Context:

International Organization for Migration (IOM) works in close partnership with various governments to enhance the capacity of relevant authorities, to respond to challenges related to migration management. IOM takes up the role of ensuring the orderly and humane management of migration, promoting international cooperation on migration issues, supporting relevant actors to govern migration flows while effectively maximizing their positive impact and minimizing the potential costs on migrants and society, as well as providing humanitarian assistance to migrants in need.

Almost a decade after the end of the Arab Spring, migration management and border management agencies in the countries along the Southern Mediterranean Coast remain in need of substantial capacity building and technical assistance to handle major cross-border mixed migration flows. Criminal networks supporting irregular cross-border movements are omnipresent, operating almost unfettered and benefitting from the porous and uncontrolled borders along the Central Mediterranean Route (CMR), which remains one of the deadliest migratory paths in the world with more than 18,400 deaths recorded since 2014.

Any response of law enforcement authorities must be protection sensitive and combine security requirements, exchange of information between relevant national authorities, cross-border cooperation mechanisms, migration management approaches and humanitarian interventions. Such response must be well-coordinated, coherent and based on qualitative data evidence and analysis, to guarantee appropriate tailoring of necessary actions and evaluation of their impact. Data management remains key for risk identification, analysis and management, with the ultimate aim to build national capacity to counter organized crime more effectively, enable effective migration governance and locate and assist migrants in need, including the potential victims of human trafficking or SGBV.

As national institutions consolidate, comprehensive migration data management systems must be introduced, based on clear delineation of responsibilities, applicable standards, cooperation protocols, and with the use of information systems designed to be interoperable and share information. Managing qualitative data is essential to achieve success, as it supports effective decision making by getting the right decision at the right time. Data quality is enhanced by the utilization of informatic systems in all relevant domains, including in the area of immigration and border management, where such systems are often utilized to collect, store, analyze and share such data based on agreed protocols.

In Libya, IOM supports national authorities to implement various steps for enhancing their capacity to manage migration, as well as their capacity to use migration data. Within a broader perspective, IOM aims to support national authorities to establish overarching, government-led migration data coordination mechanisms, based on clear membership criteria and terms of reference. Also, in Oct 2019, Libyan authorities have agreed with deployment of MIDAS – Migration Information and Data Analysis System, the IOM’s border management information system that will further enable Libyan authorities to collect, analyze and disseminate information related to migration in Libya.

Furthermore, one of the key priorities is enhancing national capacity to implement a protection- sensitive and secured system for identifying and registering migrants at both disembarkation points and in detention centres, while better collecting, protecting and sharing data of migrants. IOM is supporting Libyan authorities to introduce such system, which includes development of required software and the delivery of necessary training to national counterparts. The privacy and protection of data collected are also prioritized as personal data must be handled with the utmost care and confidentiality since improper use and unauthorized disclosure could result in a multitude of risks. As such, any initiative related to migration data management must include privacy protection measures covering all stages of the process, according to applicable international standards.

IOM is also aiming to support Libyan authorities to develop guidelines and procedures for the improvement of migration data management in Libya, while at the same time enhancing the capacity to register migrants. This initiative aims to ensure general guidelines and steps for mapping and assessments of relevant national data systems, creation of specialized bodies, as well as immediate improvement of administrative registration and exchange of migration data, and consolidation of inter-institutional collaboration.

Through the implementation of various project activities, IOM Libya has identified the need to complement the training efforts oriented towards urgently broadening the knowledge of Libyan staff responsible for management of data related to mixed migration flows, with the provision of training tools that would enhance the sustainability of capacity building efforts. The current absence of such tools is reflected in the feedback received from Libyan officials, which identifies the need for provision of dedicated training tools to be utilized for capacity building. One of the relevant modalities of support is the development of a training manual on Data Management in consultation with relevant Libyan entities, so that national ownership and leadership of the process is ensured and the content is customized according to Libyan context. The development of the manual is a key step towards a planned, purposeful, progressive, and systematic process aiming to achieve a sustainable growth of national capacity, reflected not only in personal training of individuals, but also in establishing institutional structures and educational systems, amending procedures and resetting an institutional culture towards protection of individuals regardless of their personal condition.

The Africa Regional Migration Program (ARMP), funded by the Bureau of Population, Refugees, and Migration of the US State Department, is a regional program implemented by IOM which aims to support governments in Africa to better manage migration and respond to crisis, through fostering coordination and partnership, development, establishing guiding frameworks and reinforcing the capacities of institutions with responsibilities in the area of Migration Management.

Core Functions / Responsibilities:

The objective of this consultancy is to advance the assistance to Libyan authorities in the area of migration data management, through a four pronged approach that includes: supporting the establishment of government-led migration data coordination mechanisms, based on clear Terms of Reference and membership criteria; enhancing the knowledge base and sustainability of capacity building through ability to organize independently national-led training delivery; organizing targeted training sessions for selected Libyan officials; supporting the development of guidelines and procedures to be applied in migration data management process.

The incumbent is also expected to draw upon previous stakeholder analyses, risk assessments, training needs assessments, as well as related procedures and practices developed by the UNCT Libya. Under the overall guidance of the Chief of Mission and the direct supervision of the Programme Manager for IBM/SAR/TC, the incumbent is expected to:

  1. Develop a Migration Data Management Manual, to be utilized by relevant national authorities in their capacity building programmes. The content will be developed in coordination with relevant national counterparts and tailored to the Libyan context. The final product will be the result of a process consisting in analysis of Libyan context, selection of topics and adequate learning/teaching methods as well as assessment methodology, curriculum design, review and evaluation. The manual will be in line with dedicated IOM policy and guidance and the relevant international legal frameworks. The content will include but will not be limited to the following topics:

§ Definitions and context – Migrants, Refugees, Asylum seekers, Victims of Human trafficking, Victims of SGBV, Unaccompanied and separated children, stateless persons, stranded migrant.

§ International standards related to migration data management (including those ratified by Libya);

  1. Draft the Terms of Reference for the establishment of National Government Migration Data Coordination Mechanisms (NG-MDCM), that would also include the membership criteria, in coordination and consultation with relevant national counterparts;

Support the finalization of existing draft guidelines on strengthening national capacity and cooperation on management of data related to registration and traceability of migrants, including those in detention or disembarked after rescue operations at sea, in cooperation and coordination with relevant stakeholders
  4. Deliver training sessions on migration data management and data protection for selected Libyan officials, including for staff engaged in registration of migrants at disembarkation points and in detention centers;
  5. Develop training plans, agendas and schedules related to trainings on data management, data protection and data privacy, according to project objectives and implementation plans;
  6. Develop training content, presentations, exercises, handouts and materials necessary for training delivery according to project objectives;
  7. Prepare and submit post-training delivery reports following completion of each training;
  8. Analyze the existing IOM Libya’s capacity building assistance on Migration Data Management in Libya and make recommendations for widening the scope of work and output delivery;

Expected Outputs and Deliverables; Estimated duration to complete and Payment percentage:

A. Draft outline for the Migration Data Management manual – by 30 June 2020;

B. Reviewed draft guideline for improved migration data management process regarding registration of migrants – by 15 July 2020;

C. First draft of the Migration Data Management manual for Libyan officials – by 10 August 2020

D. Final Report with recommendations on consultations with relevant Libyan officials – by 15 August 2020;

E. Review report with recommendations on IOM Libya engagements on Migration Data Management – by 30 August 2020;

F. Draft Terms of Reference for the proposed National Government Migration Data Coordination Mechanisms (NG-MDCM) including membership criteria – by 1 Sept 2020;

G. Finalised comprehensive Migration Data Management manual for Libyan officials, including the layout of related training, modules and practical exercises – by 20 September 2020;

H. Delivery of six Migration Data Management trainings of minimum 3 days/session, to be scheduled until 30 December 2020 according to the plan to be agreed on with IOM Libya. The delivery will include final training reports with recommendations, training plans and agendas, training content, materials, presentations, exercises and handouts, pre-training and post training questionnaires and analysis of the results;

Deliverables are expected to be submitted in English language.

Required Qualifications and Experience

• Master’s degree in a field of study related to Statistics, Demography, Social Sciences, Data Management, Law, or a related field from an accredited academic institution

• Minimum 10 (ten) years of relevant work experience;

• Prior work experience with an international organization and/or providing training to national authorities;

• Previous relevant professional experience on migration and data management;

• Strong understanding of the Libyan context and mixed migration flows along Central Migration Route;

• Excellent writing, communication, negotiation and analytical skills;

• Ability to prepare clear and concise reports;

• Previous training delivery experience in the area of rule of law, correction, immigration detention is a key asset.

Languages

Fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
