Core Functions / Responsibilities: 

  1. Carry out site planning activities for camps and camp-like settlements, including coordination with sectors(Shelter/WASH/Health), local authorities and implementing partners, sketch, design, documentation (AutoCAD), presentation (3D rendering/graphic communication and monitoring implementation.
  2. Monitor Site plans and sites under development to verify if basic technical criteria of land availability /property, accessibility, safety, security, absorption capacity and acceptable humanitarian standards are taken into consideration. Bring issues and short falls to the attention of the Supervisor.
  3. Facilitate the integration of protection issues, such as prevention of GBV and the specific needs of women, men, girls and boys, in site plans and designs.
  4. Contribute to long –term settlement services and infrastructure development that covers multiple camps and assist the site development coordinator to facilitate multi-agency and multi-sectoral cooperation to implement macro-level interventions and hazards mitigation, including the production of a Macro Settlement Development Plan.
  5. Prepare camp plans including shelter plots, service provision, primary and secondary roads, WASH infrastructure, safe havens and no build Zones.
  6. Develop and Maintain maps and Visual aids for reporting on site Management/Site Development activities at the camp level and macro level and assist the site Development Coordinator to facilitate technical working group meetings, including staging diagrams for decongestion/relocation, and advocacy for major earthworks and infrastructure projects to improve drainage access, useable area assessment, design, bill of quantity (BoQ) calculation, work scheduling, tendering, technical   specification, monitoring   and   evaluation, and   contract administration.
  7. Contribute to the management of construction projects to ensure quality completion is on time and within budget by utilizing and applying professional skills and knowledge in project management and stakeholder engagement.
  8. Prepare feasibility studies for the identification of adequate new sites and assess existing and potential sites to determine the viability of sites, absorption capacity, options for service provision; identify and illustrate hazards and document works needed to improve drainages, access, mitigate hazards or any other improvement required to make the sites viable for wet season.
  9. Conduct regular site Visits to facilitate in-depth understanding of the characteristics of the sites in Gedeo or any other location in Ethiopia.
  10. Provide necessary information and technical documentation for the preparation of project proposals for IOM to contact potential donors and/or government agencies. Contribute to operational planning for emergency preparedness and response and hazard mitigation/disaster risk reduction initiatives.
  11. Perform such other duties as may be assigned.

Job Requirements

Required Qualifications and Experience

Education

  • Master’s degree or University degree in Public Health or any related fields from an accredited academic institution.

Experience

  • Five or seven years of relevant professional work experience is required for Masters and University degree holders respectively.
  • Experience in the implementation of water, sanitation and hygiene related projects preferably in the Humanitarian Field;
  • Sound knowledge of water, sanitation and hygiene principles for humanitarian assistance, and other relevant trainings;
  • Excellent Monitoring and Evaluation Skills; Organizational Skills; Accuracy; Ability to work with minimal supervision;
  • Experience in post-crisis emergency operations;
  • Knowledge of the region is an advantage.
