft: 20th March 2020
  • Submission of final master high quality videos in HD, AVI and MP4 formats, as well as submitting them on DVD. Deadline: 30th March 2020
