The Role
The Country Business Support Manager ( BSM) position is a Strategic Role and the Business Support Manager role is help deliver Oxfam’s strategy and programme to protect those we work with from sexual exploitation and abuse perpetrated by Oxfam representatives. He/she will support management in coordinating the implementation of Oxfam’s safeguarding policies and procedures at country-level. He/she will thus play an essential part in promoting good practice and helping the organization and Country Programme reach the highest safeguarding standards by our staff, volunteers, partners, related personnel, beneficiaries and contractors, as well as for the communities where we work
As Business Support Manager (BSM) you lead and develop a team of functional experts (Finance, Administration, Procurement & Logistics, IT, HR and Security) and to ensure optimum support to projects within Oxfam policies. Sitting within the Country Leadership Team, this role has a strong strategic focus ensuring overall compliance and you will report regularly to the Country Director on the management of financial and operational risks associated with program delivery, grants and in country operations.
As well as overseeing the preparation, consolidation, and analysis of collated country budgets, the BSM will support legal and risk management and be responsible for approving contracts, grants, leases, disbursements, and transfers to third parties.

Oxfam DRC is looking for a self-assured experienced Business Support Manager who wants to contribute to the development of a large and DRC orientated programme,
Essential
· Previous in-depth work experience of programme service management ( Finance , HR, Compliance, information management and logistics) in emergency and / or development context
· Excellent personnel management skills, with the ability to demonstrate skills in leading a multi-disciplined, multi-cultural team and ability to work effectively and sensitively with different value systems and cultures
· Excellent communication and interpersonal skills and a proven ability to be flexible in demanding situations.
· A professional certification in Accounting (ACCA, CIMA or CPA holder) and or have an academic degree in accounting and/or financial management (master level or equivalent).
· Knowledge of Navision/ financial accounting package or similar financial reporting software.
· The candidate must have experience from an international NGO or the donor sector (preferably knowledge and experience managing funds from DFID, DANIDA, CIDA EC etc.
· The ability to think creatively and adapt systems so that compliance is achieved, and information passed in a form that is accessible and friendly to the end user.
· Diplomacy, tact and negotiation skills
· Analytical and strategic planning skills to handle multi priorities
· The ability to present information and concept clearly, both verbally and on paper
· Computer literacy;
· Fluency in English and French (written and spoken)
· Strong sense of integrity and personal commitment to the goals of Oxfam,
· Demonstrated experience of integrating gender and diversity issues into management services.
· Innovation commitment and drive to help Oxfam DRC become a centre of excellence at every level.
Desirable
· A good working knowledge of Oxfam GB procedures, systems and practice in Finance, HR, office management and funding. An in-depth knowledge in one of these areas is essential
· Experience in the design and delivery of training
· Preferably knowledge of Oxfam Financial, HR and project database systems
