Background:

Mercy Corps is implementing a cash transfer programme for vulnerable households in Libya, which is funded by ECHO. This programme is supported by a staff team based in Libya and Tunisia. Through this programme, Mercy Corps aims to support the Libya Cash Working Group to undertake a review of the current criteria being used to identify vulnerable households, in a way that meets the programmatic needs of organizations implementing Multi-Purpose Cash Assistance (MPCA).

Purpose / Project Description:

The Strategic Assistance to Libyans Affected by Main Shocks (SALAM) programme aims to provide vulnerable households with access to basic goods, food security and essential healthcare through providing cash transfers. Through the second phase of this programme, Mercy Corps seeks to engage a consultant to adapt the currently used vulnerability scorecard from a sectoral to a multisector approach based on socio-economic vulnerabilities using a Proxy Means Test Model. The criteria should enable organizations to target the most socio economically vulnerable households in Libya using an evidence based assessment. The criteria should be multi-sectoral, reflecting the cross-cutting purposes of MPCA.

Consultant Objectives:

Review the vulnerability criteria and set up a targeting model for the humanitarian community using a proxy means testing model.

Consultant Activities:

The Consultant will:

  • Review the current vulnerability scorecard criteria
  • Analyse multi-sectoral needs assessment data[1]
  • Define vulnerability indicators
  • Propose weighting for the indicators
  • Propose cut off points for selection
  • Deliver a set of tools for registration and targeting. This includes presentation of the tools to the cash working group and the inter-sector coordination group.

Consultant Deliverables:

The Consultant will produce the following outputs:

  • A Vulnerability targeting report for Libyan households
  • Vulnerability criteria that include indicators, weightings and cut off points
  • A Targeting matrix to be used to measure vulnerability of potential beneficiaries.
  • Registration forms addressing the identified criteria.

Timeframe / Schedule:

This work should be completed by the 20th of January.

The Consultant will report to:

Mustafa Hadeed – Mercy Corps Cash Advisor, international staff

The Consultant will work closely with:

Mercy Corps’ Cash Advisor; members of the Cash Working Group; protection and shelter sector leads and co-leads; REACH (an NGO that conducts humanitarian assessments).

Qualified applicants will have the following minimum requirements:

  • 4 years’ experience working in at least 2 different humanitarian contexts
  • Strong statistics background – acquired through academic studies, practical experience or both.
  • Minimum 3 years’ experience implementing and/or monitoring and evaluating humanitarian cash transfer programmes
  • Experience designing household economic/vulnerability assessments
  • Knowledge of a range of techniques for statistical analysis and quantitative methodologies
  • Previous experience in Libya and knowledge of the Libyan context a plus.
  • Demonstrated, strong ethical approach to data collection.
  • Oral and written English fluency required.
