Objectives of the RFP

  • The purpose of this Request for Proposals(RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to carry out the following work: Provision of International and Domestic Tickets for Duty travel for Staff and Partners.
  • WHO is an Organization that is dependent on the budgetary and extra-budgetary contributions it receives for the implementation of its activities. Bidders are,therefore,requested to propose the best and most cost-effective solution to meet WHO requirements, while ensuring a high level of service.

Objectives of the Activity:

  • Ensuring that tickets are cost effective and issued in a timely manner

Activity Coordination:

  • These activities will be overseen by the Operations officer with day to day contact with the Travel and Protocol Unit.

Work to be Performed
The Travel Agent shall perform travel management services for WCO and in so doing the following conditions shall apply”:

  • The travel agent shall send reservations upon request.
  • The travel agent shall issue tickets upon receipt of Travel Authorization.
  • The travel agent shall update the travel unit and passenger upon receipt of airline travel changes or delays
  • The travel agent shall send flight options of various airlines with lowest fares available and best routing.
  • The travel agent shall send invoices promptly for reconciliation.

Performance Monitoring:

  • The Travel and Protocol Officer will be in – charge of regular monitoring of the activities of the Travel Agent to ensure prompt service delivery.

Further Capacities

  • Processing of refunds
  • Cancellation of tickets
  • Date changes
  • Re-routing of tickets.

Requirements

  • WHO requires the successful bidder, the Contractor, to carry out task Issuance of international and domestic tickets.

Characteristics of the Provider
Status:

  • The Travel Agent shall be an institution operating in the field of Travel Management with proven expertise in issuance of international and domestic tickets.

Accreditations:

  • An accreditation by IATA (IATA License) is a mandatory requirement.

Previous Experience:

  • Previous work with WHO, other international organizations and/or major institutions in the field of Travel Management ;
  • Proven experience in The issuance of international and domestic ticketing.

Logistical capacity:

  • Capacity for International and Local Ticketing

Staffing:

  • Staff dedicated to the Project, or specified phases thereof, must have mandatory reservation and ticketing expertise on a full-time basis.  .

Key Requirements:

  • The travel agent is required to possess IATA License and the capacity for service delivery.

Reporting Requirements:

  • Invoices will be submitted fortnightly

Finance and Accounting Requirements:

  • The travel agent must have a strong financial capacity be able to make third party payments and the IATA BSP payments on behalf of WHO
