JOB PURPOSE

The World Food Programme Regional Bureau (WFP RBN) in Nairobi is seeking to recruit an External Partnerships Officer (Consultant) at the P3 level. Reporting to the Regional Donor and Private Sector Relations Officer and working with the Regional Bureau’s Partnership Unit , the External Partnerships Officer will have the unique opportunity influence World Food Programmes work with key partners – particularly United Nations ( UN ) agencies and Non-Governmental Organizations (NGO) – and inform WFP’s future role in the region and to ensure that, by working with others , WFP delivers real results for the millions of people in the region who face food and nutrition insecurity.

ACCOUNTABILITIES / RESPONSIBILITIES

  • Manage a portfolio of regional UN, multilateral bodies, NGO and other partners relationships; maintain effective relationships to keep them informed on important, strategic operational issues and represent WFP’s interests. Prepare and provide information for Regional Director engagement with member states, UN agencies, NGOs, host governments and other partners on the strategy, design, relevance and impact of programmes, to advocate for WFP’s work.
  • Work closely with the RBN Programme team and other colleagues, to provide adequate representation in key regional partnership fora – such as UNHCR-led regional refugee response planning, Ofice of the Cordination Humanitarian Affairs( OCHA) -led processes, Inter Agency Working Group ( IAWG), Regional Humanitarian Partnership team meetings and others – consulting with Country Offices as needed to ensure quality engagement. Support the Programme team with engagement in partnership issues and lessons around implementation, for instance with SCOPE.
  • Coordinate and provide internal briefing documents for the Regional Director on the occasion of High -level and other meetings.
  • Maintain a strong coordination relationship with UNHCR (and other UN agencies as relevant) at the regional level, in close collaboration with the RBN Programme team, in support of WFP’s refugee assistance objectives in the region.
  • Drive the roll-out of the WFP Integrated Roadmap in the region, providing guidance and advice to WFP Country Offices on the development of country strategic plans with regards to positioning and partnership issues. This may involve direct support to Country Offices as needed.
  • Advise Country Offices on effective partnerships with NGOs. In collaboration with programme colleagues guide and support with Country Offices on NGO related topics to advise corporate NGO guidance and tools. Maintain oversight and support on related aspects such as donor requirements on WFP’s work with NGOs and working towards consistent approaches across the region.
  • Liaise closely with the PGC division on partnership issues, and respond to requests for information and briefing.
  • In collaboration with Regional Bureau Programme, further refine the NGO Partnership oversight checklist to mitigate risks and ensure effective, efficient partnerships at implementation level. Maintain oversight of Country Office Cooperating Partner processes from a partnership perspective to detect areas of improvement and support the Country Offices in addressing them, ensuring robust NGO partnership management.
  • Support the global ( International Federation of Redcross ) IFRC capacity strengthening initiative, with a specific role in supporting the Burundi Country Office with the pilot and documenting lessons learned, liaising with relevant Country Offices, HQ divisions, and IFRC / RC colleagues.
  • Implement relevant elements of the Partnership work plan for the region, to ensure timely and cost-effective delivery of results, in accordance with WFP and Corporate Partnership strategy (with travel to support Country Offices, as required).
  • Provide technical (partnerships) and quality control review of Standard Project Reviews (SPRs) from the region
  • Regional focal point for South-South Collaboration.
  • Perform other related duties as required.

DELIVERABLES AT THE END OF THE CONTRACT

  • Note For Records and contact details documented and saved on the shared drive for all partner engagements / meetings during the duration of the assignment;
  • A report on key challenges, opportunities, lessons learned and recommendations with regards to the partnership aspects ( specifically in view of CPs) of the rollout of the Integrated Roadmap in the RBN region;
  • Quality review of all assigned SPRs conducted;
  • Progress report on IFRC-WFP national capacity strengthening initiative in the region;
  • Progress report on WFP-UNHCR regional coordination in support of refugee assistance objectives in the region;

STANDARD MINIMUM QUALIFICATIONS

Education :

Advanced university degree in Political Science, International Development, Development Economics, Journalism, International Relations, Communications or other relevant field, or First University degree with additional years of relevant work experience.

Experience :

At least six years of postgraduate progressively responsible professional experience in a relevant field of work, with a background in international humanitarian and development work;

Proven experience in the development of effective partnership arrangements, preferably at the international level

Knowledge and Skills:

Ability to translate political positions and agreements into meaningful operational outcomes;

Sound theoretical understanding of international humanitarian and development concepts and principles with a broad knowledge of best practices, techniques and processes;

Understanding of political dynamics and foreign policy decision-making procedures;

Strong partnerships and communications skills;

Familiarity with UN policies, WFP operations and the East and Central Africa Region is desirable.

Language :

Fluency in oral and written English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages).

TERMS AND CONDITIONS

6 months contract with a posibility of extension to 11 months subject to performance and vaialbility of funds.

The World Food Programme is the world's largest humanitarian agency fighting hunger worldwide.

WFP was first established in 1961[4] after the 1960 Food and Agricultural Organization (FAO) Conference, when George McGovern, director of the US Food for Peace Programmes, proposed establishing a multilateral food aid programme. The WFP was formally established in 1963 by the FAO and the United Nations General Assembly on a three-year experimental basis. In 1965, the programme was extended to a continuing basis.

Organization

The WFP is governed by an Executive Board which consists of representatives from 36 member states. Ertharin Cousin is the current Executive Director, appointed jointly by the UN Secretary General and the Director-General of the FAO for a five-year term. She heads the Secretariat of the WFP. The European Union is a permanent observer in the WFP and, as a major donor, participates in the work of its Executive Board.
