The objective of this assignment is to have in place a comprehensive legal framework for alternative institutional childcare services. This will contribute to enhanced alternative care services for children deprived of parental care by addressing legal gaps, bottlenecks and overlaps in current framework. It will also strengthen MoSS capacity to prevent unnecessary institutionalisation of children, foster early reintegration of children, as well as provide a protective alternative care arrangement for children in need.
How can you make a difference?
- The assignment will rely mainly on review and analysis of all relevant legislations/decrees with regards to institutional care. This includes specifically 3 main legislative regulations (defence institutions – family and childhood – classification centre decree.) It will also touch upon legislative decrees stipulating probation offices, observation centres as well as case management ministerial decree in order to ensure alignment in the overall framework.
- The consultant will then work on amending the current legislative decrees addressing the gaps in the current institutional care system, developing a comprehensive framework with new legal provisions as necessary as well as aligning the provisions to MOSS de-institutionalisation vision and case management function newly established.
- He/She will be leading Stakeholder consultation and expert meetings to gain more understating on the insights and views on the needed additions, modifications for the law
ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE
The consultant is to carry out the below tasks in coordination with UNICEF:
- Prepare Design framework for legal review and analysis.
- Develop a legal analysis report of current alternative care legal framework with regards to institutional care, with a focus on gaps and proposed amendments.
- Carry out consultation meetings with key stakeholders in MoSS and others to present/discuss proposed alternative framework/outline.
- Develop First draft of amended legislations focused on a de-institutionalization framework.
- Carry out consultation meeting on draft law to incorporate feedback and develop final draft.

To qualify as an advocate for every child you will have…
- Advanced degree in social work, law or any relevant degree in social sciences.
- Minimum of 8 years of experience in the field of child protection planning and programming.
- Experience in conducting review of legislations related to child rights/human rights.
- Extensive experience in relevant professional experience in alternative childcare and quality assurance.
- Demonstrated Experience in leading and facilitation of consultations with governmental entities.
- In depth familiarity with the Egyptian governmental system including alternative childcare system.
- Knowledge of the United Nations’ system, practices, and procedures, particularly UNICEF’s system
- Fluency in English
