Position Summary

The Country Director (CD) manages the overall program in the DRC from a programmatic and operational perspective, as well as leading on fundraising and donor relations. The Country Director supervises eight positions, including 4 Heads of Offices, the Finance Director, the Programming Director, the Program Associate and the Security Sector Reform program manager.

The CD reports to the Regional Director for Central and Southern Africa and collaborates closely with various departments located in the region, in Brussels and in Washington. The location for the position is negotiable between Bukavu or Goma with frequent travel to project sites and other field offices.

Key Responsibilities

  • Define program priorities, plans and long-term strategy (in close collaboration with the SFCG Regional Director and SFCG DRC staff);
  • Oversee implementation of all programs, modifying and adapting where necessary in consultation with regional team
  • Ensure that the country program is managed within available resources, foreseeing gaps and initiating adjustments in operations and programming when needed
  • Directly oversee the financial management and health of the DRC program, including budget management and planning, compliance, and financial reporting.
  • Ensure compliance with donor regulations and SFCG policies and procedures
  • Ensure compliance with local law with regards to registration, taxation, labor and any other requirements.
  • Lead fundraising efforts for additional programs for the DRC program.
  • Recruit, manage, and evaluate SFCG’s program and project staff in DRC.
  • Oversee ongoing capacity-building efforts of staff members, particularly in areas of program and budget management.
  • Monitor and evaluate the results achieved by the different projects and the program as a whole, supported in part by the Design Monitoring and Evaluation team.
  • Ensure high quality reporting to donors based on a credible monitoring and evaluation system for overall program results as well as for specific projects
  • Stay abreast of the international conflict transformation field to ensure that the program’s work remains innovative and integrates best practices
  • Contribute to the continuing development of the organization, its mission and its staff, through the sharing of experience and knowledge, particularly contributing to its Institutional Learning efforts

Staff Management and Development

  • Develop and manage a team of diverse staff members (expatriate, national and third country nationals) and partners, modeling the kind of interethnic and multi-stakeholder cooperation that SFCG aims to promote widely
  • Participate in the recruitment and selection of highly qualified staff, providing information on regional living and working conditions as well as security briefings
  • Strengthen the capacity of national staff and partners, contributing to SFCG’s legacy strategy of conflict transformation in the DRC
  • Nurture an environment in which staff are motivated, coached, and enabled to perform effectively in their various functions

Organizational Representation

  • Serve as SFCG’s country representative
  • Develop and maintain proactive, positive and professional relationships with partner organizations, other NGOS, donors, clients, key government officials, civil society groups, etc.
  • Maintain responsible media coverage of program events and issues related to SFCG mission
  • Maintain regular written and oral reporting to relevant teams in the region and Headquarters on key country, regional, program, security and staff issues

Safety and Security Responsibilities

  • Develop and maintain field office safety & security plan, including evacuation.
  • Ensure the Country Office maintains a healthy and productive work environment in line with SFCG’s policies and procedures.
  • Set security alert level for country program via regular risk assessments and ensuring all staff and visitors are informed of the current security alert level, threats in the area, and their respective responsibilities.
  • Ensure all staff receives Safety & Security training as appropriate to the context.
  • Provide incident reports to Regional Director and Director of Operations, for review by SFCG Management Team; this should include all security, safety and serious health incidents.
  • Ensure that SFCG is participating in local NGO security networks and maintaining other key relationships for maintaining good staff safety & security.

Qualifications

Education

  • At least a Bachelor degree (Masters preferred) in relevant field (eg. conflict transformation, security studies, media and communications, sociology, political science, international development or related fields)

Experience

  • Experience in managing large projects, with multiple grants and donors in a fragile state

Skills and Competencies

  • Demonstrated experience with budgeting, project development, fundraising, proposal and report writing, and grants management.
  • At least five years’ experience living overseas, preferably in Sub-Saharan Africa; experience living in DRC preferred.
  • Knowledge of the conflict dynamics of the Great Lakes region, and specifically in the DRC
  • At least ten years’ experience in managing a program, both programmatically and operationally, preferably on media and/or conflict transformation-related issues
  • Track record in successful fundraising
  • Knowledge of major donor rules and regulations, and the ability to manage and prioritize multi-donor funding.
  • Experience in capturing results and overseeing reporting, monitoring and evaluation systems.
  • Experience in managing multi-cultural teams, preferably in Africa
  • Exceptional communication and interpersonal skills
  • A problem-solving approach to challenging situations
  • Ability to multi-task while leading a complex team
  • Professional-level Proficiency in French and English, written and spoken
  • A team spirit.
