Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the World’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s headquarters is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programs and Operations; and (iii) Management. The Secretariat has five regional office, as follows: Americas (Panama City); Africa (Nairobi); Asia/Pacific (Kuala Lumpur); Europe (Budapest); Middle East and North Africa (Beirut). In Africa, the Regional Office (RO) based in Nairobi provides support and operational oversights to IFRC’s country offices (COs) and multi-Country Cluster Support Teams (CCSTs).The IFRC’s Country Office in Mozambique is responsible for providing robust support to the Mozambique Red Cross (CVM) in implementing humanitarian and recovery programmes that address the needs of vulnerable people. Since 20 March 2019, the IFRC has been supporting the CVM in responding to the needs of communities affected by Tropical Cyclones Idai and Kenneth. The Emergency Appeal has been revised in January 2020 in order to expand recovery programming to new geographical areas and to scale up IFRC’s support to CVM for enhancing its Disaster Risk Management (DRM) capabilities including Preparedness for Effective Response (PER) approach. The IFRC is shifting its focus towards strengthening CVM’s capacity for implementing climate smart recovery programming and Disaster Risk Reduction (DRR) in close coordination and collaboration with RC/RC Movement partners, governmental agencies and other key stakeholders in Mozambique.

Job Purpose

Implement the IM strategy for the Mozambique operation ensuring strong technical support and guidance to IFRC field teams and relevant National Societies. Particularly, the IM Coordinator will work with partners to provide real-time analysis across different sectors of the operation, and support CVM in setting up its own IM system.

Job Duties and Responsibilities

  • Maintain and Update the operations database and activity tracking systems to ensure good data quality, across different sectors.
  • Configure and maintain dashboards to support monitoring of Red Cross activities on operational and strategic levels across the operation.
  • Interact with other partners (e.g. OCHA/IOM) to ensure proper coordination and data sharing.
  • Implement procedures for accurate and timely data collection for monitoring of Red Cross activities
  • Maintain and update GIS products
  • Cleaning of data coming from the field / ensuring data quality
  • Support capacity-building of the National Societies to support proper data capture and information management in the field
  • Provide technical support and guidance to the field teams on the use of data collection tools;
  • Keep the IFRC information platforms (GO and Operations Room) up-to-date.
  • Facilitate knowledge management and collation of the lessons learnt.
  • Other activities as directed by the Line manager

Education

  • A University degree in data and information management or similar

Experience

  • Minimum 3 years of prior professional experience in the development and use of GIS, database systems, data visualisation and other information management tools and mechanisms
  • Experience in using mobile data collection tools, such as Kobo, for data gathering in the field, and advanced form coding with XLS Form, Red Rose
  • experience in developing capacity building and training tools for ODK and Kobo toolbox
  • Experience in using mobile data collection tools, such as Kobo, for data gathering in the field

Knowledge, skills and languages

  • Excellent professional communications skills, both verbal and written in both English
  • Strong organizational skills, methodological and logical approach to tasks and problem solving
  • Good presentation, facilitation and note-taking skills
  • Ability to organize, analyse and synthesise large amounts of information
  • Ability to manage complex and sensitive relationships with partner organisations
  • Sound knowledge of Microsoft Office applications, especially MS Excel
  • Sound knowledge of data collecting tools (e.g. Kobo, ODK, XLS Form coding), reporting tools (e.g. PowerBI, Tableau) and GIS software (QGIS)
  • Fluently spoken and written English and Portuguese
