CONTEXT

Kenya is a country in East Africa with a population of more than 47 million as of the 2019 census: The capital and largest city is Nairobi; which is located in the highlands at an attitude of almost 1 800m.

From the 2020 Human Development report by UNDP, Kenya is ranked 143 out of the 189 countries on the Human Development Index1. Increased circumstances of gender inequality have had a negative impact on inclusive human development and economic growth of population especially in areas such as the labour markets, access to education and appropriate healthcare. Correspondingly, as a recognized vulnerable group the rights of people with disabilities are often times neglected, contributing to increased poverty and sub-standard living conditions.

Humanity & Inclusion in Kenya

HI has been operating in Kenya since 1992, implementing projects in both development and humanitarian contexts. In Dadaab and Kakuma refugee camps from 2007 and 2014 respectively, implementing community-based rehabilitation, Inclusive education, and inclusive livelihoods projects. In addition, HI has implemented projects in inclusive governance and child protection in other counties.

Mastercard call

The Mastercard Foundation contacted HI to lead the consortium to implement the “A more inclusive society where young women and men with disabilities thrive and access dignified and fulfilling work “

Preidentified consortium members are: HI, lead; Light for the World, Next Step Foundation, Blue House, Tigoni, inABLE and Riziki Source.

A co-creation process was started under the leadership of Mastercard, but this will now be handed over to HI. The CN note is already approved and we are now in the process of developing a full proposal and a budget. The project is expected to start in November 2024.

Objectives and expected outcomes of the consultancy

Objective

The objective of this consultancy is to prepare a consolidated budget to be presented to the MasterCard Foundation.

Outcomes

Partners budgets and budget narratives are prepared in line with the Donor template and shared with HI.

A consolidated budget and a budget narrative are drafted in collaboration with the relevant financial and program team

A consolidated budget and budget narrative are ready for timely submission to Mastercard Foundation.

An internal HI budget based on the HI template (PD tool)

The consultancy will take place in Kenya

Roles and responsibilities of HI.

  • Provide the consultant with relevant documents for the development of the budget and budget narrative Including a log frame.
  • Support/facilitate the logistics of the consultant during the (workshops/meeting with partners).
  • Provide all the relevant budget templates (HI PD tool and MasterCard Foundation template)
  • Provide the detailed logframe and action plan of the project
  • Provide the average unit costs for: staff costs, goods and services.
  • Provide timely response to any unforeseen questions form the consultant.

Kenya’s finance manager will coordinate the process and be responsible of mobilizing the right persons at HI and consortium partner level.

Detailed responsibilities of the consultant:

Lead the budget writing process and provide the following deliverables:

  • Review and analyse donor guidelines to ensure compliance with budget requirements.
  • Lead the drafting of HI’s budget and budget narrative.
  • Work closely with the Consortium’s program staff to ensure that budgets accurately reflect project activities and costs.
  • Provide support in budget revisions and modifications as needed (Both HI and partner budgets)
  • Check all budgets (partners and HI) for complementarity and overlaps
  • Develop a consolidated budget for grant proposal in collaboration with consortium program staff and the finance teams.

  8. Respond/act on the feedback from HI 1
  9. Respond to any questions from the Foundation 2

Expected Qualifications and skills

  • Proficiency in Microsoft Excel and financial software.
  • Bachelor’s degree in finance, accounting, or a related field.
  • Proven experience in budget development and financial analysis.
  • Strong understanding of donor requirements and regulations.
  • Excellent communication and interpersonal skills.
  • Ability to work effectively in a team environment.

Costs

The consultant should include the following costs in his/her proposition;

  1. Professional fees per day in Kenya Shillings.
  2. Travel costs within Nairobi

  2. Provide list of assignments undertaken similar scope of work within the last 2 years along with names of clients (including contact person, email contacts, Postal address and telephone numbers – this must include the three referees provided above)

Professional/technical capacity/ capability

The proposed staff should have relevant experience and professional qualifications in the relevant field

Must be familiar with Mastercard Foundation Guidelines

3**. Financial Evaluation**

At the Financial stage, the Lowest Competitive Evaluated bidder and within budget estimates will be considered for the award of the contract.

Potential service providers who meet these requirements and are available within the time period indicated should submit an application letter and curriculum vitae indicating their relevant qualifications, skills and experience, their understanding of the TOR, detailed budget as well as three recommendation letters by the current and previous institutions where similar services are/were provided.
