Currently, we are seeking suitably qualified candidates to fill the Contracts and Finance Officer in Cairo for the USAID-funded Integrated Management of Cultural Tourism (IMCT) Activity.

The objective of the 4-year activity is to increase tourism revenues and local economic benefits, including increased employment and business opportunities, in the cultural tourism sector at targeted destinations. The four results of the IMCT activity are:

Consolidation and reinforcement of GOE efforts to improve the enabling regulatory environment for investment in sustainable cultural heritage tourism; consolidated/reinforced; Selected cultural heritage sites rehabilitated and financially sustainable; Higher-value added tourism products and services developed at target destinations; and Capacity to promote cultural tourism in target destinations enhanced.

Job Description

The Contracts and Finance Officer will provide contract and finance support for all aspects of the project in accordance with USAID regulations. Duties require broad conceptual judgment, initiative and ability to deal with a wide range of contract, and procurement issues.

Specific duties include:

Contracts –

  • Provide support on the overall management and coordination of contract and grant activities.

  • Ensure all documentation and audit trails relating to contracting matters with implementing partners and funders is complete and compliance.

  • Support developing and maintaining strong relationships with counterparts (internal and external).

  • Support in responding to audit matters (internal and external).

  • Collaborates with operations staff and other enterprise services staff to monitor prime contract and subcontract performance.

  • Participate in the negotiations of lower- tier subcontracts.

Finance and Grants –

  • Assist the Finance Manager to ensure the accurate keeping of all books of account for the project, including checking account, equipment and supply registers and all accounting records.

  • Lead the preparation of monthly and annual financial reports, including financial status of subprojects account activities with accompanying bank documentation and receipts.

  • Assist in monitoring subproject budgets in accordance with approved work plan activities.

  • Monitor periodic expenditures of projects by analyzing financial data and producing periodic and ad hoc reports.

  • Provide support with the accounting workflow in the review and audit of Country Office and subrecipient reports for reimbursement of expenditures.

  • Coordinate with grantees, partners and potential grant applicants.

  • Review proposals and provide feedback per the grant evaluation criteria, and participate, when assigned, in the grant evaluation committees.

  • Support short-listed grantees in finalizing their project designs and action plans, including monitoring and evaluation, communications and outreach.

  • Follow up with and support the assigned grantees to ensure that the grant is implemented according to the grant agreement, work plan and timeline.

  • Draft and prepare periodic briefs/summary reports about each grant separately to ensure timely implementation, and monitor project activities against approved work plans.

  • Review and approve financial reports submitted by assigned grantees, liaise with grantees to request amendments or to obtain missing documentation; submit approved financial reports and supporting documents to the Finance team for processing.

  • Ensure that all financial transactions are correctly administered and that all vouchers and grants are processed in a timely and efficient manner.

  • Liaise with technical team to make sure that activities implemented are approved and linked with financial report submitted.

  • Work with the relevant teams to identify the kind of technical support that might be needed to ensure the proper implementation and impact of the grant.

  • Provide guidance and one-to-one on the job assistance to the grantees on financial management, budget monitoring and compliance with FHI 360 and Local Laws.

Minimum Requirements

  • Bachelor’s Degree in Accounting or any related field or its International Equivalent.

  • Minimum of 3-5 years’ experience in a contracting position in either the Federal Government acquisition system or a Non- governmental Organization (NGO) – domestic or international. Experience in financial management of USAID-funded projects preferred.

  • A minimum of 3-5 years’ experience with finance and grant management.

  • Prior work experience in a non-governmental organization (NGO), government agency, or private company of progressive program management experience in humanitarian assistance or related industry experience in a relevant technical area.

  • Knowledge of USAID rules and regulations

  • Strong organizational, financial reporting, management and interpersonal skills.

  • Fluency in Arabic and excellent written and verbal English language skills
