1. Background
The Dallaire Institute’s PVPSSA project aims to increase protection of children, including boys and girls, from grave violation of their rights, in armed conflict in Sub-Saharan Africa through enhancing implementation of policy frameworks, including the Vancouver Principles, strengthening gender-responsive operational capacity of security and defense sector actors and ensuring that community perspectives are integrated into security sector reforms. These Terms of Reference outlines the scope of services for a consultant who will ensure that the PVPSSA project interventions are tailored and implemented to meet diverse needs of boys and girls in situations of armed conflict, while anticipating and mitigating any barriers to accessing or benefitting from the project in line with the Gender-Based Analysis Plus (GBA+). Global Affairs Canada (GAC) defines GBA+ as a systematic process used to assess how diverse groups of women, men, and non-binary people may experience policies, programs, and initiatives differently. The consultant will ensure GBA+ is rigorously integrated across the project’s outputs and activities.
2. Objectives and Key Roles and Responsibilities
The primary objective of this consultancy is to provide expert GBA+ analysis and advice across project outputs to ensure gender-responsive and inclusive practices in all project deliverables, policies, trainings, and communications. The consultant is expected to work under the following broader set of responsibilities:
- Lead the implementation and propose customizations to the Dallaire Institute’s GBA+ strategy.
- Ensure the establishment and monitoring of GBA+ Advocacy and Impact priorities, and set up a performance measurement system to ensure these are actively measured, reviewed, and improved over time.
- Keep up to date with localised knowledge/approaches on GBA+ and use this knowledge to advise and update management and staff as needed.
- Oversee the implementation of the GBA+ aspects of the PVPSSA project which seeks to promote the implementation of the Vancouver Principles. When needed, support other functions of the organization to enhance GBA+ knowledge creation and review of the organization’s strategies.
- Support the Curriculum Design function of the Dallaire Institute, through the review of designed capacity building programmes, training curriculum to the security sector and community engagement approaches for GBA+ inclusion, internal reviews and lessons learned opportunities.
3. Scope of Work & Expected Deliverables
The consultant will be responsible for the following key tasks during Year 1 (2025) of this contract, categorized by project output, with associated estimated budgets per deliverable:

1. Communication Materials Review
Develop a guide for Program teams to integrate GBA+ lens in the targeted communications to ensure inclusion of intersectional gender considerations.

2. Lessons Learned Reports
Contribute to the collation and development of GBA+ annual Lessons Learned reports.

3. Community Dialogue Reports
Work with Community Engagement Advisor to guide the GBA+ Integration in the reports from community dialogues and roundtables, ensuring GBA+ integration and contribute through reviewing the reports.

4. Peace Mediation Support
Contribute to Dallaire Institute’s November 2025 workshop on Peace Mediation in Nairobi, ensuring GBA+ inclusion in the design, the final reports and recommendations.

5. VP Guidance Review
Develop a guide and a template to contextualize VP guidance documents for each country using a GBA+ lens.

6. Security Sector Needs Assessment Tools
Analyze needs assessment tools and identify GBA+ gaps

8. Community Engagement Technical Support
Contribute to gender-responsive design of security sector community engagement mechanisms.

9. Basic Course & PDT Review
Provide GBA+ review of the Basic Course and Pre-deployment Training (PDT) curriculum.

10. CSO Training Review
Review training curriculum for local CSOs with a GBA+ lens, focusing on gender-specific vulnerabilities.

11. W4CPS Training Design
Contribute to the design of delivery methodologies for the W4CPS network training.
$1,500
12. GBA + Integration into MEAL System
Review MEAL tools and prepare a guide for monitoring and impact assessments from a GBA+ lens. Also, suggest how to improve programming design and delivery

5. Duration and Timeline
- The consultancy will commence upon signing of the contract and is expected to support project activities primarily during 2025, with possible extension into 2026.
Individual task timelines will be agreed upon based on the rollout of project activities.
6. Qualifications
- Demonstrated expertise in GBA+ and gender-sensitive policy analysis, especially in relation to Global Affairs Canada’s global priorities on gender
- Experience working with peacebuilding, child protection, and security sector reform
- Experience working on Global Affairs programs
- Knowledge of the Vancouver Principles is an asset
- Familiarity with Sub-Saharan African regional contexts and intersectional gender dynamics
