Capacity Development for Health Professionals and Biomedical Technicians “(CaNBMET)

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) together with the Ethiopian Federal Ministry of Health (FMoH) is currently implementing the project „Capacity Development for Health Professionals and Biomedical Technicians “(CaNBMET).

The project aims at improving the practical training for selected health staff by supporting vocational training colleges, a teaching hospital and a regional biomedical workshop technically and in teaching skills. The focus area is Nekemte and west Oromia region.

The German Government has now provided, through the Develop PPP programme, support to a new National Digital Medical Capacity Building in Ethiopia. The PPP will be implemented by the CaNBMET project in cooperation with Lecturio GmbH and the Ministry of Health. Interventions will include approaches such as quality and scale-up support for Ethiopian medical schools through digital teaching support including mapping of the National Integrated Medical Curriculum into the digital support platform to support its rollout, as well as pilot of the custom production of learning content with global and local experts as needed to support both medical education as well nursing and/or bio-medical technician training.

Responsibilities 

The National Coordinator will be responsible for:

  • Coordinating and supporting the implementation of all the activities under this PPP contract in close collaboration with CaNBMET team.
  • Liaising with stakeholders and ensuring proper communication between CaNBMET, Government partners and non-governmental actors
  • Monitoring the implementation of the activities, reporting according to regulations and documentation of lessons learned.

Duties

Under the direction and supervision of the International Project Coordinator, coordinate overall successful implementation and steering of the project ensuring the coherence between the different project components, activities and partners;

  • Assist in the plan and monitoring of the  implementation of activities and achievement of milestones in accordance with the Operational Plan (Annex 1 to these Terms), assist in the regular budget revisions, propose corrective actions/changes (including rescheduling related activities) and if required by the international project manager support the monitoring of the expenditures by private partners (format of own input sheets).
  • Assist in the updating and/or adapting of the overall conceptual design, if and when required.
  • Facilitate general project planning, modify and if necessary suggest adapting the Plan of Operations according to needs and specifics of the components.
  •  Assist in the identification of the need, content and scope for short-term assignments / consultancies / local subsidies / financing agreements within the available budget and the planning, coordination and performance monitoring of the assignments and support the activities of the commissioned local and international short-term experts
  • Facilitate the contact and regular communication on the project among GIZ, the private partners and further stakeholders involved. Coordinate a professional knowledge management on the project, including the compilation of relevant information, the knowledge transfer and transparent flow/exchange of relevant information.
  • Provide inputs for the coordination meetings with the develoPPP.de programme. Propose develoPPP.de-representatives visits to the country, if required, to support successful implementation

Other duties /additional Tasks

  • Performs other duties and tasks at the request of management
  • Immediately reports all problems involving activities and regulations to his/her superior monthly//journals/balance sheets/bank reconciliation statements, all according to GIZ policy.

Job Requirements

Required qualifications, competences and experience

 

Qualifications

  • Minimum of bachelor’s degree in biomedical engineering, project management or related field of study

Professional experience

  • A minimum of 5 years of proven professional experience in capacity building of health professionals, especially teaching and training of biomedical engineers and nurses and related coordination tasks
  • Experience in project planning, financial management and results-based monitoring
  • Knowledge of digital, clinical teaching and training methodologies,
  • Experience in facilitation of review meetings and workshops, with different stakeholders like government and other private sector organizations

Other knowledge, additional competencies

  • Good networking skills and team spirit,
  • Fluent knowledge of English and other Ethiopian recognised national working languages.
