Program Background
The Resilience Learning Activity (RLA) is USAID/Kenya and East Africa’s flagship learning award that supports regional and country-level institutions to conduct and act upon resilience learning for key knowledge gaps in the Horn of Africa, contributing to the region’s Journey to Self-Reliance.
Through a partnership with local institutions and leaders, national government, regional actors, and
implementing partners, RLA is focused on four outcomes:
• Increased analytic capacity for local and host country organizations. RLA provides support to build local organizations’ analytical capacities to conduct learning actions and the activity will clean and repackages data for use by local partners and build the ability for stakeholders to continue to collect and analyze data.
• Facilitated learning for adaptive management by local and host country organizations among stakeholders.
• Improved knowledge management and strategic communication for local and host country
organizations to better package information and strategically share it.
• Systems and networks for CLA established and strengthened.
Job description
Context and system analysis expert
• Strong knowledge of key stakeholders, power dynamics, institutions and influencers of planning and budgeting in Northern Kenya and South Eastern Kenya Counties.
• Good understanding of key economic sectors that drive the counties development in Northern Kenya and South Eastern Kenya Counties.
• Good understanding of political dynamics that influence planning and budgeting in SEK and PREG Counties.
• Relevant experience in working in ASAL counties in Northern Kenya and South Eastern Kenya counties.
• Good knowledge of representatives of the political groups, representatives of County Assembly, Members of parliament, Senate among others to understand their perspectives on the key county developmental issues, citizen participation in planning, challenges, and solutions.
• Knowledge of key local institutions that contribute to county developmental issues e.g. County boards, representatives of CSOs, FBOs, CBOs, representatives of the Private Sector, and among others.
• Strong skills in the documentation of key sectoral developmental challenges, priorities, and roles of each actor, current stakeholder collaboration and networking, and recommendations for system’s enhancement to achieve development outcomes.
• Knowledge in analyzing CSA and Stakeholder mapping data.
