Context:

BACKGROUND

International Organization for Migration (IOM) works in close partnership with various governments to enhance the capacities of relevant authorities, to respond to challenges related to migration management. IOM takes up the role of ensuring the orderly and humane management of migration, promoting international cooperation on migration issues, supporting relevant actors to govern migration flows to effectively maximize their positive impacts while minimizing the potential costs on migrants and society, as well as providing humanitarian assistance to migrants in need. The North-Eastern Africa region is confronted with complex migratory flows with the Western Mediterranean route becoming the most prominent for migratory flows towards Europe in 2018. According to European arrival data, over 83,000 migrants have crossed the Mediterranean Sea in 2018. During the same period, IOM’s Missing Migrant Project recorded 2,063 migrants dead/missing attempting to cross the Mediterranean Sea. Moreover, a significant number of migrants cross the desert areas in to reach the assembly points towards crossing the Mediterranean Sea. There is need to enhance preparedness of the countries to emergency situations in the desert, search for and rescue migrants in distress, while ensuring protection of vulnerable migrants.

OBJECTIVE

The objective of the consultancy is to develop a regional training curriculum for North-Eastern Africa countries on search and rescue in the desert for relevant authorities such as border guards, amongst others.

SCOPE OF WORK

The development of the specialized training curriculum for search and rescue in the desert in line with international legislative frameworks.

The curriculum should detail the following:

• Introduce migration trends and immigration border management concepts;

• Applicable international legislation and frameworks;

• Counter-smuggling and trafficking considerations related to SAR operations;

• First aid for migrants rescued in the desert;

• Search and Rescue (SAR) key concepts and terminology;

• Cooperation and coordination for integrated SAR operations, including for air support;

• Border control and surveillance operations for relevant authorities related to SAR operations;

• Administration for SAR operations and on-scene coordination, including referral principles and procedures to other entities;

• Technical considerations in SAR operations in the desert;

• Risk management and coordination in integrated SAR operations.

Under the overall guidance of the Deputy Chief of Mission and the direct supervision of the

Immigration and Border Management Officer, the successful candidate is expected to:

Core Functions / Responsibilities:

  1. Review existing training curricula available for authorities involved in SAR operations in the desert, with a focus on the region, particularly in Libya;
  2. Develop a detailed description of the context of stakeholders in the North-Eastern Africa region, with a specific focus on Libya;
  3. Development of a comprehensive regional SAR training curriculum for authorities involved in SAR operations in the desert in respective countries;
  4. Develop an outline of the trainings based on the analysis in the region and all relevant training modules, including training material.

Tangible and Measurable Outputs of the Work Assignment

Deliverables are expected to be drafted in English.

• A detailed desk-review on existing SAR procedures in the North-Eastern Africa region;

• A description of the context, including an analysis on the existing SAR practices in the region;

• Development of a brief outline of the regional SAR training curriculum;

• Development of a comprehensive and regional SAR training curriculum for authorities involved in SAR operations in the desert, such as border guards;

• Develop an outline of the trainings based on analysis in the region and all relevant training modules, including training material and tools and equipment needed as well as recommendations with regard to duration, and locations of the trainings.

The curriculum development will further include a report (maximum 30 pages), including a desk-review, a regional analysis, as well as recommendations. The curriculum development will include visits to Libya to meet with IOM missions and relevant stakeholders. IOM will provide assistance in the visits through arranging meetings with relevant stakeholders, interpretation where required and cover travel and accommodation for the visits. The final work plan will be discussed during the inception period and should not exceed a total of 3 months after signing the contract.

Realistic Delivery Dates and Details as to how the work must be delivered

• A detailed desk-review on existing SAR procedures in the North-Eastern Africa region –

within 3 weeks of start date;

• A description of the context, including an analysis on the existing SAR practices in the region – within 7 weeks of start date;

• Development of a brief outline of the regional SAR training curriculum; Development of a comprehensive and regional SAR training curriculum for authorities involved in SAR operations in the desert, such as coast and border guards; Develop an outline of the trainings based on analysis in the region and all relevant training modules, including training material and tools and equipment needed as well as recommendations with regard to duration, and locations of the trainings – Within 12 weeks of start day;

Final report including a desk-review, a regional analysis and recommendations. – within 12 weeks of start date.

Performance indicators for evaluation of results

The successful candidate’s performance will be evaluated against the following criteria:

timeliness, responsibility, initiative, communication and quality of products delivered.

• Satisfactory completion of tasks indicated in this ToR;

• Quality of the desk review and description of the context;

• Quality of the outline of the training curriculum.

Required Qualifications and Experience:

Education

• Master’s degree in migration related field or other relevant discipline from an accredited academic institution.

Experience

• Minimum of eight to ten years’ experience in immigration and border management or related field;

• Proven track record in the field of search and rescue;

• Demonstrated experience in trainings on SAR;

• Demonstrated experience in working with authorities involved in border management and search and rescue;

• Demonstrated experience of working in the region;

• Innovative ideas for training curriculum development and training provision;

• Research experience as well as with working with public institutions;

• Proven analytical, interpersonal and organizational skills;

• Post-graduate degree is an asset.

Languages

Fluency English is required. Working knowledge in Arabic is an advantage.

Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
