Job Requirements

The consultant will support the ES/NFI Cluster to represent and coordinate the S/NFI response in Ethiopia by leading the sub-national S/NFI Cluster structure across both East, West Wellega, Oromia and Benishangul Gumuz regions.

Expected Deliverables

The assessment exercise is expected to be undertaken for duration of 6 months from the date of signing of the consultancy contract.

In accordance with the following timetable the consultant will:

  1. Provide a platform to ensure that service delivery is driven by the agreed strategic priorities by conducting at least a fortnight meeting with partners for the duration of the contract [one meeting in Gimbi, one meeting in Nekempte per month for a total of 12 meetings in the overall consultancy].
  2. Maintain a mechanism to eliminate duplication of service delivery in the respected areas [updated every two weeks, total of 24 reports for overall consultancy and submitting via email].
  3. Lead at least one needs assessmentand response gap analysis to identify and address (emerging) gaps, obstacles, duplication, and cross-cutting issues including age, gender, environment [to be completed by month 3 of the consultancy].
  4. Technical debriefings, ensuring collection of lessons learned and areas for technical follow-up are incorporated in the sub-national coordination meetings.
  5. Bi-weekly sectoral reports [to national cluster and OCHA, 24 reports overall]
  6. Facilitation of at least two cross cutting workshops (Targeting, PCM, Protection Mainstreaming [one conducted by month 3, second conducted by month 5].
  7. Actively participate and contribute to EOC and ICCG meeting at Regional and zonal level [as they occur].
  8. End of Mission Reports [one for Gimbi, one for Nekempte, including exit plan for each location] one week prior to end of consultancy.

Required Qualifications and Experience

Education

  • Master’s degree in Social Sciences, Disaster Management, International Relations, Conflict Management, Human Rights, Law, Architecture, Engineering or a related field from an accredited academic institution with five years of relevant professional experience; or

Experience

  • Master’s degree in the above fields with five years of relevant professional experience.
  • Experience in project implementation and management experience, including project monitoring and reporting;
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
  • Knowledge of shelter-related technical guidelines and standards;
  • Experience in humanitarian programmes for migrants and capacity-building activities;
  • Familiarity with financial and business administration;
  • Sound and proven understanding of internal and international migration issues in the region and related issues;
  • Experience in working in environments with significant security challenges is an advantage
  • Knowledge of the region is an advantage.

Languages

  • Fluency in English is required.
  • Working knowledge of Amharic, Oromiffa, French and/or Spanish is an advantage.
