Terms of Reference for Proposal Development Support to NPA Rwanda

Introduction

NPA Rwanda is in the process of finalising its programme strategy and related proposals for the period 2020-2024.

The programme focus is on strengthening civil society and citizen engagement with equitable and accountable governance, engaging at both a local level of active citizen participation and at national level, supporting civil society advocacy on citizen issues. Civil society partners also support access to justice and conflict management, and emphasize upon making existing mechanisms work more effectively. Advocacy for gender equality and women’s empowerment is an integral element of the programme.

One proposal has already been concluded as part of a multi-country framework agreement. Another proposal should be concluded to contribute to the same programme, and all elements harmonised.

Consultancy Task

NPA is seeking a consultant to prepare one overall country programme strategy document and related project proposal, including theory of change and results framework. The proposal must be in harmony with an existing proposal that is part of a multi-country framework agreement proposal, with a greater level of detail on the programme components and supporting information, for an overall that will be implemented, monitored and reported as one programme.

A lot of groundwork has been done. Conceptualisation of the programme strategy has been an ongoing discussion process with partners, prospective donors and internally. Partners have drafted their 5-year plans. A theory of change, narrative and results framework is developed and submitted to one donor.

In detail, this task includes:

  • Review of existing literature from the present programme and proposed future programme, including programme reviews and learning documents. The consultant should ensure that these key documents are used to inform the proposal rationale and description, and that the proposal adequately captures, integrates and addresses lessons and recommendations from the present.
  • Expansion of the Context Analysis already developed, with particular focus on the context as it pertains to citizen participation in governance, conflict prevention and management at local level, civil society space and policy engagement, media, environmental protection and gender equality.
  • Review partner proposals and ensure that partner proposals are reflected in the proposal and action plan, with clear mapping of the connection between each result area and the partners work that is supported under that result
  • Review and revise the existing results framework and Theory of Change as necessary, and ensure harmonisation between proposals for one programme delivery
  • Write up of the detailed programme strategy for each programme component (see introduction), with particular focus on programme strategy consideration of a human rights-based approach and sustainable impact
  • Ensure the proposal adequately addresses key considerations including

o gender equality,

o environment and climate change

o the role of NPA in the programme and our added value to partners.

o strategy for learning and supporting partners to be learning organisations

  • Include a section that outlines the support to Organisational Development of Partners and Civil Society, including on institutional strengthening, technical support, management of finance and fraud prevention, gender and PSEA.
  • Other annexes already drafted that should be reviewed and may be expanded upon include:

o Risk Analysis

o Procedures for Forwarding Funds to Partners and Combatting Corruption

Outputs:

The work is a combination of desk review and collaboration with the NPA Rwanda programme team. This is not a distance consultancy. The consultant will be required to be in Kigali for most of the time for engagement with the NPA Rwanda team.

The expected outputs from the consultant are the following:

  • Initial workplan / framework for proposal development after desk review
  • A Country programme strategy document
  • A revised/upgraded theory of change
  • A narrative project proposal that fulfils the points outlined in the ‘tasks’ section above
  • A revised and harmonised Results Framework

All documents should be submitted in draft to NPA for comments and collaborative revision before being finalised.

Estimated time period

  • NPA estimates that the proposed consultancy should take approximately 20 working days. The consultant should propose an outline work plan in their technical proposal.
  • The consultancy period is between 1 and 30th November.
  • The consultant is expected to present findings and a workplan / framework for the proposed way forward after desk review and no later than 7 days into the consultancy period.
  • Draft documents to be submitted to NPA no later than 25th November 2019
  • The final due date for completion of all deliverables in 1 December 2019

Ethical considerations

The consultant will be required to sign and abide by the NPA Code of Conduct.

Requirements:

NPA seeks consultants that have comprehensive experience in proposal development, ideally with experience in Rwanda and of the subject matter described, fulfilling the following profile:

  • A skilled and experienced consultant with knowledge of Theory of Change development, project design and management in civil society partnership, governance and support to locally led policy influence
  • Specific experience and expertise in programme development with civil society partnership and local governance
  • Knowledge of the Rwandan context, especially in relation to the project focus
  • A relevant advanced degree in social science related discipline
