JOB BRIEF
The Contractor, who will be based in Tunis, will assist in providing procurement/acquisition, contractual, and administrative support for the MENA program. The Contractor will work closely with the MENA Program and the Office of Finance to serve as a point of communication on financial and procurement/acquisition processes.
RESPONSIBILITIES
- Ensures that goods and services are contracted for in accordance with federal rules and institute policies and procedures.
- Provides procurement/acquisitions support to the MENA team through data entry in USIP’s financial systems.
- Serve as a resource for staff by providing guidance on USIP policies and procedures.
- Track and follow up on the MENA team’s procurement/acquisition actions to speed up processing.
- Participate in monthly meetings with the Office of Finance.
- Serves as the main point of contact for the MENA team on procurement/acquisition issues.
- Submit MENA program requisitions/contracts
- Maintain proper internal documentation
- Send weekly reports on MENA team’s requisitions/contracts
- Perform other duties as needed
QUALIFICATIONS
- The applicant should be a Tunisian national.
- Bachelor’s degree or equivalent experience in a related field is required.
- Excellent organizational skills.
- Knowledge of basic procurement/acquisitions procedures and techniques.
- Knowledge of commonly used contracting methods and contract types related to pre-award, post-award, and/or price/cost analysis functions in accordance with Federal and Institute procurement/acquisitions regulations.
- Must have the ability to use judgment when selecting, interpreting, adapting, and applying guidelines and when developing recommendations for alternatives or solutions.
- Strong skills in the Microsoft Office Suite, particularly MS Excel, MS Outlook, and MS Word is required. Strong computer skills in database usage is preferred.
- Basic knowledge of Federal Acquisition Regulations and Federal Supply Schedule Contracts or the GSA Schedules Program.
- Strong communication skills, ability to liaise with internal departments, external partners, and vendors.
- Strong time management skills with the ability to prioritize work and meet deadlines.
