Following the on-going complex crisis in Zimbabwe (protracted drought and macroeconomic crisis), it is forecasted that more than 4 million Zimbabweans will be in need of humanitarian assistance.

The strategy of ACF in Zimbabwe is to work via two strategic partners that are fairly autonomous, with the objective to maintain a capacity to scale up in case of an emergency.

ACF has been functioning in Zimbabwe for a year without a Country Director (CD). Given the ongoing and deteriorating emergency, ACF considers it is necessary to re-establish a Country Director in the country.

The team is currently extremely limited (2 persons) but may increase a little bit (to 4 or 5 people) in the duration of the assignment. It is not planned to increase a lot, as all activities are implemented via our partners. The management component of the position is therefore limited.

The leadership component though is very important: with regards to our LNGO partner, to the very competitive community in country and to donors.

You need to have thorough experience (particularly of food security crises) to have a good and quick crasp of the issues and be able to develop and convey a vision.

You will also need to have excellent experience of working with LNGO partnes and to adhere to the localisation agenda, which is the backbone of this mission. You will have to refine the LNGO modus operandi to improve our functioning and make it more cost-efficient.

One of the task that you may need to coordinate is a consultancy for a feasibility study to help designing an Urban cash programming in urban poor areas.

Votre poste et vos responsabilités

  • You are responsible for overseeing the development, funding and implementation of the country strategy and the growth of program portfolio that effectively addresses the underlying causes and effects of under-nutrition in line with Action Against Hunger’s values (Charter), Programming Principles, and Strategy.
  • You will take on the role of strategic positioning, clarifying partnership modalities (with support from HQ), and therefore creating the conditions for potential development.
  • Based on the context evolution and of the gaps, you will position ACF in country as well as develop ACF’s portfolio and that of our partners, working to deepen connections with the main humanitarian coordination and donor groups, among others and writting and/or coordinating the write up of proposals.
  • You will also improve the structuring of our partnership strategy and collaboration, in response to the crisis.
  • You will supervise all operations in country, including ongoing projects and any future ones, as well as supervise all staff and consultant under ACF contract in country.
  • You are responsible for establishing and maintaining good working relationships with host government officials, donors and other partners.

Votre profil

You should hold a Master’ s degree in development / humanitarian aid, international relations or a field relevant to Action Agaisnt Hunger’s expertize (WASH, FSL, Health, Nutrition, Advocacy)

You have at least 10 years of project management experience in international NGOs

  • Leadership and management skills in a complex international setting
  • Good knowledge and experience of leading and managing complex change processes
  • Knowledge and experience in partnership
  • Extensive knowledge and understanding of Humanitarian coordination mechanism
  • Extensive experience of grant management and development and knowledge of the main donors policy and requirements, as well as strategic planning and program design and development
  • Good knowledge of cash programming
  • Fluency in English (written and spoken)

Vos conditions d’emploi

  • Contract: 4 months fixed term contract under French legislation (renewable)

Monthly gross salary from 3 370€ to 3 895€ upon experience.

Per diem and living allowance: 839€ (cf eurocost) net, field paid.

Context allowance: 150€

+ 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.

  • Transportation:

Coverage of transportation costs to and in the mission

  • Medical coverage: 100% coverage of medical expenses + repatriation insurance.
