Project Summary:

The goal of the Solutions for Peace and Recovery (SPR) program, implemented in eastern DRC (North Kivu and South Kivu), is to increase social cohesion through inclusion of women and marginalized groups in community-based conflict analysis, prevention, resolution, and recovery. SPR provides USAID/DRC with the ability to respond to dynamic, time-sensitive, and/or unique opportunities to reinforce peace and prevent or assist in the recovery from conflict in areas that are strategically important to the stability of eastern DRC.

Position Summary:

The Senior Grants Expert will evaluate the SPR grants program to-date, provide process improvement feedback for smooth grant administration and oversight moving forward and support implementation of certain improvement measures. The expert will work in Goma and Bukavu, DRC to support the modification of active grant agreements, provide capacity building to SPR partners and grants staff. S/he will work with the grants team and report to the Deputy Chief of Party/Operations.

Responsibilities:

  • Work closely with 30+ grantee partners to analyze cashflow and milestone achievability as written in current active grant agreements
  • Develop and document a detailed process and timeline for grant milestone review and certification and sensitize grants staff and partners to this process
  • Lead the modification of active Fixed Amount Award (FAA) grant agreements to adjust milestones for achievability, increased cashflow, incorporate milestone review guidelines, facilitate project execution and incorporate other updates as needed
  • Develop a detailed model grant agreement template for project use moving forward
  • Conduct formal or informal capacity building to grantee partners in cash flow analysis and budgeting
  • Conduct formal capacity building for grants managers in subjects such as FAA management, cash flow analysis and management, grants management best practices and compliance
  • Conduct a global evaluation of the SPR grants program to-date, engaging the grants team, project team, grant partners and project leadership as needed
  • Provide feedback and targeted points of improvement for SPR’s current grants management, oversight and closeout, as well as lessons learned for successive grant cycles moving forward.
  • Support the SPR grants team and DCOP to implement improvements as possible

Qualifications:

  • Minimum of ten (10) years of demonstrated expertise in developing and managing grant program activities in partnership with civil society organizations under a USAID-funded project
  • Master’s degree in international development, economics or related field preferred
  • Demonstrated experience in providing training in grants management required
  • Familiarity with USAID regulations and experience managing Grants Under Contract (GUC) required
  • Experience writing FAA grant agreements required
  • Willingness and availability to travel to Eastern Congo for the period of one month to six weeks required
  • Fluency in French and English required
  • Previous experience providing short-term support to USAID-funded grants programs preferred
  • Previous experience evaluating grants programs preferred
  • Experience working in DRC preferred
