The Consultancy is expected to achieve the following specific results:

i. Produce an inception report (including presentation)

ii. Conduct a stakeholders workshop to harmonize/consolidate CEC training manual

iii. Produce a draft of CEC training manual with a trainers’ guide (Training Manual)

iv. Conduct a CEC Training Manual validation workshop

v. Produce final copy of the CEC training manual

vi. Develop CEC performance assessment tool

vii. Conduct ToT training for the Master trainers

The consultancy is being contracted and managed by Concern Worldwide working in collaboration with MOECHE and CARE Somalia. Prior to commencement of the consultancy assignment, the Federal Ministry of Education, Culture and Higher Education (MoECHE) shall have engaged the regional states and educations partners, to develop the CEC policy and guidelines and completed the mapping process for all the schools and CECs in all the target locations. It is therefore expected that the consultant will use the draft policy as a basis for developing the CEC training Manual.

The consultant shall undertake a desk review of all available relevant information and reports on CEC capacity building towards the attainment of the objectives of the assignment and shall, with the prior agreement of the client, do field interviews to collect primary additional information from existing CEC members as necessary. The Consultant shall cooperate with MoECHE/CARE and Concern during the mobilization period and obtain a consensus with the key stakeholders. The consultant will also work with ESPIG Program Management Committee (PMC) to ensure smooth execution of the assignment.

Outputs/Deliverables

i. Submit a timeline for the deliverables/outputs, not exceeding 4 weeks (in English/Somali).

ii. Produce a framework/outline of this training manual to be approved before drafting the actual manual

iii. Produce and deliver a draft CEC training manual (in English/Somali).

iv. Produce and deliver a final copy of CEC training manual (in English/Somali).

v. Conduct a validation workshop for all education stakeholders.

vi. Conduct a CEC ToT for master trainers based on the training manual.

vii. Develop and deliver an assessment and data collection toolkit for the training.

viii. Debriefing session for GPE stakeholders (Concern, CARE and MoECHE)

Schedule of Submission of reports and deliverables

The schedule for submission, from the mobilization date (M), is given as follows

It is expected that the consultant will develop their own plan for the work and incorporate the delivery dates in the table above.

Inception Report

The Inception Report shall be submitted not more than 7 days from mobilization/ signing of the contract by the Consultant. It will describe the Consultant’s detailed work plan including methodology, deliverables timeline, tools and budget for carrying out the assignment as well as any important initial findings.

Please note that the budget, participants for the workshops will be handled by Concern CARE and MOECHE, the consultant will not include these in his budget.

i. CEC Training manual framework

Before developing the full content the consultant is expected to develop and deliver the outline/framework of the training manual for approval.

ii. CEC Training Manual Design and Content

The detailed design shall be prepared including the full content and structure of the proposed CEC training manual. The document shall be submitted first in draft form and the final edition of the report will be submitted after incorporating comments by the client and stakeholders.

iii. Final Report

This report will be submitted at the end of the consultancy work. The report shall be accompanied by copies of the work plan and scheduling chart marking clearly the progress made up to the end of the reporting period as compared with the work plan. This shall be submitted within 5 days to the end of the report period.

A digital copy of all reports will be required by Concern at the end of the piece of work.

2. Essential and Desirable Experience/Qualifications/Specialised knowledge**

· At least 5 years of progressively responsible professional work experience in community development and humanitarian action, with proven experience developing training material on school management structures.

· Excellent written and visual communication skills including ability to present complex processes and issues clearly to a heterogeneous audience and in an actionable manner.

· Experience in developing training programmes for adults.

· Demonstrated experience conducting training and related capacity building of communities managing schools.

· Strong technical understanding of community engagement and humanitarian action.

· Knowledge of governance framework and issues in the Somali context.

· Preferably fluency in English and Somali.

· Excellent facilitation skills

· Advanced university degree in education or a related field.

· Availability at the preferred time/during available time window

· Acceptability to all key stakeholders

Lines of Communication

The consultant will be reporting to:

· The Education Manager based in Mogadishu for on progress and issues arising

Consult on technical issues, to Education Advisor, based in Nairobi through Education Manager

Concern was founded by John and Kay O’Loughlin-Kennedy in 1968, as a response to the famine in the Nigerian province of Biafra. The famine was largely precipitated by the conflict that followed Biafra’s attempt to secede from Nigeria.

John’s brother, Father Raymond Kennedy, a Holy Ghost Priest, had returned to Ireland from Nigeria with news about the plight of people in Biafra where widespread famine was becoming a reality due to the Nigerian blockade of food, medicines, fuel and basic necessities.

John, Kay and Raymond held a press conference in the Shelbourne Hotel to raise awareness and funds. This allowed them send the first ‘mercy flight’ to Biafra.

But much more was needed,  some weeks later a larger meeting was called in the home of John and Kay, Africa Concern was formed and the fundraising continued.

Send One Ship

Africa Concern with the Knights of Columbanus launched an appeal in June 1968 for the famine in Biafra with the slogan "Send One Ship".

Becoming Concern

On 29 September, a 600 tonne ship named the Columcille arrived at Sao Tome, a Portuguese island off the coast of Biafra, filled with vital supplies of powdered food, medicines, and batteries. In 1970, a huge cyclone hit East Pakistan (now Bangladesh) and the public were asked to respond. Africa Concern simply became Concern.
