PEACEBUILDING MANUAL TERMS OF REFERENCE

1. BACKGROUND

Protracted conflict in South Sudan has led to severe underdevelopment, undermined social cohesion, and fractionalized local communities. Despite the signing of the Revitalized Agreement for the Resolution of Conflict in South Sudan (R-ARCSS) on 12 September 2018 and subsequent formation of Revitalized Transitional Government of National Unity (R-TGoNU) on 22 February 2020, feelings of marginalization, disputes over land and resources, and unaddressed grievances have continued to drive violence at the local and sub-national levels, threatening to reverse any progress made towards building peace over the past almost two years. Criminality and armed violence outside of the national conflict have also risen, as groups take advantage of the space provided by the absence of rule of law.

IOM South Sudan is one of the UN agencies with the largest footprint in South Sudan. Through its Transition and Recovery Unit (TRU), IOM supports peacebuilding activities in various locations within South Sudan. Among others, current TRU projects focus on mitigating localized conflict connected to livestock; reducing the vulnerability of marginalized youth engaged in criminality; enhancing social cohesion and reconciliation between groups and facilitating women, peace and security interventions. Throughout all its programmes, IOM is committed to addressing Gender-Based Violence (GBV) in Crisis through an institutional framework launched in 2017. IOM’s Return, Recovery and Resilience strategy (2019 – 2021) aims to specifically empower women and girls, and prevent GBV. As part of peacebuilding work, IOM intends to constructively engage men, particularly youth at-risk of involvement in conflict and criminal activities fueling inter- and intra-communal conflict, and violence against women and girls.

Currently, peacebuilding and social cohesion projects are being implemented in the various locations in South Sudan, using training manuals and models specific to these respective locations, targeting various peace infrastructures and community groups. In order to support a more streamlined approach to peacebuilding and conflict mitigation activities, IOM endeavors to consolidate current training manuals and guidelines into one broad manual relevant to the context of South Sudan, which can be put to use across all project locations. In addition, IOM plans to strengthen women’s involvement as contributing to the Women’s Peace and Security (WPS) agenda, as well as GBV risk mitigation and prevention.

2. OBJECTIVE

To develop a comprehensive Peacebuilding and conflict transformation training manual by consolidating the current pieces that are in use, as well as incorporating additional contents. The manual should include appropriate detailed content, guidelines on delivery methodologies, and appropriate tools for use in carrying out the capacity building trainings, as well as community-based conflict mitigation interventions. The manual should be based on a clear context analysis of peace and conflict dynamics in South Sudan

Description of Tasks:

· Assess the conflict situation and dynamics in South Sudan through literature review and remote interviews with IOM programme teams to gain clarity of the context at hand, including gender norms and dynamics linked to the conflict and peacebuilding approaches;

· Conduct desk review of the current peacebuilding and conflict transformation training manuals, guidelines, modules and materials in use in the various project locations;

· Identify missing links in the current manuals, guidelines, modules and materials in use in the various project locations, including gaps and limitations related to WPS agenda, GBV risk-mitigation and prevention;

· Coordinate with other relevant units (including GBV, MHPSS and other relevant units) to ensure that the Peacebuilding and Conflict Transformation Manual includes cross-cutting aspects and tools

· Develop additional modules/content to fill up the missing links as identified in the existing manuals/guidelines/modules/materials;

· Advance participatory methodologies that promote interactive learning and stimulate discussion and trust among training audiences; improve knowledge and skills for peacebuilding and conflict management and transformation; and promote change of attitude in the target audience.

· Consolidate previous and new contents into one comprehensive peace building and conflict transformation training and implementation guidance manual that can be used to train and build the capacity of field staff, partners and facilitators, peace clubs, peace communities and other peace structures;

· Facilitate at least two field-based capacity building trainings as part of piloting and validating the content, methodology guidelines and tools in the training manual.

· Use the lessons drawn from the piloting phase to improve and adapt the manual (particularly the parts related to practical tools) before submission.

3. METHODOLOGY

The consultancy assignment will be undertaken remotely except for capacity building trainings which are to be undertaken in South Sudan. The consultant will be expected to review and consolidate available materials from IOM and other organizations. As far as possible, the consultant will set out a clear methodology for systematically searching, selecting and reviewing evidence for inclusion, as well as an approach to assessing the quality and strength of evidence. This will be complemented by knowledge from primary data collection (remote interviews with peacebuilding experts and practitioners from IOM and other relevant organizations and local partners working in South Sudan). The field-based training will be designed and delivered using a learner-centered, culturally tailored approach and should be interactive and designed to stimulate discussion and analysis and strengthens interaction, consensus and trust among training audiences.

4. DELIVERABLES

The consultant will be expected to:

a) Submit an inception report detailing the work plan for the consultancy period including interviews with key field staff and experts; development of Training Manual, and trainings in the field

b) Submit a context-appropriate Peacebuilding and Conflict Management Training Manual in with appropriate guidelines on delivery methodologies and practical tools to aid delivery. Focus should be given to dynamics in Western Bar el Ghazal, Warrap, Unity, and Upper Nile States, as well as Abyei Administrative Area. The manual should be appropriate for use in different types of peacebuilding interventions including:

· Enhancing social cohesion and reconciliation amongst different communities, as measured by increased capacity to promote reconciliation, mobility, diversity, democratic values, participation, active citizenship and intercultural learning;

· Supporting the implementation of commitments to promoting the meaningful participation of marginalized groups of women and youth and their representation, addressing their differential needs in conflict resolution and prevention efforts including at community level, and building strategic links with the work being done under UNSCR 2250 and UNSCR 1325 on youth, women, peace and security respectively;

· Promoting change of harmful gender norms, GBV risk-mitigation and creates clear linkages with Gender Based Violence prevention activities.

c) Facilitate at least two field-based capacity building trainings as part of piloting and validating the content, methodology guidelines and tools in the Training Manual

5. TIME FRAME

To complete the proposed tasks, the consultancy is estimated to take up to two months as outlined below:

  1. Desk review – one week
  2. Interviews remotely with IOM teams and relevant stakeholders – two weeks
  3. Consolidation of first draft – two weeks
  4. Piloting and training in the field – two weeks
  5. Fine tuning – one week

The consultant will be paid as per below schedule:

  • First instalment of 20% of the total consultancy fee upon satisfactory submission of a quality inception report validated by IOM South Sudan;
  • Second instalment of 40% of the total consultancy fee upon satisfactory submission of draft peacebuilding manual;
  • Third instalment of 40% of the total consultancy fee upon satisfactory submission of finalized manual and completion of capacity building sessions.

6. REQUIRED QUALIFICATIONS

The consultant(s) should possess working experience in East and Horn of Africa/IGAD region. Preference will be given to individuals or organizations with proven relevant experience in undertaking a task of similar nature and magnitude, and shall have the following qualifications and experience:

Education:

  • Minimum of an advanced degree in peacebuilding, international studies, political science, sociology, anthropology or another relevant field;
  • Other trainings/courses in the areas of gender studies and women peace and security will be an asset.

Experience:

  • At least eight years of professional experience in peacebuilding and conflict mitigation in emergency contexts;
  • Experience in women’s empowerment programming and women, peace and security;
  • Experience in GBV risk mitigation and gender transformative approaches within peacebuilding (desirable);
  • Strong record of publications on related topics;
  • Experience in developing manuals and producing high quality analytical reports (examples of previous work will be requested);

Competencies:

  • Excellent communication and written skills in English
  • Good knowledge of the South Sudan context evidenced by either publication on the subject matter or work experience in the country.
