Engaging Consultant to undertake Training of JRS teachers on Child Friendly Schools.
2. Background
The Jesuit Refugee Service (JRS) is an international Catholic organization with a mission to accompany, serve and advocate on behalf of refugees and other forcibly displaced persons. JRS undertakes services at national and regional levels with the support of an international office in Rome. Founded in November 1980 as a work of the Society of Jesus. In Kakuma Refugee camp, Jesuit Refugee Service (JRS) provides access to early childhood education and pre-vocational services to children with intellectual, and developmental disabilities in five special needs facilities across the camp. JRS Inclusive Education supports about 469 children with disabilities both at the education centres and in the community. Functional competency level assessment is conducted on the children and those who demonstrate improvement after receiving services are integrated into the LWF regular schools. JRS works in close collaboration with LWF to follow-up on the education services for children with disabilities integrated in the schools from the special needs’ facilities
3. Rationale
The 5 Inclusive education centres originally served as day care centres offering protection, essential services, psychosocial support, and conducting community outreach to identify more home-bound children with disabilities.
The centres have since transitioned to inclusive education schools offering formal and non-formal education for children with intellectual and developmental disabilities with an aim of transiting them to mainstream schools in the camp. The centres have 4 inclusive Education (IE) teachers (National) 43 incentive teachers and 5 supervisors. Most of the schoolteachers have very limited training in teaching basic education.
The overall quality of teaching and learning process in the classroom remain low as the teachers continue to practice teacher-centered methods which do not promote active learning. Since Kenya rolled out the new Competency Based Curriculum (CBC) back in 2018, it has introduced a lot of changes in the content, methodology and objectives. JRS, teachers have no prior training on the implementation of this new curriculum thus hindrance achievement of desired learning outcomes for children with diverse abilities. JRS, envisions transforming their centres into schools that inspire a love of learning and create a sense of harmony between the school, the surrounding community, and the environment. JRS is adapting the child-friendly school model based on the principle that schools should operate in the best interests of the child. Educational environments must be safe, healthy, and protective, staffed with trained teachers, equipped with adequate resources, and offering conditions appropriate for learning.
On this regard, JRS seeks to engage 2 CBC/CFS certified trainers to conduct a 10-day training during the October, school holidays.
4.Goal and Objective
Goal: –
JRS run Inclusive centers being healthy, safe and protective environment for children ‘s emotional, psychological and physical well-being.
The specific objectives are to:
Equip 54 teachers with the necessary skills to implement the competency-based curriculum using the Inquiry Based learning approach.
Equip teachers to facilitate differentiated learning to ensure that all learners are wholly engaged in learning.
Improve teachers’ skills in educational assessment of a competency-based curriculum.
Improve the teachers’ ability in preparing and using teaching/learning resources
5. Scope of Work
The assignment will involve 48 refugee teachers who will benefit from this training. The trainers are expected to among other tasks:
Assess the current level of teachers’ competencies and abilities of implementing competency-based curriculum (CBC).
Develop appropriate training and resource materials for the training.
Deliver the training in Kakuma refugee camp.
Produce a process training report complete with annexes.
b. Jesuit Refugee Service
The trainers will be supported by the Inclusive Education Coordinator throughout the Assignment. In addition, JRS will mobilize the different participants, provide relevant information and materials, full accommodation, transport and cover the training fees as per the terms of the contract.
JRS will ensure the following:
Provide transportation from Nairobi to Kakuma and to and from the training venue. During the consultancy JRS will provide all the necessary orientation and background information of the area of operation.
The working space: including other office support facilities / services (i.e., internet, photocopying, printing, and Power point presentation facilities while in Kakuma and or at field level will be provided as much as possible.
6. Proposed Methodology
The teachers being trained are adults and we anticipate the methodologies used shall be age appropriate that reinforce experiential learning. The trainers will be expected to apply a blend of participatory methods of training. Training delivery will include but not limited to adult learning principles, group work, open discussion, practical demonstrations, and do-it-yourself sessions.
7. Duration:
The training is expected to take 13 days during the October school holiday, 3 days of isolation due to Covid 19 protocols and material preparation and 10 days of the training, 1st – 13th 2021.
8. Deliverables
Consultant’s responsibility
The consultant will be responsible for compiling the work done by him/her. The consultant will ensure the completion of the following deliverables:
Inception Report, training outline, plan and training content.
Submitting a detailed proposal in conformity with the TORs specified herein.
Execution of the task as described by this ToR.
Production of deliverables in accordance with contractual requirements.
Prepare Pre and Post training tests. Development of the training module
Final training report complete with annexes, which will include: a training programme, training materials, signed list of participants/trainees, sessions’ photographs, etc.
9. Accountability and Responsibility
JRS shall provide for:

Take full responsibility of there personal security and medical concerns
Prepare well organized training materials, the materials should include Trainer’s facilitation guide and training notes.
Deliver the training at a venue in Kakuma for a period of 10 days.
Provide regular updates indicating progress of the training and any shortcomings if any to the supervisor.
Prepare a report on the training with an evaluation and lessons learnt for future interventions
Process and present training report complete with annexes, which will include: a training programme, training materials, signed list of participants/trainees, sessions’ photographs, etc.
10. Required expertise and qualifications.
A postgraduate degree in education, preferably inclusive education, or any other relevant field.
CBC and CFS Trainer certified by Ministry of Education.
Minimum 5 years of experience in designing and implementing teacher education or training programs. Any experience in teacher training for inclusive or special education would be an asset.
Previous project management experience in the development sector, including professional experience in programme planning, management and/or research in education.
Excellent English communication, writing and analytical skills.
Fluent in spoken and written English and Kiswahili languages
The project seeks to identify experts that fulfill the above criteria and have demonstrated ability to provide relevant expertise and bring a wider perspective in developing contextual content.
11. Criteria for Selection of the Best Offer:
The evaluation for the consultant will be based on Combined Scoring methods – where the qualifications and methodology are given 70% weightage and the financial offer will be given 30% weightage. Only consultants meeting a minimum of 50 points under technical evaluation will be considered for the financial evaluation. The following specific criteria will be assessed:

80% on submission of final training report complete with annexes, which will include: a training programme, training materials, signed list of participants/trainees, sessions’ photographs, etc.
