Consulting Service for Assessment, Design, Preparation of Working Drawings, Specifications and Bill of Quantities (BoQs) for Rehabilitation of Hospitals in Mogadishu and Galkaio, Somalia

Background

World Vision Somalia is currently implementing TB Program in Somalia with support from Global Fund. The purpose is to fight and eradicate TB disease in the Country. It is estimated that 8.6 million people around the world became ill with tuberculosis (TB), and about 1.3 million died from it. This included an estimated 410 000 women and 74 000 children (WHO, 2012).

However, an estimated one third of cases of TB are still either not diagnosed or not reported. Even when people with suspected TB are identified, the disease is often diagnosed and treated late. This means that it causes more damage and can be more difficult to treat.

Objective

The objective of the consultancy work is to define the assignment of a consultant firm to work on the comprehensive assessments, design, preparation of working drawings, specifications and BoQs for the rehabilitation of the following buildings in the specified hospitals listed in the table below.

Scope of the Work, Key Tasks and Responsibilities

The scope of the services provided by the consultant will include:

  1. Conduct site visits to each of the hospitals and carry out thorough examination of the buildings and its systems in each hospital for their status and identify the defects that requires for rehabilitation work.
  2. Produce very clear assessment report for the entire building systems including but not limited to the structural, mechanical, gas, electrical, sanitary, heating, air conditioning, ventilating, elevator, plumbing, life-safety and other service systems along with close up and long shot pictures, which must include at least the following content:
    • Introduction and background
      • (include the GPS coordinates and other locations of the hospital, year it was constructed and indicate if there has been any rehabilitation done before)
    • General Condition of the Hospital
      • Structural
      • Sanitary and hygiene
      • Electrical system
      • Water Supply system and plumbing
      • Environmental health aspect related to the waste from the building.
    • Identified defects and rehabilitation work proposed
    • Annexes (sketches, pictures, technical specifications, etc.)
  3. Deliver detailed plans for each of the buildings with technical specifications of the materials to be used and works to be performed to the existing buildings;
  4. Define the divisions and respective functions and roles for each component of the buildings;
  5. Include in the plans the details of areas of circulation of patients, visitors and workers who use the buildings on a daily basis, defining the flows of materials and people;
  6. Include in the plans the location and operations of safety equipment in accordance with the correspondent legislation;
  7. Address in the plans the requirements for people with disability defining their access and circulation inside the building in correspondence to the legislation;
  8. Provide structural, architectural, pipeline and electrical system designs as appropriate;
  9. Measure and quantify all works that you identified for rehabilitation and prepare detailed working drawings including plans, elevations, sections and details with appropriate drawing scale;
  10. Provide technical specifications for the construction materials;
  11. Conduct unit rate analysis for each rehabilitation work/task to determine the unit rate taking into consideration the direct cost (material including transport, labor and equipment), overhead cost, tax (if any) and profit of the contractor.
  12. Deliver alternative rehabilitation cost estimates (BoQs) considering at least two different budget scenarios;
  13. Prepare tender document for bidding contractors.

The consultant shall prepare and submit to World Vision Somalia/Project manager/WASH technical specialist for consideration and approval the following deliverables.

Qualifications and Experiences of Personnel

While the consultant firm is expected to make available highly qualified and experienced multi-disciplinary engineering expertise to conduct the task, the lead engineer shall have the following minimum qualifications and experiences:

  1. Minimum of Bachelor Degree in Construction Management/ Civil Engineering, or Equivalent qualification;
  2. Minimum 5 years professional and management working experience;
  3. Working familiarity with the construction industry (building construction and supervision);
  4. Proficiency in Computer Software, AutoCAD release 2021 or later (or other construction related software), MS Word, Microsoft Project, Excel and PowerPoint;
  5. Project management Certificate will be an asset;
  6. Experience in preparing and presenting reports;
  7. Good interpersonal and communication skills;
  8. Ability to work in diverse teams;

Consultancy Contract and Requirements

Payment for the work/service provided will be defined in the consultancy contract between World Vision Somalia and the selected consultant. Together with the contract the consultant engineer will be provided and required to sign a term of commitment for World Vision’s conflict of interest and Child and Adult Safeguarding policies.

The consultant interested in submitting offers for this tender must address and provide the following:

  1. Educational certificates and degrees from recognized universities;
  2. Proof of valuable qualifications and experiences for carrying out similar work;
  3. A Document certifying that he/she has paid income tax and other obligations necessary by the appropriate authority;
  4. Name of three referees (including position, phone number and e-mail address) who can provide information on the qualifications and experiences for similar works of the applicant;
  5. CV’s+ licenses (if applicable), with detailed highlighted description of previous works similar to the ones expected under this call for consultancy;
  6. Knowledge of English language;
  7. A signed financial proposal/offer, specifying all the details as necessary including transportation, tax and other costs;
  8. A signed technical proposal detailing on how to carry out the desired tasks and deliverables.

The consultant shall be available for traveling to hospitals and attending meetings in either in Mogadishu and or Galkaio on a 3 days-notice.

The Selection of the firm will be made based on cumulative analysis (i.e., mandatory requirement and technical qualifications as follows:

  • Provide a certified copy of business registration (Somalia Registration)
  • Provide a certified copy of tax registration**. (Somalia Tax registration)**
  • Provide information on ownership structure – name of directors/owners of the company
  • References including names and contact information from previous clients who can be contacted regarding relevant experience in Curriculum reviews and or development. (At least three)
  • Successful bidder will be required to sign World Vision Supplier Code of Conduct form.
