TERMS OF REFERENCE FOR CONSTRUCTION PROJECTS

Background

Food for the Hungry Kenya (FHK) has continued to respond to the immediate needs affecting populations in ASAL counties through interventions such as community/institutional WASH and school infrastructure development among other resilience building activities.

  1. Purpose of the consultancy

The purpose of the consultancy is to appraise some of already completed projects in the last 5 years, in Marsabit to identify their status quo in terms of FH visibility, quality, accessibility by special groups, utilization and sustainability. The result will be an assessment report with some of the best practices, lessons learnt and recommendations for future consideration.

  1. Objectives of the assessment
  2. Assess the status of projects in terms of FH visibility, quality, accessibility by special groups, current utilization, and sustainability, in selected areas in Marsabit county.
  3. Identify some of the project best practices and innovations.
  4. Identify challenges and opportunities and make recommendations for future consideration.
  5. Scope of the assignment

The appraisal will be carried out in in communities that FH works in Marsabit county, in Saku, North Horr and Moyale areas. The design and tools for data collection will be done jointly with Food for the Hungry Kenya the selected consultant, the consultant will take lead in data collection analyzing the data and development of a comprehensive report. All field logistical support will be provided by Food for the Hungry Kenya.

  1. Methodology

Observation checklist: Develop a check list that will be used to appraise the projects and guide in making an expert opinion.

Key Informant Interviews: to assess perceived satisfaction, of some of the projects .

Qualifications and skills

  • The consultant should possess technical qualification in building and engineering.
  • The consultant should also have on board a partner that can offer certified WASH technical assessments
  • Over 5 years’ experience in assessing construction projects.
  • Relevant wok, knowledge of Marsabit county is an added advantage

The following documentation should be submitted with the application:

  • Cover letter clearly summarizing the experience as it pertains to this assignment, daily rate and contact details of three professional referees
  • Curriculum Vitaes (CV)
  • Proposal, including budget: A technical proposal should accompany the application, detailing the consultant’s understanding of the TOR, including a detailed budget.

Provide samples of previous work (reports of previous assessment completed)
