Service contract for the development of Labour Inspection Case Management System

Background

Advancing Decent Work and Inclusive Industrialization in Ethiopia is a comprehensive and coordinated ILO response to a need expressed by the Ethiopian constituents and other key industry stakeholders to advance decent work and inclusive industrialization in key priority sectors identified in the Second Ethiopian Growth and Transformation Plan (GTP II). The government of Ethiopia is cognizant of the need to protect fundamental rights and principles at work while pursuing ambitious development goals. It also recognizes that in order to translate that commitment into reality it needs to strengthen the capacity of the labour inspectorate to achieve sustained compliance with national and international labour norms. In response, the ILO is supporting the development and implementation of different interventions to strengthen the labour inspection system one of which is developing a labour Inspection Action Management System.

As a preliminary step the ILO in collaboration with MOLSA and BOLSAs, has conducted an assessment, mapped, validated the procedural workflow of the labour inspectorate, and developed a wire-framed mock-up of the proposed system.

Purpose of the assignment

The objective of the assignment is to build, test and rollout a Labour Inspection Action Management system based on the workflows, and wireframe, already completed by the ILO

Eligibility criteria

Applicant must meet the following minimum criteria; **

Ø Software development: Demonstrated Software Development experience of at least 5 years; Knowledge of database architecture and design; Ability to code software according to published standards and design guidelines.

Ø Understanding about the public administration system: Demonstrated knowledge of labour law enforcement in Ethiopia is an advantage;

Ø Experience of designing and implementing similar systems for international organisations or the public sector;

Ø Quality commitment: Strong commitment to quality and a thorough approach to the work; Previous work experience for the ILO or UN agencies is an advantage; Examples of the results of previous projects.

Duration

Ø Duration of the assignment will be for 3 months. Starting from the signing of the contract
