Background to the Assignment
International Medical Corps’ mission in Mali was initiated in 2013 to respond to the humanitarian needs following the conflict and violence in Northern Mali. Since 2013, IMC’s health response in Gourma-Rharous and Timbuktu districts promotes free, quality, curative, and preventive health services in areas severely affected by the conflict in Northern Mali through several interventions namely:
- Health, nutrition, mental health and psychosocial support (MHPSS), and protection, especially the prevention and management of gender-based violence, and;
- Epidemiological surveillance systems. IMC is recognized as a key partner of the Ministry of Health and Public Hygiene (MSHP) and has contributed to some MSHP policy initiatives. IMC has helped the local health care system regain self-reliance and credibility by rehabilitating and supplying community health centers, recruiting and training health workers, supervision, coaching and strengthening emergency response, and disease surveillance.
International Medical Corps Mali is preparing to submit an unsolicited proposal to the Swiss Development Corporation (SDC) focused on addressing immediate humanitarian needs in MHPSS for conflict-affected populations and promotion of resilience and sustainability by addressing systemic gaps in Mali’s MHPSS system. The proposal will integrate mental health care practices, gender, and protection.
International Medical Corps recently completed a MHPSS rapid needs assessment in Mali which will support the development of the proposal.
Purpose of the Assignment
Under the general direction of the Regional Coordinator, and technical advice and guidance from the Director of Program Development, the Proposal Development Officer will assist in new business development efforts and manage the development of proposals.
Scope of the Assignment
The consultant will serve as the Technical Application writer and overall proposal manager. Specifically, the Consultant will complete the following tasks:
- In coordination with International Medical Corps’ Country Office, New Business Development (NBD), International Programs (IP), Technical Unit (TU), and Partner staff, lead and manage the overall program development and proposal process with all proposal team members involved in contributing to the development of the complete submission package; develop and follow a work plan and timeline that addresses the development of all proposal components; develop, manage, and follow effective communication strategies with all International Medical Corps team members and departments;
- Develop a Technical Application responding to SDC’s call for unsolicited proposals. The Technical Application narrative should (1) be responsive to SDC’s requirements; (2) include a strong technical programmatic design, including a strong justification based on in-depth understanding of the Mali context. As the proposal manager and lead writer, and in coordination with the Country team’s technical program leads, the consultant will draft the technical approach, executive summary, capabilities statement, monitoring and evaluation plan, and any other required supplemental documentation for submission; contribute to identifying and reviewing background materials (research reports, scoping documents, country strategies, etc.) to utilize in writing the technical narrative;
- Work in close collaboration and coordination with International Medical Corps’ technical and finance teams to develop and finalize a project budget in line with the program’s design and SDC’s requirements;
- Design and facilitate an in-country Program Design Workshop with all relevant technical and support staff involved in the proposal team, including partner staff;
- Develop and finalize a results framework based on the program design;
- Develop all templates for the Technical Application following the specified format, observing page limits, and considering any technical evaluation criteria specified in the call;
- Prepare the final Technical Application, allowing time for red team review and incorporating feedback from the International Medical Corps Country Office, Desk, Technical staff, and Partners;
- Ensure alignment of technical proposal with solicitation evaluation criteria;
- Finalize Technical Application in the required electronic format by the due date agreed upon with International Medical Corps.

Deliverables Description
- Comprehensive proposal management work plan
- In-country Program Design Workshop
- 10-year project operational framework per donor requirements
- 5-year results framework and log frame per donor requirements
- Final draft Technical Application and required annexes
- Final consolidated proposal package of approximately 50 pages, including annexes
- Travel to the field to research and prepare proposal 80 percent of time (this is an illustrative percentage; the position may require less or more travel depending on International Medical Corps’ needs)
- Lead proposal team in the development of strategic technical approaches and activities, and write the technical proposal, incorporating oral and written inputs from technical experts and responding to comments provided from reviewers;
- Participate in regular progress meetings with HQ and Country teams; In collaboration with HQ and country teams, as well as partners, lead the proposal development workshop;
- Draft original content as needed, ensuring all drafts are complete and within page limits in advance of reviews;
- Support proposal team in writing other sections of the proposal, developing graphics and text boxes, and reviewing all proposal sections for consistency and compliance;
- Align with best practices for developing programs, proposals, strategies, and approaches, and adhere to International Medical Corps’ and donor’s requirements, templates and tools;
- Work in close coordination with Country Office, NBD and technical unit in HQ
- Participate in and support key country team members at partner meetings related specifically to this program and proposal; and

Qualification
- Minimum of Bachelor’s degree required, Master’s degree preferred, or equivalent combination of education and work experience in a relevant competency area.
Experience
- 3 years of experience writing proposals for USAID, other US government agencies, and/or other donors.
- Excellent writing skills.
- High accuracy and attention to detail.
- Strong computer skills that include MS Office and desktop publishing.
- Ability to work well independently with limited supervision and as a member of a team.
- Ability to work under pressure and tight deadlines.
- Ability to travel overseas on short-term assignments.
