  1. Background

 

The EU-IOM Joint Initiative for Migrant Protection and Reintegration in the East and Horn of Africa (also known as ‘the Joint Initiative’ or JI) aims to contribute towards orderly, safe, regular and rights-based migration through the facilitation of dignified voluntary return and the implementation of development-focused and sustainable reintegration policies and processes. The reintegration strategy embraces a holistic approach, encompassing different levels of interventions; individual (needs-based), community (communities of return and associated institutions) and structural (policy environment) levels. More specifically, the project aims to address the following three specific objectives:

 –            Evidence-based return and reintegration procedures developed and strengthened by partner countries and stakeholders.

–          Safe, humane, dignified voluntary return processes spearheaded and enhanced along main migration routes

–          Migrants and communities benefit from sustainable economic, social and psycho-social reintegration. 

 

What it does

The Joint Initiative is a regional project with geographical coverage of Khartoum Process member countries and particularly the main migration routes from the Horn of Africa region, with a specific focus on Djibouti, Ethiopia, Somalia and Sudan. The project also supports returns from European Union member states and other transit and destination countries. Apart from Djibouti, Somalia and Sudan, these also include other members of the Khartoum Process and countries in Africa and the Middle East along key migration routes. The project targets various categories of returning migrants, including regular migrants, irregular migrants, stranded migrants, as well as asylum seekers who decide not to pursue their claims or who are found not to need international protection. Also covered are migrants in detention, migrants in vulnerable situations – such as victims of trafficking, elderly people, unaccompanied migrant children and migrants with health-related needs. The project’s implementation period is from March 2017 – March 2021. It is managed out of the IOM Regional Office for East and the Horn of Africa (Nairobi). However, the project’s direct implementation for Ethiopia is undertaken by the IOM Special Liaison Office in Addis Ababa.

Joint Initiative in Ethiopia

In Ethiopia, the project focuses on four regions prone to high levels of migration as well as areas that account for the highest numbers of returns namely: Amhara, Oromia, Southern Nations, Nationalities and Peoples’, and Tigray Regional States. The ultimate aim of the project is to ensure sustainable reintegration support for vulnerable Ethiopian returnees to these key regional states. Just as important is building the capacities of stakeholders at the regional, zonal and woreda levels in order to enhance the provision of sustainable reintegration support (economic, psychosocial and social). Key priority woredas are targeted mainly of the basis of areas with the highest returns. The project is implemented directly by IOM and Implementing Partners (IPs) in close partnership with the government of Ethiopia at federal and regional levels, with the assistance of selected service providers.

  1. Background about the consultancy

In an effort to provide returnees with sustainable economic reintegration, while improving the capacity of relevant government officials to deliver reintegration assistance, JI program , in joint effort with the relevant local government actors, plans to provide Start and Improve Your Business (SIYB) Training.

JI program is organizing the training in Amhara, Oromia, SNNP and Tigray, which will be facilitated by a master Start and Improve Your Business (SIYB) trainer certified by the International Labor Organization (ILO). ILO aims to promote rights at work, encourage decent employment opportunities, enhance social protection and strengthen dialogue on work-related issues. For decades, ILO has been providing the SIYB courses which focuses on helping to establish and develop small businesses as a strategy for creating more and better employment for women and men, particularly in emerging economies.

The training targets TVETs (Technical and Vocational Education and Training institutions) trainers/ instructions and Job Creation Bureau/Office experts which are mandated to provide basic business development trainings to migrant returnees in the country. By the end of this training, the participants are expected to have the necessary skills and knowledge to train their colleagues to help the returnees improve their business and financial management capacity towards achieving economic independence; benefiting not just themselves but the communities where they are returning to.

  1. Duties and Responsibilities

Under the guidance of the JI Programme Coordinator, the consultant will be required to:

  1. Deliver SIYB training in four regions (Amhara, Oromia, SNNP and Tigray) covering the modules on Generate Your Business (GYB)and Start Your Business (SYB). The training will be delivered over a course of 5 days in each region. The training will be conducted in Amharic language using the Amharic version of the modules.
  2. Provide a written report (in English) on the trainings provided.
  3. Carry out post training field assessments/monitoring visits in the four regions (visit at least two selected TVETs per region)

Job Requirements

  1. Required Qualifications and Experience
  • Certification as the Master SIYB trainer by ILO
  • Proven experience providing the SIYB training in Ethiopia
  • Master’s degree in Social Science, business or a related field from an accredited academic institution; with seven years of relevant professional experience.
  • Excellent training facilitation skills.
  • Experience in working with local governmental institutions especially in Amhara, Oromia, SNNP and Tigray regions

    Language

  • Knowledge of English and Amharic is a requirement. Knowledge of other local languages is advantageous.
