Job Title: Consultant – Development of a Management Information System (MIS) Web Application to Support Data and Case Management

Location: Abuja
Employee Status: Fixed Term
Duration: 270 hours (Over a period of 1.2 Months – Aug to Sept 2020 [10 hours support over 3 months post go-live])
Start Date: 6th August, 2020
Reporting to: Information Technology Manager

Background
In ensuring adequate support to beneficiaries and our partners, SCI Nigeria seeks to establish a MIS web application where beneficiaries of implementing projects can lodge their complaints and request for information. The MIS platform would support a complaint and response mechanism (CRM) while also serving as a tool for case management, beneficiary/caller notification and call centre operations.

The MIS platform must have clear, transparent procedures and provides a safe, confidential channel for callers / beneficiaries (or interested persons) to voice their complaints and feedback on issues concerning project activities and/or public health matters. These complaints should be documented using the MIS web application that integrates different modules to include data management module, appointment scheduling and notification module, reporting module and case management module. In addition to the aforementioned modules, the final web application should possess an access rights control module, secure and a reporting dashboard capability.

Purpose

  • Development of a robust web portal or Management Information System (MIS) application suitable for a call centre environment with an appointment scheduling and notification module, reporting module and case management module to integrate processes.

Scope of Work
The consultant(s) will primarily:

  • Collate user requirements, suggest solutions, develop web and mobile application.
  • Deploy expertise in ensuring UX and UI principles (i.e. simplicity, visibility, and structure etc) are observed during process of MIS development.
  • Design and develop the frontend and backend of MIS to specification, ensuring platform security and performance is optimized for web traffic.

The functionalities sought for the MIS at a minimum should:

  • Ability to securely capture data through a web application by entering data directly through a console / web form.
  • Ability to analyze data, both quantitative and qualitative. For quantitative data, the ability to filter and cross-tabulate collected / inputted data
  • Ability to visualize filtered/cross-tabulated data (showing info-graphics for frequencies, percentages, trends, geo-maps/spatial data etc.) on real time dashboards.
  • Ability to support case management for longitudinal data processing
  • Application programming Interface at the minimum with PowerBI and Linkage with SCI Nigeria partner website.

Expected Outcome
A Management Information System (MIS) central management platform designed to allow SCI / partners to be able to, through a web-based platform:

  • Upload lists of callers / beneficiaries
  • Add or edit callers / beneficiaries from a list
  • Set up user profiles (for the central management platform) with specific user permissions as per the Access Control List (ACL) and Role Based Access Control (RBAC).
  • Schedule appointment or Refer callers
  • Notify callers / appropriate persons on appointment via email and/or sms
  • Data Management
  • Spool reports via a real-time dashboard
  • Integrate via API to the existing platform.
  • Case management of callers.
  • Website – Interactive appealing design
  • Secured & Authenticated Access
  • Search Functionality: Basic and Advanced Search functions
  • Online service support chat functionality on the home page.
  • Email creation and hosting
  • Have a progressive web app for android smartphones.

IT Acceptance Criteria
The consultant is expected to fulfill the below IT acceptance criteria:

  • The overall MIS, its development and deployment will be done by the consultant
  • The consultant will provide all credentials, data dictionary, source codes,  Configuration Documentation and Installation Guide/Standard Operating Procedures (SOP) which should clearly state how to manage the website.
  • The SCI IT Manager or designate must approve all configurations and sign off prior to overall project closure.
  • The consultant must train SCI and applicable partner on managing the web application.
  • The consultant must agree to a 20 hours (over 3 months – may be extended) post go-live support.

Work Arrangements

  • The assignment will be implemented under the overall guidance of the SCI IT Unit. There may be occasional guidance from applicable SCI partners. The official communication channel would be via a Microsoft Teams (to be created by SCI) and emails.
  • MIS hosting would be on a dedicated online server hosted in Nigeria (SCI to bear cost).
  • The consultant ultimately reports to the SCI IT Manager for clearance of deliverables, regularly liaises with the SCI IT Unit, SCI applicable partners and must ensure strict confidentiality throughout the process, from inception to handover of the application
  • The consultant may have to agree to a Non-disclosure Agreement.

Qualifications and Experience

  • Graduate Degree in Computer Science or relevant field
  • Experience with third-party libraries and APIs;
  • Evidence of similar work done
  • Excellent analytical skills with a good problem-solving attitude;
  • Proven work experience as a Web and Mobile developer;
  • Ability to perform in a team environment;
  • Demonstrable portfolio of released web and mobile applications;
  • Good communication skills (verbal and written);
  • Knowledge of MIS, ERP, CMS and website configuration
  • Excellent organizational skills;
  • Advanced programming language skills
  • Ability to manage a large workload in a pressured environment, working to short and long term objectives and tight deadlines;
  • Considerable database knowledge
  • Attention to detail and ability to follow tasks and ideas through to completion.
  • Understanding of NGO operations;
  • Strong interpersonal skills;
  • Competency in Microsoft Office, design software and other digital tools;
  • A commitment to the Save the Children values.

Conditions of Service
The following general conditions shall apply:

  • The contractor shall provide the workspace, office equipment, supplies, etc.
  • Expected expenses should be part of the submitted quotation/estimates
  • No contract may commence unless the contract is signed by both SCI and the consultant or contractor.

Confidentiality:

  • The documents produced during the period of this consultancy will be treated as strictly confidential, and the rights of distribution and/ or publication will reside solely with SCI Nigeria and may only be transferred at the sole discretion of SCI Nigeria.
  • The contract signed with the consultant will include other general terms defined by SCI Nigeria.
