In Mozambique, we are working to eradicate early marriage and early pregnancy through projects that focus on adolescent girls in Inhambane Sofala, Nampula and Cabo Delgado provinces. These projects are programmed along our three strategic pillars: Girl Education, Sexual Reproductive Health Rights, Youth Economic Empowerment and climate change. Our work is gender transformative and includes influencing work at national and sub-regional level.

ABOUT THE PROJECT

Plan International is implementing the project Business Plan Competition (BPC), assignment part of the program ‘EMPREGA” managed by the Government of Mozambique, through the National Youth Institute (INJ), an institution under the supervision of the State Secretariat for Youth and Employment (SEJE) with the financial support of the World Bank. EMPREGA aims to “Promote Productive Employment Opportunities” with a view to provide better economic opportunities for youth.
The program will organize a national Business Plan Competition (BPC) for start-up companies and for existing companies with high potential for growth and job creation. The BPC will include a nationwide communication and awareness campaign, selection and processing of proposals, promotion of the competition for potential BPC grants, capacity building of selected and evaluated BPC applicants, as well as monitoring and support for business development, establishing a network of entrepreneurs and solid monitoring and evaluation. A total of 3,500 applications will be selected in the first phase of the competition using objective criteria, at least half of them being women. Companies and entrepreneurs will benefit from technical assistance at various stages of the competition, depending on their own success in the program. The 3,500 applicants selected in the first phase will receive training on the development of business plans and will be invited to submit a simple business plan in a standard format. Among the applicants submitting applications, 500 will be selected to receive additional capital support, training and mentoring in entrepreneurship, and an internship program with the company. At least half of the winners must be women. In addition to the training and mentoring offered to the 500 winners, the BPC will have an internship component, benefiting on average two youth per company, for a minimum period of 1 year. The salaries of on average two interns per winning company will be financed by the BPC for a period of 1 year. The BPC will provide support to the winning companies by connecting the companies with a potential group of interns.

 

ROLE PURPOSE

A Grievances and Redressal Mechanism (GRM) will be put in place and adequately disseminated so that the beneficiaries, the partners and communities can file their complaints, grievances, suggestions and feedback and ensuring that all feedback received is dealt with in the most appropriate way. A detailed process on how the GRM will function will be elaborated, including in terms of handling safeguarding and protection disclosures and cases. The GRM will include user-friendly digital application where feedback can be placed and responded to, in addition to paper based and telephone reporting mechanisms.
The Grievances and Redressal Mechanism (GRM) coordinator will serve as the focal point for BPC project grievance redress mechanism. The Coordinator key role is to ensure beneficiaries and community grievances are effectively and efficiently handled, responded to and resolved in a fair and timely manner, in accordance with the provisions of the Operational Manual and relevant Guidelines.
GRM coordinator will work in close coordination with the project team, particularly with the Protection Specialist and Environmental and Social Safeguards Specialist (ESSS) as well as other key project stakeholders.

ACCOUNTABILITIES AND MAIN WORK ACTIVITIES

  • Ensure adherence to grievances redressal strategy, coordination and monitor its implementation  and apply corrective action whenever needed.
  • Receive and record the grievances in the system/database and refer them as appropriate.
  • Supervise the GRM officers in receiving, recording and provide feedback to grievances.
  • Ensure adequacy and quality of all grievances’ feedback.
  • Assign the number of each grievance and link to feedback to ensure confidentiality.
  • Track number of grievances received and referred for feedback.
  • Document all grievances in an accurate and timely manner as per GRM strategy and operation manual, related follow-up activities and final outcomes in designated system while concurrently maintaining secure, comprehensive and clearly defined files.
  • Work collaboratively, coordinate, communicate and integrate recommendations from designated project team members and key stakeholders, as approved and required.
  • Monitor any resolutions to grievances to ensure they are implemented in a timely manner.
  • Undertake GRM capacity building and facilitate trainings, monitoring and reporting efforts.
  • Guide the GRM officers on related tasks to enhance their capacity.
  • Interact with beneficiaries/grievances to identify issues they encounter in accessing the grievance redressal system and in lodging and processing of grievances, as well as any gaps in communication affecting their understanding of grievance redressal processes.
  • Undertake field visits in project locations for coordination, follow-up and quality assurance of grievance redressal activities.
  • Coordinate with project team and stakeholders to disseminate grievances channels, and taking particular care and suggesting explicit channels which make possible for young women, vulnerable groups to register grievances, especially considering these grievances may relate to sensitive issues (Gender based violence – GBV issues and sexual exploitation and abuse – SEA, workplace sexual harassment issues), including specific measures in the procedures.
  • Design and implement a capacity building plan to build the knowledge and commitment of GRM approach to the project team.
  • Roll out harmonized tools and standards for project team and other stakeholders monitoring and reporting GRM activities.
  • Support the safeguarding or PSHEA focal point to ensure vetted referral pathways  (internal and external) are included with feedback mechanism in line with the PSHEA policy.
  • Ensure the privacy of information and maintain fairness in the information collection process and transfer of information.
  • Ensure that the information entered the GRM system/database is accurate and updated regularly.
  • Prepare periodic reports with trend analysis and recommendations for quality improvement in coordination with Protection Specialist and ESSS.
  • Ensure the deliverables are met in a timely manner.
  • Within the scope of the role, there will be additional assignments as needed.

 

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Qualifications/ experience essential:
Knowledge

  • A BA in social sciences or any other related field with minimum 3 years of relevant experiences
  • Direct work experience with GRM systems.
  • Knowledge of stakeholder engagement and GRM.
  • Relevant experience in the social safeguard and GRM in the similar filed will be a comparative advantage.
  • Strong familiarity with the country context, including different tiers of government.

Skills

  • Excellent interpersonal communications and coordination skills, and proven ability to work constructively with a variety of stakeholders to achieve common goals
  • Sound organizational skills and ability to prioritize and deliver assignments in a timely manner often under severe time pressures.
  • Ability to work under pressure and provide excellent customer to project beneficiaries
  • Full computer literacy in internet searching and Microsoft Office programs and database software
